One of Portugal's earliest African colonies, the Bantu-dominated nation of Angola gained political independence only in 1975. During the late '70s, the independence government positioned itself as a haven for African liberationists, and quickly found itself locked in opposition to the then-apartheid government of South Africa. Angola became ground zero for a fierce regional political struggle which included military and economic advisors from Cuba, and rightist guerillas, sponsored by South Africa and the U.S. Despite the political tension, some lovely music has come out of the Angola, notably the albums of Bonga , who is one of the nation's most revered artists. (Although the lyrics are not generally in Portuguese, I'm including info on Angola anyway, just to round things out...)

Angola Plants and Animal Back to Top The decline in marketed food crop production and the rapid growth of the urban population have caused a food crisis in the cities. By the 1980s, urban dwellers depended almost entirely on cereal imports, and the around 600,000 rural displaced persons were completely dependent on food aid from foreign donors. Local production of cereals met only half the national requirement in 1986 and totaled only about 305,000 tonsabout 61 % of the yearly average in the 1970s. Decreased production was the result of general problems associated with the war, including deteriorating transportation and a deficiency of market incentives for peasant producers. By the late 1980s, malnutrition was widespread. Similarly, farm animal production has declined. Both cattle and pigs are raised, but production fell from 36,000 tons in 1973 to only 5,200 tons in 1980s. This tremendous decrease was the result of a combination of factors, including the departure of the commercial farmers, increasing disruption from the war, and the deterioration of facilities and services, particularly vaccinations, crucial for farm animal production. During their occupation of Cunene Province in 1975, the South African troops allegedly destroyed some 1,500 water holes for cattle, severely damaging farm animal production in that region. Other groups include Chokwe, Lunda, Ganguela, Nhaneca-Humbe, Ambo, Herero, and Xindunga. In addition, mixed racial (European and African) people amount to about 2%, with a small (1%) population of whites, mainly ethnically Portuguese. Portuguese make up the largest non-Angolan population, with at least 30,000 (though many native-born Angolans can claim Portuguese nationality under Portuguese law). Portuguese is both the official and predominant language.

Overview In 1482, when the Portuguese first landed in what is now northern Angola, they encountered the Kingdom of the Congo, which stretched from modern Gabon in the north to the Kwanza River in the south. Mbanza Congo, the capital, had a population of 50,000 people. South of this kingdom were various important states, of which the Kingdom of Ndongo, ruled by the ngola (king), was most significant. Modern Angola derives its name from the king of Ndongo. The Portuguese gradually took control of the coastal strip throughout the 16th century by a series of treaties and wars. The Dutch occupied Luanda from 1641-48, providing a boost for anti-Portuguese states. In 1648, Brazilian-based Portuguese forces re-took Luanda and initiated a process of military conquest of the Congo and Ndongo states that ended with Portuguese victory in 1671. Full Portuguese administrative control of the interior did not occur until the beginning of the 20th century.
Portugal's primary interest in Angola quickly turned to slavery. The slaving system began early in the 16th century with the purchase from African chiefs of people to work on sugar plantations in S£o Tom©, Princip©, and Brazil. Many scholars agree that by the 19th century, Angola was the largest source of slaves not only for Brazil, but also for the Americas, including the United States. By the end of the 19th century, a massive forced labor system had replaced formal slavery and would continue until outlawed in 1961. It was this forced labor that provided the basis for development of a plantation economy and, by the mid-20th century, a major mining sector. Forced labor combined with British financing to construct three railroads from the coast to the interior, the most important of which was the transcontinental Benguela railroad that linked the port of Lobito with the copper zones of the Belgian Congo and what is now Zambia.

    Participation of affected populations has become a central tenet of policy for a number of humanitarian agencies. The 1994 Code of Conduct for the Red Cross and Red Crescent Movement and NGOs in Disaster Relief commits signatory agencies `to involve programme beneficiaries in the management of relief aid'. Despite policy level commitments, there remains wide variation in practice. It is against this background that the Active Learning Network for Accountability and Performance in Humanitarian Action (ALNAP) commissioned the `Global Study on Consultation with and Participation by Affected Populations in the Planning, Managing, Monitoring and Evaluation of Humanitarian Action' with the core objectives of:
    • assessing current consultation and participation practice in a range of emergency contexts;
    • identifying examples of good practice;

Perry This past summer, the National Endowment for the Humanities presented a seminar entitled African Roots of African-American culture attended by representatives from 25 colleges and universities. Each is expected to start studies related to the seminar on her or his campus. One of the faculty authorities was Dr. Colin A. Palmer, author of Passageways, An Interpretive History of Black America, Volume I: 1619-1863; Volume II: 1863-1965. This article consists largely of my conversations with Dr. Palmer and other seminar participants. The facts on African slavery, and much of the language, are those of Dr. Palmer. The following text includes no source citations, but the facts may be found in Passageways, Volume I.
