Dr Mike Fitzgerald
Dr Mike Fitzgerald is the Vice-Chancellor and Chief Executive of TVU, and Vice-Chair of the Committee of Vice-Chancellors and Principals of Universities in the UK (CVCP). He is Chair of the CVCP's Teaching and Learning Sector and Strategy Group, and Chair of the Consortium of Modern Universities group, a group of Vice-Chancellors and Principals of the former polytechnics who meet to discuss further and higher education policy issues. He is currently the only UK Vice-Chancellor to be represented on the Higher Education Reform in South Africa Strategy Group. Mike Fitzgerald joined Thames Valley University in September 1991 as the youngest Vice-Chancellor in the country. Prior to joining TVU, Mike Fitzgerald was Deputy Director for Academic Development at (then) Coventry Polytechnic, where he successfully expanded student access and developed the modularisation, quality and franchising of courses on offer in order to widen student access. Mike also spent 12 years at the Open University where he was Dean and Director of Students in the Faculty of Social Sciences and responsible for course contributions. He is committed to mass higher education enabling students from all walks of life to achieve their true potential.

Ernest Abbott
is founder and principal of FEMA Law Associates, PLLC, a firm providing legal services to the emergency management community, with particular emphasis on the laws and regulations governing programs administered by the Federal Emergency Management Agency (FEMA). Mr. Abbott served as General Counsel of FEMA during the Clinton Administration, and has also held senior legal and policy positions in both the private sector (with Tenneco Energy in Houston) and public sector (with the U.S. EPA and I.C.C.). He is a graduate of Swarthmore College (B.A.), Harvard Law School (J.D.) and Harvard's School of Government (M.P.P.). Mr. Abbott is on the governing Council of the American Bar Association's Section of State and Local Government Law, and chairs its Committee on Emergency Management and Homeland Security. Barbara A.
