1. Prevention of animal diseases
The Veterinary and Food Department of the Ministry of Agriculture and Forestry is the supreme authority responsible for the prevention and monitoring of animal diseases. Provincial veterinarians carry out duties related to the implementation of legislation in the provinces and both municipal veterinarians and inspection veterinarians carry out the duties locally. Border inspection veterinarians are responsible for the prevention of animal diseases through veterinary border inspections. The National Veterinary and Food Research Institute ( EELA ) carries out testing and investigations related to the implementation of legislation.

Acceptable risk
means a risk level judged by each Member Country to be compatible with the protection of animal and public health within its territory.
Animal
means a mammal, bird or bee.
Animal for breeding or rearing
means a domesticated or confined animal which is not intended for slaughter within a short time.
Animal for slaughter
means an animal intended for slaughter within a short time, under the control of the relevant Veterinary Authority
Animal health status
means the status of a country or a zone with respect to an animal disease , according to the criteria listed in the relevant chapter of this Terrestrial Code dealing with the disease
Antimicrobial agent
means a naturally occurring, semi-synthetic or synthetic substance that exhibits antimicrobial activity (kill or inhibit the growth of micro-organisms). Anthelmintics and substances classed as disinfectants or antiseptics are excluded from this definition.

Such is the title of the written veterinary policy of the INTERNATIONAL LEAGUE OF DOCTORS AGAINST VIVISECTION. It was written by veterinarian Andrew Menache, Co-founder of Israel's first anti-vivisection league, who helped organise the International Medical Congress held in Tel-Aviv on May 15-16 1990, on behalf of the ISRAEL SOCIETY OF PHYSICIANS FOR RESPONSIBLE MEDICINE, of which he is President. This comprehensive paper outlines veterinary therapies, none of which are dependent on vivisection and all of which are virtually free of side-effects. It was not considered by the Primary Production Committee at the Hearing of NZAVS Petition to Abolish Vivisection on March 20 1991 as NZAVS was not granted the time or the opportunity to address the issue. Conversely, orthodox veterinarians, as practising under the auspices of the Ministry of Agriculture ( the co-publishers of Animal Research Saves Lives - Humans and Animals Both Benefit ) were invited to make written submissions and to present oral evidence upholding the ongoing system!
