The No-tax haven of Anguilla We arrived back into Nassau from Anguilla in mid July 2,001. We spent 8 glorious days in this island paradise - 1,100 miles from Miami. We met with our bankers, the government registrar of companies and our office partners - 3 attorneys - graduated with honors from commonwealth law schools.
Michael S. Dell (Dell computers) is building a mansion on this island paradise - we were told by two islanders of substance. So is Arnold Swartznegger. There are only 10,000 people on this island, no larger than Nassau, Bahamas. There is a  lot of development going on.
About 18 months ago I recommended Dell computer's stock in my newsletter as a purchase. After gathering information on Dell's website, I learned that Michael Dell was selling $500,000,000 of Dell stock, not once but twice in that year. SEC rules require insiders to disclose their sales in advance.
Anguilla's Financial Services Sector has grown (IBC startup and renewals) by 40% over fiscal year 2,000 numbers through June 30th 2001. They still have banking confidentiality legislation and are British crown dependency/territory. "Colony" is not a word the British like to use any longer.
Just a few years ago, the British government dumped £14 million pounds into the island - over a three year period. They also back up their current offshore legislation - which is actually a bit  better than rival Cayman and BVI - both very large/established financial centers.

Introduction
As stated in the White Paper, a sound, transparent regulatory environment is necessary to maintain investor confidence and the reputation of the financial sector in a particular jurisdiction. This is only possible if the regulatory authority is, and is seen to be, independent.
In order to demonstrate this 'independence', the jurisdiction must be seen to meet international standards. These standards extend beyond simple independence to encompass such issues as resourcing and accountability. This theme is developed further below.

    Anguilla's many beaches and warm waters are bypassed by cruise ships and jets, but paradise is not cheap
    By Deborah Jacobs One of the great joys of traveling to the Caribbean in winter is being able to shovel out of East Coast snow in the morning, and be on the beach that afternoon. Unfortunately, once you get there, you're likely to find hordes of people who have done exactly the same thing. Wanting the escape without the frenzy, my husband and I chose Anguilla for our vacation in December. Guidebooks suggested that this island, one of the British Leewards, was quiet and not overly developed. We hoped to find plenty of turquoise water and white sand without the nightclubs and cruise-ship traffic. In Anguilla, so much paradise has a price. Accommodations are expensive. And meals, which rely heavily on imported ingredients on this small island, can be an even bigger problem for value-conscious travelers. Anguilla has several good upscale restaurants, but with a 15 percent tax and service charge, dinner for two can easily cost $150. Forewarned, my husband, Ken Stern, and I planned our vacation to straddle the low and high season, taking advantage of the economy rates most hotels offer before Dec. 15. We rented an apartment with a kitchen ($2,655 for 12 nights), and brought along two cartons of staples, including cereal, powdered milk, cheese, crackers, peanuts and frozen orange juice.

    Anguilla: Introduction
    Background: Colonized by English settlers from Saint Kitts in 1650, Anguilla was administered by Great Britain until the early 19th century, when the island - against the wishes of the inhabitants - was incorporated into a single British dependency along with Saint Kitts and Nevis. Several attempts at separation failed. In 1971, two years after a revolt, Anguilla was finally allowed to secede; this arrangement was formally recognized in 1980 with Anguilla becoming a separate British dependency.

    Anguilla's National Flag Until 1967, the only flag flown in Anguilla was the Union Jack of Great Britain. The 1967 revolution prompted the introduction of another flag, featuring two mermaids with a shell between them. This flag was sent by a group of Anguillians living in San Francisco and was hoisted when the Statehood flag was torn down. It was never really accepted and was soon replaced by the Three Dolphins flag, which immediately became popular and is still used by many People today, although unofficially. The three dolphins are coloured orange, to represent endurance unity and strength, and are in a circle for continuity. The flag has a white background, for peace and tranquility, with a turquoise-blue base representing the surrounding sea and also faith, youth and hope. The 'Union Jack and the Three Dolphins flags were used for many years but there was a strong feeling that Anguilla should have its own official flag. A previous Governor of Anguilla, Mr. Brian Canty, suggested a new flag and drew sketches which were sent to London for approval by Her Majesty the Queen. The new flag, which was first hoisted on 30 May 1990, is a blue ensign with a Union Jack in the top left corner and a shield on the right side which shows three orange dolphins on a white background with a turquoise-blue base. The design thus incorporates affiliation to Britain and the Anguilla Three Dolphins flag.

The British Monarch is represented by a Governor who presides over the Executive Council and is responsible for defense, external affairs, internal security, the public service and offshore finance.
    • The Executive Council consists of the Governor, the Chief Minister and not more than three other ministers (appointed by the Governor from elected members of the House of Assembly) and two ex-officio members (the Attorney-General and the Deputy Governor).
    • The House of Assembly is elected for five years and consists of seven elected members, two ex-officio members and two members nominated by the Governor. (One after consultation with the Chief Minister and the leader of the opposition.)
    • The Judicial System is administered by the Magistrate's Court, the High Court, and the Court of Appeal of the Eastern Caribbean Supreme Court of Justice with a final right of appeal to the Privy Council in the U.K.

    In November of 1994 I moved from The States to Anguilla in the Caribbean. I think of this as "voting with your feet" . Anguilla is a great place to do business , with a consumption-based tax system that encourages savings, investment and growth. There is no income tax, capital gains tax, or inheritance tax. I work at Offshore Information Services Ltd , which helps businesses locate in Anguilla on our servers. We have had some publicity over the years. My education and training are in Computer Science. I have a BS in EECS from Berkeley, a MS in CS from Carnegie Mellon, and did most of the work for a PhD at Carnegie Mellon (I am ABD). My thesis project was the Alex Filesystem that lets you access FTPable files on the Internet just like you access local files.
    When I moved to Anguilla , I rented a nice 2 bedroom house in Old Ta. As is true of many many houses in Anguilla, I have a fantastic view . My rent was only $500/month. I figure a similar house with a good view in California would cost me $1,500/month (partly higher because in The States probably $500/month would be going to the landlords property tax). In The States I would have to earn $3,000 before taxes to be able to pay the $1,500. So the result really is $2,000 to government and $1,000 to the landlord. So I would have to earn 6 times as much to pay rent there, and 2/3 of the money would really go to governments.
