... [Text Version] Companion Animals in Crisis Companion animals are cute, cuddly, and make great friends. Few can resist a cute little puppy or kitten. Why then are there so many companion animals in crisis? Currently, there is a major companion animal overpopulation problem. According to the Humane Society of the United States, about 70,000 puppies and kittens are born every 24 hours. That's 7 animals born for every human born! Even more sobering is the fact that 8 to 10 million cats and dogs enter shelters each year. About half of these animals are euthanized. Clearly, there is a need to counteract this problem. You, along with the Michigan Department of Agriculture, can help reduce the problem of animal overpopulation and provide a safe and healthy pet environment. MDA's Regulatory Responsibilities Various state programs have been established to help regulate the pet industry as well as protect the safety and well-being of companion animals in Michigan. Dr. Steve Halstead, a veterinarian with the Michigan Department of Agriculture (MDA) is the manager for the companion animal program for the State of Michigan. In this position, Dr. Halstead oversees three areas: Dog Law, Dog Identification, and Pet Shop and Animal Shelter Regulation. Dog Law Authority for the Dog Law is listed under Public Act 339 of 1919, as amended. The program involves the partnership of local animal control officers and other local law enforcement officials. It allows for various program duties that are enforced and managed by local authorities. These responsibilities range from rabies vaccinations to the enforcement of leash restraint regulations.

Companion Animals: Why Do Some Pets End Up at Animal Shelters? That's what veterinary epidemiologist Philip Kass aimed to find out as co-investigator of the National Shelter Study. Carried out in California and three other areas across the United States from April 1995 to April 1996, the study provided information on 6,929 dogs, cats or litters relinquished to shelters. Conducted entirely by questionnaire, the study provided unbiased scientific data about factors leading to the surrender of pets. The goal was to learn as much as possible about animals that are relinquished to shelters as well as about the people who give up their pets to shelters, in order to learn the risk factors for unsuccessful relationships. Philip Kass, epidemiologist and member of the School of Veterinary Medicine faculty and Center for Companion Animal Health, works with hundreds of veterinarians to collect scientific data for solving problems .
These results may help in planning education and intervention programs to drastically reduce the number of animals surrendered to shelters, and the number of potentially adoptable companion animals that are euthanized each year.

In Auburn, the Hepers United for Animals shelter makes a "lifelong commitment" to the animals in its care. In addition to placing animals with new owners, Hepers United operates a donor-supported Sanctuary Sweetheart program that cares for animals it cannot place with new owners because of health or behavior problems. Representatives of the Nebraska Humane Society, though, say no kill shelters can only take in a fraction of the stray, abandoned or mistreated pets. Pets turned away from no kill shelters are likely to end up in conventional animal shelters, which eventually destroy animals that cannot be placed in new homes. Moreover, no kill shelters may foster unrealistic public expectations about animal shelters. “Statewide’s” Andrea Gallagher visits the Hepers United for Animals shelter and takes a look at the issue.

How a Denver Animal Charity Created a Training Program That Now Aids Shelters Nationwide
By Janet Tate Animal shelters in the United States see more unwanted, abandoned, or abused animals pass through their doors each year than they can possibly place in suitable homes. Dumb Friends League , in Denver, is no exception: It handles more than 20,000 cats, dogs, birds, and other small animals annually. What is unusual about the league is the way it treats the animals it receives and what it has done to improve their likelihood of adoption. With help from the Humane Society of the United States, the league's solution has aided dozens of other shelters nationwide. A very high percentage of animals are returned to shelters because of behavioral issues, such as aggression or refusal to use the litter box, and the Dumb Friends League had experienced its share of that problem. It also fielded frequent calls from pet owners seeking advice on animal care. In 1992, the league's executive director, Bob Rohde, and other shelter staff members decided to try to do something about it. He and his colleagues developed a two-pronged solution: educate the public by establishing an animal-behavior help line and providing pet-care classes, and educate shelter workers in practices that help make dogs and cats easy to adopt and less likely to be given up later. In taking the approach that behavioral issues could be tackled before they became a problem, rather than after the fact, the Dumb Friends League became a pioneer in its approach to shelter management. "This type of program had not been done in any area, anywhere before," says Kit Jenkins, who taught training sessions at the league for eight years.

The Atlanta Journal-Constitution Ron and Ginger Anspaugh's dream dog a purebred English springer spaniel came from a pound in Jackson, Miss. Michael and Jody DuShane got their newest pug from a pug rescue group. Debbie and Gary Kazmier's show-quality black Persian cat was dumped with a cat rescue organization by a breeder who needed to get rid of some stock. Those are three of an estimated 1.5 million purebred pets taken into shelters each year. That's why advocates for animal rescue recommend people consider animal shelters and rescue groups even if they're looking for a purebred pet. And don't believe that all the animals in shelters are "damaged." Shelter workers say the problem is usually with the owners, not the pets. " 'We had a baby.' 'We're moving.' 'The kid is allergic.' We hear that every day," said Dorothy Wissler, director of Bartow County Humane Society, which works with the county animal control. "I've had unbelievable purebred dogs come in with their papers and even a receipt showing they paid $700, $800 ,even $1,200, for the dog they're dumping."

What Is An Animal Rescue Organization?
An animal rescue organization rescues animals from a variety of sources and places them, through adoption, with new owners. Animal rescue organizations and "rescue dogs" have different meanings and are sometimes confused with one another. An animal rescue organization basically rescues animals from a variety of sources, such as shelters or owners, and places them, through adoption, with new owners. "Rescue dogs", on the other hand, are part of a classification of "service/assistance" dogs. Service/assistance dogs are generally those dogs trained to be of assistance (a) to people with disabilities, or (b) to law enforcement professionals, etc. To make it more confusing, some animal rescue organizations (such as Labrador Retriever Rescue, Inc. - "LRR") have working relationships with local service/assistance dog organizations. For example, LRR, has placed, through adoption, several Labs with local law enforcement officials for use as service dogs. In return, when these dogs "retire" from their service jobs, LRR has placed them into new loving homes. Canine rescue groups started 10-15 years ago as an alternative to animal shelters. Most canine rescues are for purebred dogs, although there are many who rescue mixed breeds. Canine rescues are run by individuals, rescue networks, and by breed clubs.Did you know that 25% of all dogs in shelters are purebreds?

Importation of Pets, Other Animals, and Animal Products into the United States CDC regulations govern the importation of dogs, cats, turtles, monkeys, other animals, and animal products capable of causing human disease. Requirements for the importation of the most common pets are described below. Pets taken out of the United States are subject upon return, to the same regulations as those entering for the first time. The U.S. government does not require general certificates of health for pets. Metro Animal Shelter, Inc. opened its doors in July, 1994. We take in about 8,000 animals a year, and adopt out about 1,200 dogs and cats each year. The shelter does feline leukemia tests on all cats and kittens that are adopted, and heartworm tests on all adult dogs adopted out. We do in-house spay and neuter surgery on most of our shelter animals before they are adopted. Underage animals or unaltered animals require a refundable spay/neuter deposit at the time of adoption. All animals over 6 months are microchipped. We have a veterinarian who will handle any emergency after hours cases for us, and provide a free vet check for any animal adopted from us.
