The children of American Samoa are enjoying better, safer schools as a result of a team effort involving of the American Samoa Government and the Office of Insular Affairs. The school construction initiative also is a prime example of the work OIA employees carry out as part of the Secretary of the Interior's responsibilities for the U.S. insular areas. A small agency with 25 employees, OIA is responsible for working closely with representatives of U.S. insular areas, an important segment of the American family often overlooked by the public in the United States. Those responsibilities include providing these islands with financial assistance for government operations and the construction of roads, water and power systems, and schools. The office also provides technical assistance and advisory services. For years, American Samoa received insufficient annual discretionary grants, appropriated by the U.S. Congress, for capital improvement needs. Averaging about $5 million annually, this funding was not nearly enough, and American Samoa fell behind in keeping up with the infrastructure needs of a rapidly growing population.

FOR IMMEDIATE RELEASE June 15, 2004 - UTULEI As a result of Acting Governor Aitofele Sunia's negotiations with Polynesian Airlines CEO Mr. John Fitzgerald, extra airline transportation services from Tutuila to Manu'a should begin as early as Thursday or Friday (June 17-18) of this week. The increase in additional transportation services will help out dramatically with the current travel situation between Tutuila and Manu'a. The recent problem that Tutuila and Manu'a travelers experience with Polynesian airlines is that there is only one functioning aircraft. This aircraft services transportation to both Upolu and Manu'a, and has constricted travel greatly. "Many Manu'a travelers have expressed their concerns with the current situation and has asked the Government to assist. My office is in daily contact with Polynesian Management, Apia and our local Polynesian Offices, and will continue to be in contact with them until this matter is resolved." Acting Governor Sunia said. "I am happy to state that negotiations with the management of Polynesian airlines and CEO Mr. Fitzgerald have been successful." Acting Governor Sunia said. Polynesian Airlines has offered to use the Polynesian Aircraft, "Islander", which is currently used to service transportation from Maota, Savaii to Fagalii, Upolu. This specific aircraft is slightly smaller than the "Twin Otter" which is the craft currently used on Tutuila. The "Islander" will be used because of it's capability to land and take off from Ofu Airport.

American Samoa Government (ASG)
    ASG is American Samoa's largest employer. In March 1995 it employed 4,281 workers, slightly fewer than in 1993 but still representing 33 percent of the territory's work force. Unlike government in the United States, ASG is a government with no local or municipal government sublevels. As such, it is highly centralized and performs all basic government functions and a few more. Government's role goes well beyond the provision of public goods such as defense, police protection and public infrastructure. The roots of strong government in American Samoa lie in the traditional communal system where leaders are responsible not only for preserving social order but for the extended family's economic welfare as well. The government represents the extended family structure, and US taxpayers underwrite most of the cost of preserving this system, enabling American Samoans to share in American prosperity. From this affiliation the United States gains the exclusive right of access to and use of the territory for defense and other purposes. In effect, US aid, grants and other payments amount to rent the United States pays for access. As long as the two sides agree on a given level of rent (the sum of so-called aid and grants), the arrangement works for both sides.
    The average annual payroll cost to ASG was $14,680 per worker in 1995, including benefits. Aside from the usual government work, ASG also manages power, water and sewer systems through the American Samoa Power Authority (ASPA). An autonomous agency, the ASPA is among the brighter spots in a history of financial management that has often generated criticism from federal agencies.

Background:
American Samoa is a small archipelago in the South Pacific Ocean and is comprised of five volcanic islands (Tutuila, Ta'u, Ofu, Olosega, Aunu'u, Nu'utele) and two coral atolls (Swain's and Rose Islands). Tutuila contains about two thirds of the total area and is home to 95% of the 64 000 islanders.
In the time of 1000 B.C. Southeast Asian immmigrants arrived in the Samoan islands and from there they settled the rest of Polynesia.
First sparsely contacts with Europeans began in the early 1700s, intensified with the arrival of English missionaries and traders in the 1830s.

This paper presents an overview of ongoing GIS initiatives on the island of Tutuila, American Samoa, as well as recent challenges encountered in building local GIS infrastructure for a "territory-wide GIS", including maintenance and update of GIS data layers, software, and action items for project initiatives. Reviewed also are the results of recent multibeam bathymetric surveys in 2001 and 2002, to obtain complete topographic coverage of several sites around Tutuila; and the integration of these and other baseline data into GIS to facilitate research directions and future management decisions within the Fagatele Bay National Marine Sanctuary.
