Compassionate Animal Control International Steve Elvidge Vice President WA Rangers Association West Australian Ranger of the Year Australian Animal Control Officer of the Year G'day, my name is Steve Elvidge, I would like to tell you a little of how CACI came about, the people responsible for its founding and what we hope to achieve. After working on the WA Ranger promotional video in 1998, I took a years leave of absence to travel with my wife Maureen (Mo) to expand and develop our appreciation and experience regarding animal control. The people we were to meet along the way, would prove to be the greatest part of this experience. After a brief visit to Singapore and meetings with animal control and traffic authorities we arrived in the United Kingdom to a barrage of phone calls from a lady who is now our good and respected friend, Sue Bell President of the British National Dog Warden Association. Sue was of great help to me, putting me in contact with a number of people and organisations who could assist with our work. National Canine Defence League was one such organisation with which I met in March 1999 in London. Their Chief Executive Clarissa Baldwin was another great help and again became a valued friend. During the meeting at NCDL, I became very aware of problems faced in Eastern European countries in providing quality animal control. A lack of information, equipment and training seemed to be the main problem along with a lack of funds. I did not know it at the time, but this meeting with Clarissa and her team would prove to change my attitude and direction.

Based on the vigil feedback we have received thus far, combined attendance from all vigils exceeded over 5000 people with participation from more than 200 organizations in 30 states and 15 countries. 2002 Vigil Observances
The Humane Society of the Ozarks and Fayetteville Animal Services jointly held a vigil observance at Fayetteville Square to raise awareness of the pet overpopulation problem in their community. A large crowd of people assembled in the town square to listen to State Representative Sue Madison speak about the Arkansas spay/neuter law, and to hear stories of animals rescued from homelessness, and to speeches about responsible pet ownership presented by animal control officers. The city government cable channel filmed the entire vigil observance and has agreed to air it several times on the local government run cable station.

KAPS and IAKA are both Korean organizations dedicated to promoting animal welfare protection in Korea through education, stricter animal cruelty laws and the continued development of the KAPS Shelter. We are Koreans who have been working for over 15 years on behalf of Korean animals by upholding Korea's true values and traditions to create a more compassionate and just society. The plight of companion animals in South Korea (dogs and cats) is an especially urgent and neglected cause that we have chosen to focus most of all our energies upon these past decades. We strongly feel that the protection of companion animals in South Korea is an important foundation for the protection and welfare of all animals. That is why KAPS and IAKA have been committed to ending the dog and cat meat trade, teaching compassion towards animals, and enforcing strong animal protection laws in Korea. KAPS and IAKA were founded by Sunnan and Kyenan Kum, both sisters, who were born and raised in Korea. Growing up, they were inspired by their father who cared deeply for animals and was an herbal-medicine doctor. He believed in Korea's true dietary traditions for living a healthy and well-balanced life. Unfortunately, throughout Korea's history there have been far too many hardships, so that much of Korea's wildlife and wilderness disappeared by the 20th century. However, even during desperate times the consumption of dogs was never a dietary tradition in Korea. In the past, it was practiced by only a few people purely to avoid starvation like in almost every part of the world. Then dogs began to be consumed by a few older men for mythical health benefits regarding virility and sometimes for the frail and sick. It was just one of many obscure and marginal tonics that were different from Korea's common dietary traditions.

By Jackie Moore, Paws Dog Grooming, Peterhead I have just returned from the International Animal Rescue Centre in Goa, India. When I arrived I was greeted by about 7 or 8 resident dogs who had the run of the front reception area. In the kennels there must have been about 70 or 80 dogs and small puppies who had been brought to the sanctuary. They included stray dogs that had been brought in to be treated for illnesses and diseases. The sanctuary also has a programme at the moment where they are rounding up stray dogs to be neutered or spayed and then return them to the area from which they have been picked up so that the number of stray dogs will eventually begin to decrease. Some of the dogs are re-homed but a lot are too shy or nervous and do not trust humans. During my visit to the sanctuary my heart went out to all of these dogs. Some were clambering for attention, others seemed indifferent to my presence and there were several that just sat in their cages and quivered with fright when I approached. I was only able to walk one dog at a time and it was very difficult to feel that I was helping at all with so many dogs, in my mind, in need of attention. It was very hot especially in the middle of the day. Some dogs were thrilled to go for a walk, others very reluctant and instead of dragging them down the road and back, I sat by the roadside under the shade of a tree and talked to and petted them, before putting them back in their pen. All, without exception, were unwilling to return to their cage. I did not approach the shy nervous dogs, I just spoke a few words to them from outside their pen.

Graeme Raine INTRODUCTION Where were we prior to 1992? The term dog catcher was heard frequently from the public through to managers and elected members. Problems were evident - local authorities used a variety of methods to control dogs ranging from the head in the sand approach; "perhaps if we do nothing we won't upset any one and the problem will with a bit of luck go away" - to rigid enforcement where "they always got their dog". Some local authorities got lucky and obtained the services of good officers, others were happy to gain someone who could fill the boots of the previous incumbent and were literally quite pleased not to have to buy a new pair of boots. Many officers were working in isolation and there was no formal mechanism to spread the word on good operating practices on a national basis. Western Australia had a 'Municipal Law Enforcement Officers Association' to represent rangers. It hosted State conferences on an annual basis and produced a ranger's newsletter. This assisted in the development of animal control from within the State. We seldom received guests from interstate. Several other States had their own associations and attempts were made to affiliate but were thwarted due to lack of funding and the distances involved.

  • Project Category: Biological / Environmental. Main Activity: Caring for rescued wild animals at a specialised centre. Number of Places: Two or three at any one time. When Available: All year round. Two months minimum but ideally longer.

Description of Project The project is located one hour south of Quito on the slope of volcano Atacazo. It was founded by Johnny and Brenda Cordova who still live on site. It is set in 50 hectares of land. The cages that house the animals range in size and condition; some are huge and house Eagles and Andean Bears, some of the smaller cages have Monkeys, Ocelots, Peccary and at the time of writing (August 2004) a Jaguar. There is also a heated room that keeps spiders and snakes in glass cages. The cages are a bit of a mismatch and have been built as the animals arrived. The project works closely with Amazoonicas and the Bear project. (See separate project descriptions).
Volunteers Activities
Time Off/Accommodation Accommodation is in a private house with up to six other volunteers. It is comfortable, airy and spacious but you would be expected to share a room. You would cook communally and Outreach would provide you with an allowance for food. Due to its proximity to Quito you could easily see other volunteers at week ends and join in with week end trips and expeditions. Like all Outreach volunteers you would be registered members of the South American Explorer Club and have full access to it s facilities in Quito.
