All unnecessary noise, disturbance, prodding and obstruction of animals should therefore be avoided. Sale users should not obstruct passageways being used by horses. 40. What are codes?
Animal welfare codes of practice provide standards, guidelines and information that, when followed, should result in an acceptable animal welfare outcome for an animal in a particular situation. The standards in the current codes are the minimum acceptable for that situation. You may be familiar with the codes of practice that set standards to protect customers when using banks or when shopping at stores with electronic scanners at the checkout. These are also codes of practice about the building and construction industry, for bushwalkers and about the program content of commercial television. Animal welfare codes are generally about keeping a particular type of animal (such as cattle or pigs or poultry) or about particular situations in which animals are used (such as in circuses or in science, at saleyards or at abattoirs, or when being transported). Animal welfare codes discuss general feed requirements

ANIMAL WELFARE BOARD OF INDIA
International Wildlife Week, Oct. 1-7, 1999 The Animal Welfare Board of India was set up in 1962 with its headquarter at Madras, under the provisions of the "Prevention of Cruely to Animals Act,1960" (PCA Act, 1960). The Board consis of 28 members reprsenting Government of India, the veterinary profession, municipal bodies, practitioners of modern and indigenous systems of medicine, Animal Welfare Organisations of the country and humanitarians. Two members of Rajya Sabha and 4members of Lok Sabha are on the Board. It is an autonomous body working under the administrative control of the Ministry of Environment and Forests.
Main functions of the Board are :
  • To keep the law in force in India for the Prevention of curelty to animals under constant study and advise the Government on the amendements to be undertaken in any such law form time to time.
  • To advise the Central Government on the making of rules under this Act with a view to preventing unncecessary pain or suffering to animals generally, and more particularly when they are being transported form one place to another or when they are used as performing animais or when they are kept in captivity or confinement:
  • To advise the Government or any local authority or other persons on improvements in the design of vehicles so as to lessen the burden on draught animals:
  • To take all such steps as the Board may think fit for amelioration of animals by encouraging or providing for the construction of sheds, waterthroughs and the like and by providing for veterinary assistance to animals:

The OIE's initiatives in animal welfare Animal welfare was identified as a priority in the 2001-2005 OIE Strategic Plan. OIE Member Countries had decided that, as the international reference organisation for animal health and zoonoses, the OIE must provide international leadership on animal welfare. Even though animal welfare is not covered by the WTO SPS Agreement, Member Countries wished to have guidelines and recommendations to assist them in bilateral negotiations. Member Countries recognised that, as animal protection is a complex, multi-faceted public policy issue which includes important scientific, ethical, economic and political dimensions, the OIE needed to develop a detailed vision and strategy incorporating and balancing these dimensions. In order to implement the new mandate, the Director General of the OIE convened an Ad hoc Group on animal welfare the recommendations of which were unanimously adopted during the 70th General Session. A permanent Working Group on Animal Welfare was then established and held its first meeting in October 2002.

Prescribed Forms General Inspectors Within the Animal Welfare Act 2002 , power is provided for the appointment of general inspectors to assist in ensuring the proper, humane care and management of animals. Under the Act, General inspectors have increased powers to search and enter, as well as seize animals if they suspect animals are being treated in an inappropriate manner. Under the Act, the RSPCA, local governments, Department of Agriculture WA, Department of CALM are all given the opportunity to make nominations for general inspectors. Currently, there are more than 170 general inspectors appointed throughout Western Australia. Now there is a comprehensive coverage of animal welfare protection across the State. General inspectors are issued with a card for identification purposes and a sample of this is attached.

Prescribed Forms Overview The Department of Local Government and Regional Development administers the Animal Welfare Act 2002 The Western Australian State Government is committed to the welfare and safety of all animals within society and has placed a high priority in ensuring that they are covered by appropriate standards of care and protection. The Animal Welfare Act 2002 is the State’s most powerful legislation ever to provide for animal welfare. The Act provides a way forward to achieve better treatment of al animals in their relationships with people, without alienating the traditional rights of people to use animals for food, fibre, research, teaching and, very importantly, for companionship. Major reforms resulting from the Act include the appointment of more than 170 General Inspectors and the licensing of scientific establishments for the use or supply of animals for scientific purposes.
