    top The estimated population of American Samoa was 67,084 as of July 2001, with about 38 percent of the population under 15 years old, 57 percent between 15 and 64 years old, and 5 percent 65 and over. The estimated growth rate was 2.42 percent. With an estimated 24.88 births per 1,000 people and 4.31 deaths and 3.58 migrations per 1,000 people, the population of American Samoa is expected to increase significantly over the next several years. [ top In November 2000, Tauese P. Sunia was reelected to serve a second four-year term as governor of American Samoa. Democrat Sunia narrowly beat out independent Lealaifuaneva Peter Reid with 50.7 percent of the votes compared to Reid's 47.8 percent.[ top top The American Samoa Government (ASG) is now the Territory's second largest employer, yet it still employs approximately one-third of the workforce. With no local or municipal sublevels, the American Samoa Government is highly centralized and performs all basic government functions plus a few more. Despite continuing pressure for greater government efficiency, the ASG is heavily influenced by the paternalism of the matai (chief) system and has found it difficult to reduce its payroll. Many in the ASG perceive their role in social and economic development as providers of jobs and incomes, in addition to government services.[

    History

    By the Treaty of Berlin of 1899, the United Kingdom and Germany renounced in favor of the United States all their rights and claims over the eastern islands of Samoa. This treaty went into effect on February 16, 1900. On April 17, 1900, the matai (chiefs) of Tutuila formally ceded the islands of Tutuila and Aunu'u to the United States. On July 16, 1904, the king and matai of Manu'a ceded the islands of Ta'u, Ofu, Olosega, and Rose Atoll to the United States. Congress formally ratified the 1900 and 1904 deeds of cession retroactively in 1929. Swains Island became part of American Samoa by joint resolution of Congress in 1925. Political Status
    American Samoa, an unincorporated and unorganized territory of the United States, is administered by the U.S. Department of the Interior. It is "unincorporated" because not all provisions of the U.S. Constitution apply to the territory. The Congress has not provided the territory with an organic act, which organizes the government much like a constitution would. Instead, the Congress gave plenary authority over the territory to the Secretary of the Interior, who in turn allowed American Samoans to draft their own constitution under which their government functions.

    FOR IMMEDIATE RELEASE WASHINGTON, D.C.— AMERICAN SAMOA GOVERNMENT RECEIVES OVER $1.4 MILLION IN FEDERAL GRANTS Congressman Faleomavaega announced today that the Office of Congressional Relations for the U.S. Department of Housing and Urban Development (HUD) has informed him that American Samoa Government has been awarded over $1.4 million in federal grants for fiscal year 2004. American Samoa Government is receiving $1,022,000 in Community Development Block Grant (CDBG), $363,000 for Home Investment Partnership, and $44,000 for Emergency Shelter Grant Program. These grants are provided to help meet the local needs for affordable housing and to expand opportunities for Americans throughout the United States and its territories. The CDBG under the auspice of ASG Department of Commerce is a program to provide decent housing and suitable living environment, and by expanding economic opportunities, principally for low and moderate-income persons. The HOME Investment Partnership program helps to expand the supply of decent, affordable housing to low and very low-income families by funding housing programs that meet local needs and priorities. The Emergency Shelter Grant Program provides funds to improve the quality and number of emergency homeless shelters in the Territory.

    Chosen to Develop the
    American Samoa Hazard Mitigation Plan
    Pacific Disaster Center to Develop Hazard Mitigation Plan On December 26, 2002, American Samoa's Territorial Emergency Management Coordinating Office awarded a contract to the East-West Center’s Pacific Disaster Center (PDC) to develop a Risk and Vulnerability Assessment and Hazard Mitigation Plan for the Territory of American Samoa. The Social Science Research Institute (SSRI) of the University of Hawaii is a member of the PDC team. The Project is designed to build mitigation planning capacity in American Samoa through a collaborative effort involving the Project Team, the American Samoa Mitigation Council, and staff from the Territorial Emergency Management Coordinating Office and other American Samoa Government agencies. The project will be completed in August of 2003. "The goal of this mitigation planning effort is to reduce the loss of life and lessen the impact of future natural disasters on the American Samoa people,” comments Peter Colvin, the PDC’s Executive Director. “Islands are very vulnerable to many hazards, as December's Super Typhoon Pongsona in Guam and January's Typhoon Ami in Fiji has demonstrated.” "Our work with the American Samoa government over the next eight months will help raise the awareness of decision makers regarding the short and long term consequences of regional natural hazards. Our work together will produce a state-of-the-art natural hazard risk assessment and vulnerability study along with a mitigation plan identifying actions that American Samoa government and businesses can take in order to protect their people, their economy, and their environment.”
