Definition: The use of laboratory animals in research and teaching is regulated by the federal government through the USDA regulations (Animal Welfare Act) and through the PHS (PHS Policy on The Use of Animals in Research). The University of Miami is licensed by the USDA and has filed a "Letter of Assurance" with the Office of Laboratory Animal Welfare (OLAW), DHHS that describes the animal care and use program at the University of Miami. In addition the University of Miami is accredited by AAALAC. The University of Miami IACUC oversees all animal related activities at the University. A groundbreaking initiative in the teaching of animal welfare education nationally was one of a number of significant achievements for the British Veterinary Association Animal Welfare Foundation (BVA AWF). Indeed, education has dominated much of the Foundation's activity at all levels this year.
AWF Lectureships
This initiative was announced at BVA Congress in September 2003. The project is designed to support the development of an integrated approach to teaching animal welfare within the veterinary curriculum nationally. Three posts at the universities of Bristol, Glasgow and Liverpool are expected to become established permanently after the initial four-year funding commitment from the BVA AWF. The collaborative bid allows for considerable cross-fertilisation and the exchange of ideas and information, together with planned rotational weeks between all the schools by the three lecturers. The posts at Bristol and Liverpool have been filled, with the expectation of the Glasgow post being filled shortly.
Educational Projects
Trustee, Carl Padgett, continues to run a welfare seminar for final year students as part of the annual BVA/SPVS final year seminar in Lancaster. It provides an opportunity for trustees to work with veterinary students on a range of welfare issues through case scenarios in which possible solutions are developed. The case studies are periodically refreshed and the emphasis is on welfare issues that might occur in everyday practice. The trustees have agreed that the format is not exhausted and should remain as it is.

What is the RSPCA?
The work of the Royal Society for the Prevention of Cruelty to Animals (RSPCA) can often go unnoticed until we read horrific stories about starving dogs, cats being drowned tied up in plastic bags, reptiles dying of starvation and other cruel acts committed on animals - whether pets, wildlife, farm animals or exotics. As the world's oldest and best-known animal welfare organisation, the RSPCA has been protecting the welfare of animals in the UK and overseas for many years. Whether caring for abandoned or neglected animals, prosecuting animal abusers, educating or lobbying for animal welfare, the RSPCA is one of the largest welfare enforcement agencies in UK. The Society has 187 local branches that work for animal welfare at a local level and offer support by providing, where resources allow, re-homing services and subsidised veterinary treatment for those in need. Each branch is an independently registered charity and together they are responsible for 40 branch-run clinics, 37 animal centres and 10 animal welfare centres.

Silent Victims: Recognizing and Stopping Abuse of the Family Pet
Silent Victims: Recognizing and Stopping Abuse of the Family Pet is designed to give professionals and laypersons an overview of the most critical scientific and anecdotal findings about the factors surrounding animal abuse. Presented in a user-friendly style, the goal is to provide readers with the findings and strategies that are the most useful and effective in everyday, real world settings. The research findings presented in this book include notable studies on animal abuse, perpetrators, and abusive environments, as well as the possible causes and outcomes thought to be linked to animal abuse. Included are discussions of recent research on the attitudes, perceptions and beliefs of animal abusers conducted by author Dr. Carlisle-Frank, in her work with the Foundation of Interdisciplinary Research and Education Promoting Animal Welfare [FIREPAW]. Real life tales from the street, as well as strategies and techniques for recognizing and addressing animal abuse are outlined by author Officer Tom Flanagan.
Flanagan draws from his seminal work with the acclaimed Link-UP program that brings law enforcement together with multiple municipal agencies to cooperatively and effectively resolve problems involving animal abuse.

SOL and the KITTENS One of the great things about working with animals is that every so aften a truly heart-warming story comes along to counter-balance all those cases of neglect, abuse, and abandonment. This one concerns a cat we named Sol, rescued by a young local boy from the bottom of a pit latrine. He was dehydrated and badly malnourished, and his whiskers had been cut (in Guatemala, folk wisdom says that cats with cut whiskers will not stray), The quicklime in the latrine had burnt all the fur off his paws. He looked bad, and smelled worse. We put him in the downstairs bathroom, and slowly he recovered over a period of a few weeks. Then our gardener found 3 kittens in a cardboard box, just sitting there by the side of the Pan American highway. So hey – what’s the guy going to do but pick up the box and bring it up to Hound Heights?
