The records of the Continental Congress, the Constitutional Convention, and the United States Congress make up a rich documentary history of the construction of the nation and the development of the federal government and its role in the national life. These documents record American history in the words of those who built our government.
Books on the law formed a major part of the holdings of the Library of Congress from its beginning. In 1832, Congress established the Law Library of Congress as a separate department of the Library. It houses one of the most complete collections of U.S. Congressional documents in their original format. In order to make these records more easily accessible to students, scholars, and interested citizens, A Century of Lawmaking for a New Nation brings together online the records and acts of Congress from the Continental Congress and Constitutional Convention through the 43rd Congress, including the first three volumes of the

A Proclamation by the President of the United States of America
In 1915, Carter Godwin Woodson, the father of Black history, founded the Association for the Study of African-American Life and History. Each February, the Association proposes a theme to guide the celebration of National African American History Month. For this year, the Association has chosen "Creating and Defining the African-American Community: Family, Church, Politics, and Culture." This month in particular, we remember the stories of those who have helped to build our Nation and advance the cause of freedom and civil rights. We remember the bravery of the soldiers of the 54th Massachusetts Infantry Regiment and the sailors of the USS MASON in service to our country. We remember those who marched on Washington, sat at whites-only lunch counters, and walked rather than use segregated buses. And we remember those, known only to each of us, who helped to build our families, places of worship, and communities. When we examine our Nation's history, we discover these and countless other stories that inspire us. They are stories of the triumph of the human spirit, tragic stories of cruelty rooted in ignorance and bigotry, yet stories of everyday people rising above their circumstances and the prejudice of others to build lives of dignity.

    Chapter Thirteen
    The 1992 Presidential Election (13/16)
Previous Page Next Page As the 1992 presidential election approached, Americans found themselves in a world transformed in ways almost unimaginable four years earlier. The familiar landmarks of the Cold War from the Berlin Wall to intercontinental missiles and bombers on constant high alert were gone. Eastern Europe was independent, the Soviet Union had dissolved, Germany was united, Arabs and Israelis were engaged in direct negotiations, and the threat of nuclear conflict was greatly diminished. It was as though one great history volume had closed and another had opened. Yet at home, Americans were less sanguine and faced some deep and familiar problems. Once the celebrations and parades following the Gulf War ended, the United States found itself in its deepest recession since the early 1980s. Many of the job losses were occurring among white-collar workers in middle management positions, not solely among blue-collar workers in the manufacturing sector who had been hit hardest in earlier years. Even when the economy began recovering in 1992, its growth was virtually imperceptible until late in the year, and many regions of the country remained mired in recession. Moreover, the federal deficit continued to mount, propelled most strikingly by rising expenditures for health care. Many Americans exhibited profound pessimism about their future, believing that their country was headed in the wrong direction.

The transformations through which the United States is passing in our own day are so profound, so far-reaching, that it is hardly an exaggeration to say that we are witnessing the birth of a new nation in America. The revolution in the social and economic structure of this country during the past two decades is comparable to what occurred when independence was declared and the Constitution was formed, or to the changes wrought by the era which began half a century ago, the era of Civil War and Reconstruction.

The American Historical Association enters upon its sixth year under new and favorable auspices, and the country may be congratulated upon the rise and progress of an association with special claims, not simply upon American scholars, but upon every thoughtful American who desires his children to understand aright the history and principles of their country. It seems to have sprung into existence under the guidance of our accomplished experts to supply a great national want, and to perfect for the scholars and the people of America a branch of education which, to America, of all the countries in the world, is of supreme importance; for the defects in our methods of historic study have been widely felt and frankly acknowledged, and this branch of our education has kept pace neither with the progress nor with the dangers of the republic. The harmony and helpfulness of the students of the various nationalities of Europe toward each other, and toward the scholars of our land, in furthering the introduction of the new methods of history in the colleges and universities of the world, recall the words of Sir Henry Maine: "The only community which, as far as I can see, is absolutely undivided by barriers of nationality, of prejudice, of birth, and of wealth, is the community of men of letters."
