Historical Context of the Americans with Disabilities Act

Civil Rights Era (1960's)
Three major civil rights statutes were enacted during the legislative phase of the Civil Rights Era, 1964 through 1968. In 1963, decades of organizing and struggle by African Americans culminated in the historic March on Washington. At the march, Dr. Martin Luther King, Jr. stood before the Lincoln Memorial and defined the Civil Rights Movement's vision of a just and inclusive society to the refrain "I Have A Dream." Late in 1963, following the assassination of John F. Kennedy in Dallas, Lyndon Johnson assumed the Presidency. Capitalizing on the momentum generated by the march and other effective Movement strategies, and applying his own unparalleled understanding of the workings of Capitol Hill, Johnson pressed the civil rights agenda forward. The enactment of the first of the major civil rights statutes, the Civil Rights Act of 1964, was a watershed moment in American history. Among its other ramifications, it established the statutory foundation on which Section 504 of the Rehabilitation Act of 1973 and later the ADA were constructed.

Landmarks of American History: Workshops for Community College Faculty Does the term "community colleges" include junior colleges and non-profit two-year technical institutions? Yes. Like the American Association of Community Colleges, we use the term inclusively. Does my institution need a grant writer to prepare an application? No, but scholars knowledgeable about the subject should be involved early in conceptualizing the project and writing the application. What qualifies as a landmark? A landmark is a specific location in America that has significance for our history and culture. A landmark might be a recognized historical monument or group of monuments, such as a presidential residence, a Civil War battlefield, a colonial settlement, or sites associated with major writers or artists. A historical district or a collection of thematically related structures and sites within a local region could also qualify.   • YOUR FAMILY.
    The best place to start in discovering your own ancestors is your family itself. Begin by asking your elders the names of your ancestors or stories from the past. You might even want to do an oral history of your family, recorded on audio or videotape. This can provide the essential beginnings to go even further back in time. To trace your family back to your country of origin, you will need a complete name of an immigrant relative and their place of origin. It also helps to have a date of a significant event in the relatives life in the old country, such as a wedding.

  • Many resources are available on the World Wide Web, including others who already may be doing research of use to you. However, you cannot actually do extensive genealogical research on the Web yet. Older records are usually handwritten on paper, and may exist on microfilm, but not yet in electronic format. The Web can be a place to link up with others doing genealogical research and share your questions and experiences. Some online maps are easier to navigate and manipulate than others, due in part to the large size of image-rich documents. Several sites require special software or plugins (available for free download) to read and manipulate maps; some maps download very slowly, even with a fast connection. A large number of maps, however, are available online, covering a broad range of topics, time periods, and perspectives. This list was created to provide an introduction to the kinds of maps available online and to emphasize some of the larger collections. The Library of Congress is one of the richest sources and offers many specific collections rich in maps that are not included on this list; in addition, there are a number of smaller sites that address specific topics. Vol. 60, No. 1 by Elna L. Saxton and Jo McClamroch This piece began with a focus on education-related and other scholarly sites. Since African American Studies (or Black Studies or Afro-American Studies) has been an established academic discipline at dozens of institutions since the late 1960s, we were confident we would quickly be overrun with quality sites. It soon became apparent that there are many quality sites, and that to focus only on academic sites was too narrow for this article. Our resource list, therefore, expanded beyond academia into a total of five categories: Getting started, Educational sites/research centers, Organizations/Associations, Afrocen-tric sites, and E-journals/news services. We do deliberately highlight more African American than Africana sites. At the same time, we do not suggest that we could capture the essence of or exhaust the number of potentially valuable sites for any culture's links, be it African American, Asian American, Native American, or any ethnic group. At the risk of sounding hyperbolic, the Internet is a mother lode of information for cultural information.

In the wake of one of history's most devastating epidemics of bubonic plague, the Byzantine emperor Justinian enacts a law meant to hinder and isolate people arriving from plague-infested regions.
The Council of Lyons restricts lepers from freely associating with healthy persons.
China has a well-established policy to detain plague-stricken sailors and foreign travelers who arrive in Chinese ports.
The Third Lateran Council decrees living arrangements for lepers and how their necessary separation from society is to take place.
Europe now has some 19,000 leprosaria, or houses for leper patients; France alone boasts roughly 2,000.
A number of European and Asian countries begin enforcing quarantines of infected regions by encircling them with armed guards. Those caught escaping from afflicted areas are returned and sometimes executed as a warning to others.
Venice establishes the world's first institutionalized system of quarantine, giving a council of three the power to detain ships, cargoes, and individuals in the Venetian lagoon for up to 40 days. The act comes in the midst of the Black Death, a plague epidemic that eventually takes the lives of 14 to 15 million people across Europe, or up to one-fifth of the population.
The Duke of Milan draws up an edict mandating that all those suffering from plague should be taken outside the city to a field or forest until they either recover or die. Three years later, the town of Ragusa establishes a quarantine station where all people arriving from plague-infested regions are kept isolated for a month for "purification by sun and wind."
