The Articles of Confederation are approved, basing American government on cooperation between the states. Congress is empowered to negotiate treaties, but has few other responsibilities. A national convention called to strengthen the Articles of Confederation develops the U.S. Constitution instead, defining a new system of American government. The powers of Congress are broadened. Congress forms the legislative branch of the new government, and the Supreme Court forms the judicial branch. An executive branch is introduced and will be led by an elected official, the president. The president and vice president are to be inaugurated on March 4 of the year following their election (a date that remains in practice until 1933, when the Twentieth Amendment is ratified, changing inauguration day to January 20). Few other men of the time were better suited for the highest and most powerful office in the emerging nation.
Born in 1732 to a family of Virginia planters, Washington grew up learning the morals, manners and knowledge which were a vital part of the makeup of an 18th century Virginia gentleman. Trained in military arts and devoted to the ideology of western expansion, Washington served meritoriously in the American Revolution, using cleverly plotted strategies to catch the enemy by surprise, eventually forcing the surrender of Cornwallis at Yorktown.
Realizing that the Nation under its Articles of Confederation was not functioning well, Washington became a prime mover in the steps leading to the Constitutional Convention at Philadelphia in 1787. When the new Constitution was ratified, the Electoral College unanimously elected Washington President.

Madame President, Members of the General Assembly:
When Secretary General Hammarskjold's invitation to address this General Assembly reached me in Bermuda, I was just beginning a series of conferences with the Prime Ministers and Foreign Ministers of Great Britain and of France. Our subject was some of the problems that beset our world.
During the remainder of the Bermuda Conference, I had constantly in mind that ahead of me lay a great honor. That honor is mine today as I stand here, Privileged to address the General Assembly of the United Nations.
