Originally inhabited by Arawak and Carib peoples, Anguilla became a British colony after English settlers arrived in 1650. Its people are of mainly African descent. OVERVIEW
FACTS
LEADERS MEDIA With few natural resources on the island and islets, carefully-regulated tourism is an important money-earner. A tropical climate, fine beaches, reefs and turquoise seas lure visitors, many of them from the US. Offshore banking is also a source of revenue. Anguilla, which does not levy personal or corporate income tax, was removed in 2002 from an international list of territories said to be uncooperative in the fight against money laundering. Persistent tensions over Anguilla's political status came to a head in 1967 when Britain created a three-island self-governing entity, the forerunner of a proposed state, which combined Anguilla and the islands of St Kitts and Nevis to the south.

    History and Government
    History: The name Anguilla , meaning ‘eel’, was given to the island by the Spanish, because of the island’s eel-like shape. It was the British, however, who first settled on Anguilla in the 17th century; the island was administered in conjunction with the Leeward Islands. During the early part of the 19th century, Anguilla was incorporated into St Kitts and Nevis, despite opposition from the islanders. Upon St Kitts’ independence in 1967, the Anguillans refused to accept independent government from there; a rather bizarre and occasionally comical ‘crisis’ followed, during which British marines were sent in to install a Commissioner to maintain British rule on the islands. Formally, the islands became a ‘state in association’ with the UK until 1980, when it was granted the status of a British Dependent Territory. Domestic politics have been dominated by the shifting fortunes of the Anguilla United Movement, the Anguilla Democratic Party and the Anguilla National Alliance. The most recent general election, in March 2000, was won by a coalition of the Democratic Party and the National Alliance under Alliance leader Osbourne Fleming.
    Government: Anguilla is a separate dependency under the British government. The 1982 constitution provided that executive power should be in the hands of the Governor, who is appointed by the British Monarch. The Executive Council, led by the Chief Minister, advises the Governor. The legislature comprises the House of Assembly, seven members of which are elected by universal adult suffrage for five-year terms, two are

    THE VALLEY, Anguilla, 20 May 2005 - The Government of Anguilla has approved a number of recommendations contained in a Comprehensive Disaster Management Strategy CDM study, which was funded, by the Foreign and Commonwealth Office through the Office of an Disaster Management Adviser for the Overseas Territories. The study resulted in a Strategic Review of the island’s disaster management capabilities and the recommendations seek to move away from a predominant focus on hurricane preparedness and response to a much broader approach, which places emphasis on reducing Anguilla’s vulnerability to hazards and risks of all kinds.

    National flag usage
    Anguillans seem to regard the “Three Dolphins” flag as their “real” flag, and it tends to be flown much more frequently than the official flag, especially in private residences, shops, etc.

    The Governmental System
    In the late 1980s, all three territories remained British dependencies. British officials were responsible for defense and foreign relations, and local elected officials were responsible for most internal affairs except security. As mentioned, the British Virgin Islands and Montserrat were crown colonies, and Anguilla was an associated state. Because of their links to Britain, all three territories were part of the Commonwealth of Nations (see Appendix B). Montserrat's Constitution took effect on January 1, 1960. The territory is governed by a British-appointed governor and has its own Executive Council and Legislative Council. As in the other two territories, the governor is responsible for defense, external affairs, and internal security. The Executive Council consists of the governor as president, the chief minister and three other ministers, the attorney general, and the secretary for finance. The Legislative Council consists of a speaker chosen outside the council, seven elected members, two official members, and two appointed members. The Eastern Caribbean States Supreme Court is the principal judicial body for all three territories. Appeals can be made to the Judicial Committee of the Privy Council in London.

    Colonial Times. Anguilla was first settled in 1650 and was administered as part of the Leeward Islands by the Captain General and Governor-in-Chief residing in Antigua. Anguilla had its own Lieutenant or Deputy Governor with a local council or assembly. In 1825, a representative was sent to sit in the St. Kitts legislative House of Assembly. A new local council, the Vestry, was established in Anguilla. The majority of freeholders protested what was, in effect, a legislative union with St. Kitts. In 1871, Anguilla was federated with St. Kitts and in 1875, Anguillans dissatisfied with the subordinate status and enforced union, petitioned the colonial office in Britain asking for direct rule from Britain. Nevis, being added to the Presidency in 1882, made matters worse, St. Kitts' view of Anguilla being reflected in its renaming the tri-state St. Christopher - Nevis with no mention of Anguilla until 1951. The tri-state entered the West Indies Federation in 1958 and reverted to being a separate colony on its abortion in 1962 with Anguilla still unhappy with the unholy marriage.
    Rebellion
    On 27th February 1967, St. Kitts-Nevis-Anguilla was given self government as an Associated State with Britain under the West Indies Act. The islanders seized the opportunity, evicted the seventeen Kittitian policemen on 30th May 1967. A referendum was held on 11th July 1967 in which 1,813 people voted in favour of secession from the Associated State and 5 were against. On the strength of this vote the Anguillans set up there own government through a local council. Thus the Associated State government in St. Kitts and the Anguillans were in a political stalemate.

    The island that didn't want to be free
    On February 27th, 1967, the British colonies of St Kitts-Nevis and Anguilla, in the Windward chain of the Caribbean Antilles, were granted limited independence from Britain in the form of Associate Statehood, with ministerial government and an appointed governor. The state became a member of the Commonwealth, and a new nation was born. Though not the smallest country in the world, it was tiny, covering some 400 square kilometres, and with a population of around 55,000. However, as with many forced amalgamations of two former colonies, all was not happy in this island paradise. Anguilla, which had long looked to Britain for its governance but which was too small and distant from it to be really affected by its laws, now faced the prospect of being governed from its large neighbour 100 kilometres to the south. The 6,000 inhabitants were by no means impressed with this situation, and in July of 1967, just five months after the formation of the new country, Anguilla repudiated the authority of the St Kitts government and seceded from the union. Two years later, the island unilaterally declared itself independent as the Republic of Anguilla.
