History
During Estonia's independence before WW II there were numerous societies for the prevention of cruelty toward animals. These organizations were mostly initiated and supervised by prominent veterinary professors from Tartu University (e.g. Hans Richter, Elmar Vau). Due to the commencement of war and the following enforced Soviet control, all such societies, various charity and temperance movements, students clubs etc. included, were abolished for half a century.
Recovery
In 1990 the Estonian Academic Society for Animal Welfare (EASAW) was founded at the Veterinary Faculty in Tartu. This has been greatly supported by professor Hackon Westermarck (Finland), president of Nordic Council for Animal Welfare at the time. Ms Helgi Aart, PhD became the first president of EASAW. Nordic Council for Animal Welfare, as well World Society for the Protection of Animals (WSPA) accepted EASAW.

The Meaning of Animal Welfare
Even if we believe that animals cannot have rights, it does not mean we can treat animals any way we please. As moral agents, we recognize our own obligation to treat animals humanelynot because it is their right, but because it is our responsibility. The American Veterinary Medical Association (AVMA) has defined animal welfare as "a human responsibility that encompasses all aspects of animal well-being, including proper housing, management, nutrition, disease prevention and treatment, responsible care, human handling, and, when necessary, humane euthanasia."
The animal welfare view recognizes responsible animal use as natural, ethically appropriate and indispensable to our survival and quality of life. This philosophy is based on the premise that the mutual dependence of humans and animals on one another is part of the natural order, and a function of our joint evolution.
Scientists believe that the domestication of animals began about twelve thousand years ago, when wolves began to gravitate to the campfires that warmed ancient humans. Instinctively, the animals recognized that associating with humans increased their chances for survival, ultimately enhancing their ability to reproduce. Their food supply was assured, so they didn't have to compete with other predators to eat. The campfires kept them warm, reducing their own need to expend energy for that purpose. And man protected them from savage attacks from other predators.

  • To help sick, aggressive or injured animals:
    If you find a lost animal:

  • Call the Shelter and leave all the information you can and they will respond during business hours. Keep in mind that the Petaluma Municipal Code requires that you report a found animal with in 24 hours.
  • If you lose an animal:

  • It is best to visit the Shelter or Shelters near you and look for your pet. If you do not find your pet, put in a missing animal report while you are there. You can make flyers and post them about 1 mile radius from point last seen- A photo may be helpful. Talk to your friends and neighbors. Above all don't give up!!!.

    Bones found in a dumpster weighing 8 lbs is now a hefty 11 lbs. He is gaining weight every day and will be ready to go to a new home shortly. If you are interested in adopting Bones please complete an online application or call AFEW and leave a message for Marilyn.
    Bones was found in a dumpster in Brooklyn, New York by a New Jersey truck driver who lives in Twin Rivers. Thank goodness it was on a Saturday and they didn’t come to empty the dumpster.  He was crying and drivers brother heard him.  Bones, would try to eat but vomited everything up including water.  The trucker came to AFEW on Saturday, July 30th and asked for help. When we looked at the debilitated puppy our hearts went out to him. We sent them over to one of our veterinarians who determined that he had part of his aorta wrapped around his esophagas and was starving to death because he could not swallow. The surgery was over $800 and was performed on Monday.The surgery was a success and he is doing wonderfully, eating and holding his food down. Now all Bones' needs is a home to love him for the rest of his life. He needs to eat small meals often for a while but will eventually be able to eat normally.

    Seven Minnesota animal welfare organizations have banded together to help the animals suffering from Hurricane Katrina. The Minnesota Valley Humane Society, the Animal Humane Society, the Humane Society for Companion Animals, The Greater West Metro Humane Society, and the Tri-County Humane Society are all collecting animal supplies to send to animals suffering from Hurricane Katrina in the devastated southern states. Items needed include: new canned cat and dog food, disposable feeding dishes and litter pans, cat litter in plastic jugs or buckets, collars, harnesses, leashes, pooper scoopers, zip lock bags, large trash bags, towels, etc.
