Holmes Part 7: A Revolutionary New Methodology - Mead and Bateson in Bali : Gerald Sullivan PART 6: IN THE FIELD: Changing Images of Samoa Margaret Mead went to Samoa in 1925 to do her first field work on the island of Ta'u, one of the Manua group in American Samoa. This was the only field trip on which Mead was photographer, using the "box brownie" camera that had come into fashion. Mead wrote up this field trip in her 1928 best-seller, Coming of Age in Samoa , which included her photos, used sparingly for illustration. Twelve of Mead's photos were published in the first edition of Coming of Age, but omitted in subsequent editions and completely forgotten when the 2000 reissue was planned - it was based on later editions because of Mead's cumulative prefaces. Few of the classic's many thousand readers have seen these photographs, brought forward in recent presentations by Sharon Tiffany, comparing Mead's choice of images with popular contemporary ideas about Samoa. Technical, programmatic and enforcement activities are implemented for the ASEQC by the American Samoa Environmental Protection Agency (ASEPA). ASEPA maintains programs in water quality, drinking water, air quality, pesticides, solid waste, hazardous materials and waste, and public education. The agency and commission are under the Office of the Governor. For the past two years, ASEPA has also been the recipient of an Americorps grant and oversees the training and placement of 20 participants. The ASEPA is directed by Togipa (Tony) Tausaga, who oversees an ASEPA staff of about 20, including a former EPA Region 9 staff (Sheila Wiegman), who is presently on detail to ASEPA from the U.S. Geological Survey. ASEPA is the recipient of an annual EPA Consolidated Environmental Program grant (FY 98 budget is $1.6 million). Contact PSC NOAA Pacific Services Center Resource Management Accomplishments 10th U.S. Coral Reef Task Force Meeting PSC staff, including those from NOAA's Office of Ocean and Coastal Resource Management (OCRM) and Office of Response and Restoration, attended and participated in the 10th U.S. Coral Reef Task Force Meeting held in Guam and Saipan. The meeting included presentations to the Task Force Regional Subcommittee regarding local action strategies developed by each of the U.S. Flag Pacific Islands. American Samoa Economic Valuation Study of Coral Reefs and Nearshore Coastal Resources PSC's Office of Ocean and Coastal Resource Management (OCRM) staff worked with the American Samoa Coastal Management Program to commission the first-ever local economic valuation study of coral reefs and nearshore coastal resources for the territory. PSC supported a contract for an economist to travel to American Samoa for one week to meet with local coral reef and coastal managers to design a study to investigate priority local management questions. A request for proposals was advertised and a contractor was selected. The study is expected to be completed by summer of 2004. Funds also were provided to the Commonwealth of the Northern Mariana Islands to develop a local economic valuation study. Located in the tropics, it is 14 degrees south of the equator and 160-173 degrees west longitude. This island chain is some 2,300 miles southwest of Hawaii and over 4,100 miles southwest of San Francisco. Sydney, Australia is about 2,700 miles further to the southwest, while Auckland, New Zealand is only 1,600 miles southwest. American Samoa is the only United States territory south of the equator. The seven American Samoan islands are dispersed over 150 miles of water. Tutuila, the main island, is the center of government and business. Its famous Pago Pago harbor is one of the Pacific's deepest and most sheltered harbors. Tutuila has a land area of 56 square miles, with an estimated 95 percent of the 56,000 total population living there. The remaining 20 square miles include the three islands of Ofu, Olosega, and Ta'u of the Manu'a group located 60 miles east of Tutuila; Aunu'u, a small island 1/4 mile off the eastern shore of Tutuila; Rose Atoll, a wildlife refuge 60 miles east of Manu'a; and Swain's Island, 200 miles north of Tutuila. American Samoa's population is growing rapidly. The mid-year population estimate for 1995 is 56,350. This represents growth of approximately 21% since the 1990 census showed a population of 46,773, a much higher figure than was anticipated. This growth is the result of in-migration and high birth rates, including births to non-residents. As might be expected this rapid population growth places a strain on the public infrastructure and on the ASG's ability to provide necessary services.

North Download the .pdf version Recent developments have focused attention on U.S. immigration policies as they relate to America’s outlying island jurisdictions. A federal district court ruling in the U.S. Virgin Islands, a controversy in American Samoa about the exclusion of Arabs, and the proliferation of sweatshops staffed by foreign workers in Saipan mean that these islands, usually of little interest to Mainland policy makers, cannot be ignored in the broader effort to overhaul our immigration policies and procedures. As background, the United States relates – in quite different ways – to immigration from and through eight island jurisdictions. While all the islands are, to differing degrees, Third World jurisdictions, they can be grouped as follows regarding their impact on immigration to the Mainland: • First there is Puerto Rico, the largest, the most populous and – given its relatively low income structure – the least likely to attract much international immigration. There is, however, much migration of Puerto Rican-born citizens to the mainland. • Then there is Guam in the Pacific and the U.S. Virgin Islands in the Caribbean. In these places, as in Puerto Rico, all locally-born persons are U.S. citizens and the U.S. immigration law applies, just as it does in Kansas.
