Introduction
Participation of ethnic and racial minorities in the civil rights movement of the 1950's and 1960's has heightened public interest in their unique histories and drawn attention to their contributions to the United States. The National ArchivesPacific Region, a repository for the historically valuable noncurrent records of the Federal Government, is a major source for research in ethnic studies. One of the National Archives and Records Administration's 13 regional archives, it maintains historical records of Federal agencies in northern California, Hawaii, Nevada, American Samoa, and the Pacific Trust Territories. The records contain valuable historical information relating to Native Americans, and Americans of African, Chinese, Hispanic, Japanese, Samoan, and other ancestry. Especially notable are records of the Federal district and appellate courts, U.S. Army, U.S. Attorneys and Marshals, Community Services Administration, Fair Employment Practices Committee (World War II), Farmers Home Administration, Government of American Samoa, Immigration and Naturalization Service, Bureau of Indian Affairs, U.S. Navy, and microfilmed records of the Bureau of the Census.

American Samoa's
government delivered another message to United Nations representatives asking to be removed from the U.N.'s list of world colonies . Commerce Department Deputy Director Lelei Peau was participating in a regional seminar held from May 17-19 in Saint Vincent and the Grenadines by the U.N. Decolonization Committee. The U.N. has promoted decolonization since its founding, particularly since its Declaration on the Granting of Independence to Colonial Countries and Peoples was adopted in 1960. In 1945, about one-third of the world's population lived in dependent, non-self governing Territories. Today the U.N. lists 16 remaining colonies with fewer than 2 million total people. American Samoa is asking to be removed from that list, on the grounds that it wishes to remain a freely associated territory of the United States. Its position has remained unchanged since the Lieutenant Governor first asked to be removed from the list in 1993.

WATER-RELATED ACTIVITIES OF USGS IN MICRONESIA AND AMERICAN SAMOA Ground-Water Monitoring and Numerical Model Development, Northern Guam Lens Aquifer Project Chief: Todd Presley Period of Project: October 2003 through September 2005 Cooperators: Guam Environmental Protection Agency Water Resources Management Program Location: Island of Guam Problem: The Northern Guam Lens (NGL) aquifer provides nearly 40 million gallons per day (about 80 percent of the total) of drinking water to the island of Guam. Within the NGL, the Yigo-Tumon sub-basin is the principal water-producing sub-basin, accounting for about 40 percent of the total production and probably as much of the remaining freshwater reserve. It is also the most heavily developed area, containing over half of the island's population, and nearly all of its civilian commercial and industrial activities. Objective: The objectives of this study are: (1) to collect rainfall, water level, and salinity data that show how the freshwater lens thickness and salinity distribution with depth respond to recharge events of different intensities, and (2) to provide technical assistance and training in the construction and use of a preliminary three-dimensional density-dependent numerical ground-water flow model of the NGL aquifer.

    Daylight Saving Time begins for most of the United States at 2 a.m. on the first Sunday of April. Time reverts to standard time at 2 a.m. on the last Sunday of October. (Note that it is Daylight Saving (singular) Time, NOT Daylight Saving S Time. We are saving daylight, so it is singular and not plural.) Year DST Begins 2 a.m. DST Ends 2 a.m. April 2 October 29 April 7 October 27 April 6 October 26 April 5 October 25 April 4 October 31 April 2 October 29 April 1 October 28 April 7 October 27 April 6 October 26 April 4 October 31 Daylight Saving Time, for the U.S. and its territories, is NOT observed in Hawaii, American Samoa, Guam, Puerto Rico, the Virgin Islands, the Eastern Time Zone portion of the State of Indiana, and by most of Arizona (with the exception of the Navajo Indian Reservation in Arizona). Other parts of the world observe Daylight Saving Time as well. While European nations have been taking advantage of the time change for decades, in 1996 the European Union (EU) standardized a EU-wide "summertime period." The EU version of Daylight Saving Time runs from the last Sunday in March through the last Sunday in October. During the summer, Russia's clocks are two hours ahead of standard time. During the winter, all 11 of the Russian time zones are an hour ahead of standard time. During the summer months, Russian clocks are advanced another hour ahead. With their high latitude, the two hours of Daylight Saving Time really helps to save daylight. In the southern hemisphere where summer comes in December, Daylight Saving Time is observed from October to March. Equatorial and tropical countries (lower latitudes) don't observe Daylight Saving Time since the daylight hours are similar during every season, so there's no advantage to moving clocks forward during the summer.

The Beinecke Program is open to current juniors who are U.S. citizens who will continue their studies at the graduate level. Nominees are also required to have some history of receiving financial aid during their undergraduate years (amount of financial need is not a major factor). Preference is given to students who are planning to attend graduate school in arts, humanities and/or the behavioral or natural sciences. Each scholar receives $2,000 upon completion of their undergraduate studies, and a stipend of $15,000 for each of two years in graduate school. The fellowships are intended exclusively for graduate study leading to a master’s degree. James Madison Fellows may attend any accredited institution of higher education in the United States. Each individual entering the James Madison Fellowship Program will be expected to pursue and complete a master’s degree in one of the following (listed in order of the Foundation's preference): Master of Arts (MA) in American history or in political science (also referred to as "government and politics" or as "government") Master of Arts in Teaching (MAT) concentrating on either American Constitutional history (in a history department) or American government, political institutions, and political theory (in a political science department) Master of Education (MEd) or the Master of Arts or Master of Science in Education with a concentration in American history or American government, political institutions, and political theory

PAPUA NEW GUINEA, 18 May -– The Pacific Regional Seminar on Decolonization continued this afternoon, with its second meeting focused on the role of administering Powers and the perspectives of the representatives of American Samoa, FLNKS (New Caledonia) and Pitcairn.
Convening the three-day Seminar in the context of the United Nations second International Decade for the Eradication of Colonialism (2001-2010) was the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples, also known as the Special Committee of 24 on Decolonization.
Established by the General Assembly in 1961, the Special Committee examines the application of the 1960 Declaration on the Granting of Independence to Colonial Countries and Peoples, which advocates that “steps should be taken to transfer, unconditionally, all powers to the Trust and Non-Self-Governing Territories so that they might enjoy complete freedom and independence”.
Administering Powers have an obligation under the United Nations Charter to bring the peoples of those territories to a full measure of self-governance, which could be achieved through three measures: free association, integration with another State, or independence.
