Brief administrative history The International Sanitary Bureau, precursor of the Pan American Sanitary Bureau, was established by the First General International Sanitary Convention of the American Republics held in Washington, DC., in 1902. The Bureau, "according to the resolutions adopted", consisted of a board of seven health officials, residing in five countries, who were assigned the responsibility for the receipt and distribution of information on health conditions in the American Republics and to formulate sanitary agreements and regulations so that quarantine requirements would be reduced to a minimum in respect of cholera, yellow fever, bubonic plaque, smallpox and "any other serious pestilential outbreak". These functions and responsibilities were adopted both by the Second Conference of American States (1901) and by the First General International Sanitary Convention.
Five other international sanitary conferences held in the Americas between 1902 and 1920 approved resolutions to the effect that the Bureau would undertake the investigation of outbreaks of communicable diseases, the facilitation of commerce through the improvement of sanitary conditions in the sea-ports of the American Republics, through sewage disposal, drainage of the soil, and the destruction of mosquitoes and other vermin. However, resources available at the time in terms of staff, office space, travel and other expenses were not appropriate to allow compliance with these Conference resolutions.

Anguilla: Small, Beautiful, and Complex
Leopold Kohr hoped that the Caribbean island of Anguilla would develop into a self-managed city-state, an elegantly small nation amidst clumsy giants. In the late 1960s he worked in an advisory capacity with the island's revolutionary leaders. The most important of these leaders was Ronald Webster. As a boy in the 1930s Webster left his home of Anguilla to work on a prosperous St. Marten's farm just seven miles away. Anguilla was poor. The soil was hard to work, the vegetation sparce, and fresh water in short supply. Years of drought caused great hardship for the island's predominantly black residents. Anguilla's largest export was its own people, seeking jobs elsewhere. Webster proved an industrious and capable worker, winning the respect and love of the childless Dutch couple who owned the farm, but he dreamed of returning to Anguilla. Upon the death of his employers he inherited the valuable St. Marten's property. Webster sold the farm and moved back to Anguilla in the mid 1960's determined to help his people with his newly acquired wealth. Anguilla was a colony of Great Britain administered from the larger island of St. Kitts. Webster's first concern was to establish road, water, and electric systems for the thirty-five square mile island. He intended to use his own money to leverage British investment but found that funds allocated for Anguilla infrastructure were diverted in St. Kitts, keeping his people impoverished.

For those of you haven't heard, Bill Woolcott (Univ. Richmond) died on 18 April 1998. In honor of Bill, an endowment has been established to support university students presenting papers in the Natural History and Biodiversity Section of the Virginia Academy of Science.
Gene Maurakis (Science Museum of Virginia) continues his work with Bill on behavioral studies in nest-building Nocomis platyrhynchus and N. raneyi . He was fortunate last spring in getting the information and a manuscript has been submitted for publication. One of Gene's graduate students, Marie Newman, Longwood College, completed her work on breeding behaviors of Notropis alborus , published in Virginia Journal of Science in fall of 1998. Gene has also published breeding behaviors on Nocomis asper , and a paper on heterogenetic spawning between male Campostoma anomalum and female Nocomis leptocephalus . EPA Proposes Rejection of V.I. Landfill Program
Invites Public to Comment at Hearings on June 27 and 28 For Immediate Release: Monday, May 8, 2000 (#00082) New York, N.Y. The U.S. Environmental Protection Agency (EPA) has taken the first step toward disapproving the U.S. Virgin Islands' landfill program and assuming a greater role in enforcing federal solid waste landfill laws on the Islands. A history of problems at the Bovoni and Anguilla landfills and the fact that the Virgin Islands government has not adopted necessary solid waste regulations or allocated enough funding and staff to deal with important solid waste issues, has prompted EPA to make an initial determination that the Virgin Islands' solid waste landfill program is unsatisfactory. A notice of EPA's preliminary decision was published in the Federal Register today, May 8, and the agency will hold two public meetings to discuss it in June. "In the interest of the people of the Virgin Islands and their natural environment, EPA is prepared to assume the primary role of enforcing federal solid waste laws in the territory," said Jeanne M. Fox, EPA Regional Administrator. "This is an unfortunate situation. The nation's solid waste laws were designed to be implemented and enforced locally by states and territories because local governments can generally deal with their solid waste needs better and faster than other government entities. However, our agency has been unable to obtain the regulatory and resource changes by the Virgin Islands needed to approve its program. We are ready to play a much larger role than we have in the past to bring about much-needed changes."
