FACT SHEET Teaching American History and Civic Education Today’s Presidential Action On September 17, 2002 President George W. Bush observed the 215 th anniversary of the signing of the United States Constitution by announcing new policies and initiatives to support the teaching of American History and Civics and by joining America’s students in a nationwide pledge of allegiance. The President announced that National History Day, in collaboration with the National Archives and Records Administration, the Corporation for National and Community Service and the USA Freedom Corps, will be giving students and teachers across the country access to national treasures of American history through the “Our Documents” initiative. The President announced that the National Endowment for the Humanities will provide support for the teaching of American History and Civics a top priority with a significant, ongoing investment in a new initiative called “We the People.” He will ask Congress to support the funding necessary for the initiative. The President announced that the National Archives and Records Administration, in collaboration with National History Day, the Corporation for National and Community Service and the USA Freedom Corps, will be giving students and teachers across the country access to national treasures of American history through the “Our Documents” initiative.

    provision in Article II, Section 1, of the Constitution, stating that the vice president becomes president upon the death, resignation, or removal from office of the president. The Presidential Succession Act of 1886, amended in 1947, defines the succession further, stating that the Speaker of the House of Representatives and then the President Pro Tempore of the Senate are next in succession. The fourteen cabinet members follow, starting with the secretary of state and continuing through the departments in the order in which they were established. The Twentieth Amendment and the Twenty-fifth Amendment clarify the succession under a variety of circumstances — for example, if a president or vice president has not been selected by January 20, if a president-elect dies before assuming office, if a president becomes disabled while in office, or if a vacancy occurs in the office of vice president.

    The Great Depression and World War II
    Summer 2004 The Roosevelt Presidential Library invites educators to participate in The Roosevelt Era 1929-45: The Great Depression and World War II: a seven-day comprehensive residential institute designed to renew and revitalize teaching on the crucial years that marked the dawn of the modern era in domestic and world affairs.
    • Each seminar will be team-led by a distinguished academic historian in partnership with a master teacher and based at the Franklin D. Roosevelt Presidential Library and Museum in Hyde Park, New York. The seminar includes daily curriculum-writing workshops enabling each educator to produce a customized curriculum on the Roosevelt Era by the seminar's conclusion. Participants will receive books, curriculum support materials, and tools to find new resources on their own. Program sessions are designed in conjunction with national history curriculum standards on the Great Depression and World War II and feature special units on archival document-based research, Internet resources, teaching with historic places, films and videos.

    Teaching American History and Civic Education All Americans must have a complete understanding of our history to be effective and engaged citizens in our democratic society. Yet according to the U.S. Department of Education's National Assessment of Education Progress study, which tracks both Civics and American History understanding among K-12 students, less than one quarter of America's students are proficient in either subject. On September 17, 2002, President George W. Bush observed the 215th anniversary of the signing of the United States Constitution by announcing new policies and initiatives to support the teaching of American History and Civics and provide Americans with greater access to some of our country’s national treasures. To illustrate the good work being done as part of the President’s initiative, USA Freedom Corps is highlighting the Civics and American History projects offered by the Administration’s agencies and programs. Together, we are working to keep the foundation of our great Nation strong.

    AMERICAN CULTURAL HISTORY
    T he chaotic events of the 60's, including war and social change, seemed destined to continue in the 70's. Major trends included a growing disillusionment of government, advances in civil rights, increased influence of the women's movement, a heightened concern for the environment, and increased space exploration. Many of the "radical" ideas of the 60's gained wider acceptance in the new decade, and were mainstreamed into American life and culture. Amid war, social realignment and presidential impeachment proceedings, American culture flourished. Indeed, the events of the times were reflected in and became the inspiration for much of the music, literature, entertainment, and even fashion of the decade.

    A PROCLAMATION During these extraordinary times, America looks forward to new challenges and opportunities with a reinvigorated sense of unity and common purpose. We are a strong and vibrant Nation, thanks to the creativity, fortitude, and resilience of people of every race and background. During National African American History Month, we celebrate the many achievements and contributions made by African Americans to our economic, cultural, spiritual, and political development. In 1915, Dr. Carter Godwin Woodson founded The Association for the Study of Negro Life and History. Through that Association, he began pressing for the establishment of Negro History Week as a way to bring national attention to the accomplishments of African Americans. He hoped to neutralize the apparent distortions in Black history and to provide a more objective and scholarly balance to American and World history. Dr. Woodson's dream became a reality in 1926. He chose the second week of February for the observance because of its proximity to the birthdays of Abraham Lincoln and Frederick Douglass, two individuals whom Dr. Woodson felt had dramatically affected the lives of African Americans. And in 1976, the Association succeeded in expanding the observance, which then became Black History Month.

    SPEAKER BIOS PARTICIPANTS IN "LINCOLN IN THE 21st CENTURY" Keynote Speaker: David Gergen is one of the most respected interpreters of American politics for the last three decades. As commentator, editor, teacher, public servant and advisor to four presidents, Gergen commands a unique place in American history. Many of his insights are contained in Eyewitness to Power: The Essence of Leadership, Nixon to Clinton He is Professor of Public Service at Harvard's John F. Kennedy School of Government and director of its Center for Public Leadership, as well as a regular guest on The News Hour and editor at large at U.S. News and World Report Gergen spent eight years in the White House as an advisor to Presidents Nixon, Ford, and Reagan. He also served for as year as Counselor to President Clinton, and for six months as Special Advisor to President Clinton and Secretary of State Madeline Albright. A native of Durham, North Carolina, he is an honors graduate of both Yale University (A.B., 1963) and Harvard Law School (LLB, 1967). Gergen is a member of the District of Columbia bar.
