RELATED STORIES, SITES KINSHASA, Congo (CNN) Zimbabwe's President Robert Mugabe said Monday his nation was ready to help Angola put down renewed attacks by UNITA rebels that left a 1994 peace accord in tatters. "We are going to give material support to Angola to put an end to this war," Mugabe told reporters at the close of a five-hour meeting with Angolan President Jose Eduardo dos Santos, Congolese President Laurent Kabila and Namibian President Sam Nujoma. Zimbabwe, Angola and Namibia are already supplying troops and materiel to Congo to help Kabila put down a seven-month rebellion that has occupied at least one-third of the country. The meeting was held to discuss future cooperation in Congo. Mugabe did not elaborate on what kind of support Zimbabwe would give to Angola.

After four years of relative peace in Angola, open war resumed in December 1998 between the government and UNITA rebels. The renewal of hostilities between the two belligerents started when government forces tried to take a town held by UNITA. After 25 years of devastating civil war in the oil-and-diamond-rich country, a peace accord was signed in 1994 between the government and UNITA. The agreement, signed in Lusaka, Zambia, was supposed to bring an end to the civil war and convert UNITA from a rebel movement to a political party. Among other things, the accord called for the demobilization of rebel soldiers and for UNITA to hand back all territory under its occupation. In 1989, well before the peace accord, the United Nations Observer Mission in Angola (MONUA) was appointed to oversee the withdrawal of Cuban troopswhich backed the government, whereas UNITA was backed by both the apartheid government in South Africa and the CIA. MONUA's mission was extended to overseeing peacekeeping operations after the signing of the peace accords by the government and UNITA. In 1997, according to Reuters News, when prospects for peace in Angola appeared to be positive, MONUA scaled down its staff from 7,000 to 1,000. Since that time, UNITA has continued to violate the agreement signed in Zambia by refusing to hand back territory under its occupation to the government. The government's repeated requests that MONUA shut down its Angolan operations have forced the UN agency to end its efforts for peace in that war-torn country. Although many analysts fear that MONUA's departure from Angola will cause the country to slide into full-scale civil war, the Associated Press reports that Issa Diallo, the UN representative in Angola, said "the UN . . . is not abandoning this country, it is just pulling back." According to the Associated Press, the UN will continue to monitor the situation in Angola from New York and will also try to relaunch the peace process between the UNITA rebels and the Angolan government.

Web posted at: 1:36 p.m. EDT (1336 GMT) LUANDA, Angola (CNN) Saying it was the target of hostile government propaganda, the former rebel movement UNITA on Sunday rejected allegations it was involved in a massacre of about 200 people in a northeastern Angola village. UNITA's rejection came as a U.N. team trying to investigate the reported massacre was prevented from doing so because of land mines. The massacre reportedly occurred in the small diamond-mining village of Bula, about 250 miles (400 km) east of the capital of Luanda, on Wednesday night. Government officials, who blamed UNITA, indicated that about 215 people had been killed and 70 wounded. Initial reports had put the death count at closer to 100. The UNITA statement firmly rejected the government's accusations.

Angolans march at a political rally. AFTER THIRTEEN YEARS of guerrilla warfare, Angola finally escaped from Portuguese colonial rule in 1975, but with few of the resources needed to govern an independent nation. When an effort to form a coalition government comprising three liberation movements failed, a civil war ensued. The Popular Movement for the Liberation of Angola (Movimento Popular de Libertação de Angola MPLA) emerged from the civil war to proclaim a Marxist-Leninist one-party state. The strongest of the disenfranchised movements, the National Union for the Total Independence of Angola (União Nacional para a Independência Total de Angola UNITA), continued to battle for another thirteen years, shifting the focus of its opposition from the colonial power to the MPLA government. In late 1988, the social and economic disorder resulting from a quarter-century of violence had a pervasive effect on both individual lives and national politics. Among the first actions taken by the MPLA-PT was its conversion into a vanguard party to lead in the transformation to socialism. Throughout the 1980s, the MPLA-PT faced the daunting task of mobilizing the nation's peasants, most of whom were concerned with basic survival, subsistence farming, and avoiding the destruction of the ongoing civil war. Only a small minority of Angolans were party members, but even this group was torn by internal disputes. Factional divisions were drawn primarily along racial and ideological lines, but under dos Santos influence within the MPLAPT gradually shifted from

Web posted at: 1:20 p.m. EST (1820 GMT) JOHANNESBURG, South Africa (CNN) UNITA rebels in Angola said Tuesday they had repulsed a government attack on a recently captured provincial capital that is considered a gateway to the key oil town of Soyo. The UNITA rebel movement said a government counterattack on the northwestern town of Mbanza Congo, seized by UNITA last week, was foiled. A statement received in Johannesburg from the UNITA high command also said UNITA had engaged, and in some cases overwhelmed, government troops in fighting late last week in the Angolan provinces of Uige, Malanje, Bie, Huambo and Benguela. However, the statement could not be independently verified.

Web posted at: 7:46 p.m. EST (0046 GMT) LUANDA, Angola (CNN) As a U.N. peacekeeping mission prepared for a likely withdrawal from Angola in the wake of renewed civil war, the Angolan government began cracking down on draft dodgers Tuesday, warning young men to register for military service or face arrest. Men between the ages of 20 and 22 were told to register with authorities within a week and carry their registration slip with them at all times. Those caught without a slip face immediate arrest. Men eligible for military service will be called up at a later date. Following a 1994 peace accord with UNITA rebels, the government relaxed its recruitment drive for the military. But that peace deal collapsed last month as heavy fighting re-erupted between the two sides. After UNITA rebels repulsed a government attack on two of its strongholds, fighting spread to the major centers of Huambo, Kuito and Melanje, and two U.N.-chartered transport planes were shot down.
