The first step is to begin to lend support (financial or otherwise) to the various organizations working to help the American Pit Bull Terrier breed. There are many organizations out there and choosing which ones to support can be confusing. Some organizations are more productive than others, while a few organizations do way more harm than good. Before choosing which organizations to support, you may want to decide which cause is most important to you and focus most of your attention on that cause. This can be more productive than spreading yourself too thin and offering only a little time or money to a lot of organizations. Everyone's First Concern Should Be Breed Specific Legislation The biggest threat to our dogs right now is breed specific legislation (BSL). These laws, if allowed to pass, will theoretically cause extinction of the American Pit Bull Terrier and related breeds. These laws, regardless of their intent, are unfair, unconstitutional, and unworkable! BSL is a Band-Aid solution for a larger problem, period! Regardless of what issues are prompting the writing of such laws, BSL is fundamentally wrong and a solution for NOTHING!

    If you are looking for current updates on proposed breed bans and other canine laws in the US be sure to start with the AKC's Legislative Alerts The American Kennel Club (AKC) opposes breed specific legislation for these reasons:
    • Breed-specific laws are not the best way to protect communities. An owner intent on using his or her dogs for malicious purposes will simply be able to switch to another type of dog and continue to jeopardize public safety. The list of regulated breeds or types could grow every year without ever addressing responsible dog ownership. Deeds, not breeds, should be addressed.
    • Breed-specific laws are hard to enforce. Breed identification requires expert knowledge of the individual breeds, placing great burden on local officials.
    • Breed-specific laws are unfair to responsible owners.
    • Breed-specific laws increase costs for the community. Shelter costs for the community could rise as citizens abandon targeted breeds, and adoptable dogs of the targeted breeds would be euthanized at the shelter.
    • In some instances, breed-specific laws have been overturned on constitutional grounds. Because proper identification of what dogs would be included is difficult or impossible, the law may be deemed unconstitutionally vague. It may also be found to involve the taking of property without due process.

    PART ONE Between Pets and People: The Importance of Animal Companionship (Purdue University Press, West Lafayette, IN, 1996). In 2000, the Humane Society of the United States (HSUS), American Veterinary Medical Association (AVMA) and the Centers for Disease Control and Prevention (CDC) teamed to investigate whether or not breed specific legislation (banning individual breeds, such as pit bulls, from communities) is effective. The results of their studies were published in several scientific journals. Animal Behaviorist Randy Lockwood, vice president research and education at the HSUS in Washington D.C. says about 100 per cent of dogs involved in fatal attacks were unaltered males, also in the overwhelming majority of instances the dogs were previously complained about but animal control or law enforcement failed to take action. Other risk factors include dogs who roamed the neighborhood or dogs who were tethered.

    "Pit bulls are different; they're like wild animals," says Alan Beck, director for the Center for the Human Animal Bond at Purdue University School of Veterinary Medicine, West Lafayette, IN. "They're not suited for an urban environment. I believe we should open our eyes and take a realistic approach to pit bulls." Those who condemn pit bulls and call for breed bans targeting these dogs tend to be members of the general population, or most often, it seems, politicians. Beck isn't calling for breed bans – he stops just short of that resulting from research yet to be published. Still, it's exceedingly rare for an animal expert to vilify pit, and few would doubt Beck's credentials. He's renowned for his decades of groundbreaking research on using animals in therapeutic settings, such as nursing homes. He's the co-author of "Between Pets and People: The Importance of Animal Companionship" (Purdue University Press, West Lafayette, IN, 1996; $29.95). Controversy about dangerous dogs seems to be in the media daily, and mostly it's pit bull-bull-type dogs who are guilty. Many communities around the world have responded with breed specific bans, but many experts contend that's not the right answer.

Breed Specific Bans: A group of laws that bans particular breeds, usually pit bulls (a type of dog, not a breed) and sometimes Rottweilers, German Shepherds, Akitas, Dobermans, Chow Chows, and a few others. These laws are usually passed after several attacks by a particular breed so that city councils can assure citizens they are “doing something” about a voter concern. But breed bans don't work. They target all dogs of a breed the innocent as well as the guilty; are difficult to enforce; and do not end the use of guardian dogs by criminals. If pit bulls in their various incarnations are banned, drug dealers and other felons switch to another breed or mix. In the meantime, the ill-tempered terrier mix that bites the hand that feeds it and the poorly-bred purebred that attacks the neighborhood children pose a far greater danger to people than the obedience-trained American Staffordshire Terrier that is a registered therapy dog but cannot step foot inside the city. Far better than breed-specific bans are strict laws to control aggressive dogs of any breed or mix. Known as generic vicious dog laws, they put restrictions on the ownership of dogs that pose a danger to people, restrictions such as confinement in locked, escape-proof kennels while outdoors on the owner's property; muzzles when the dog is off the property; and purchase of a liability insurance policy.

    Times interview must have left him wondering what bit of the sky had fallen on him. Why Resurrect the Debate Now? In the early 1990's the Council of Europe Convention for the Protection of Pet Animals required that member states to outlaw docking of dogs' tails . The last Conservative Government managed to juggle this political hot potato by making it illegal for anyone other than a veterinary surgeon to dock tails. They reasoned that vets would only remove dogs' tails if there were a good reason for it. Effectively this should have ended the practice without implementing a controversial outright ban. Unfortunately there were and still are a number of UK veterinary surgeons who whole heartily embraced the right to dock dogs' tails. Hiding behind the spurious welfare argument for failing to dock, they essentially provide a dock-on-demand service for dog breeders. Iin 1995 the Royal College of Veterinary Surgeons (RCVS) attempted to bring a case against a vet who allegedly docked puppies for cosmetic reasons. The vet with the well-organised support of the Council of Docked Breeds(CDB) frustrated the RCVS by showing that it couldn't prove that the docking wasn't done for preventative reasons and the case was lost. From that point on the docking of all the traditionally docked breeds by a determined minority of pro-docking vets in the UK continued unhindered.
