However the government plays its hand now will affect its role in Europe for decades to come. "The most fundamental change that has come along with Andorra's new constitution is its international presence," Minister of Foreign Affairs Albert Pintat said. "Our principality is one of few politically stable entities, and has not been affected by international affairs since its creation over 700 years ago." Now Andorra has a sit in the United Nations, belongs to the European Council and is applying for membership of the World Trade Organization. "Our international commitments have prompted us to review not only the way we see ourselves but also the way the world sees Andorra," Pintat said.

Country List World Factbook Home The World Factbook Andorra Introduction Andorra Background: For 715 years, from 1278 to 1993, Andorrans lived under a unique co-principality, ruled by French and Spanish leaders (from 1607 onward, the French chief of state and the Spanish bishop of Urgel). In 1993, this feudal system was modified with the titular heads of state retained, but the government transformed into a parliamentary democracy. Long isolated and impoverished, mountainous Andorra achieved considerable prosperity since World War II through its tourist industry. Many immigrants (legal and illegal) are attracted to the thriving economy with its lack of income taxes.     The Constitution provides for freedom of religion, and the Government generally respects this right in practice. There is no state religion; however, the Constitution acknowledges a special relationship with the Roman Catholic Church, which receives some privileges not available to other faiths. There was no change in the status of respect for religious freedom during the period covered by this report, and government policy continued to contribute to the generally free practice of religion. The generally amicable relationship among religions in society contributed to religious freedom. The U.S. Government discusses religious freedom issues with the Government as part of its overall policy to promote human rights. Section I. Religious Demography The country has an area of 180.7 square miles, and a population of 71,670. Very few official statistics are available relative to religion; however, traditionally approximately 90 percent of the population is Roman Catholic. The population consists largely of immigrants, with full citizens representing less than 38 percent of the total. The immigrants, who primarily are from Spain, Portugal, and France, also largely are Roman Catholic. It is estimated that, of the Catholic population, about half are active church attendees. Other religious groups include Muslims (who predominantly are represented among the estimated 2,000 North African immigrants and are split between two groups, one more fundamentalist), Anglican, Hinduism, the New Apostolic Church; the Church of Jesus Christ of Latter-day Saints (Mormons); several Protestant denominations, including the Anglican Church; the Reunification Church; and Jehovah's Witnesses.

The constitution establishes Andorra as a sovereign parliamentary democracy that retains as its heads of state a co- principality The fundamental impetus for this political transformation was a recommendation by the Council of Europe in that, if Andorra wished to attain full integration in the European Union (EU), it should adopt a modern constitution which guarantees the rights of those living and working there. A Tripartite Commissionmade up of representatives of the co-princes, the General Council, and the Executive Councilwas formed in and finalized the draft constitution in April Under the new constitution , the co-princes continue as heads of state, but the head of government retains executive power. The two co-princes serve coequally with limited powers that do not include veto over government acts. Both are represented in Andorra by a delegate, although since
