ALTERNATIVE EDUCATION

ALTERNATIVE EDUCATION MISSION:
The purpose of Alternative Education Schools/Program is to afford students the opportunity to rehabilitate behavior and/or reinforce academic achievement in an environment that meets their individual needs.
All programs will establish an affirmative education atmosphere structured to promote discipline and learning.
PROGRAM DESCRIPTION
Administered in the Division of Family, Career and Technical Education, the purpose of Alternative Schools/Programs is to provide students at-risk of dropping out of school an alternative to regular education. The Division promotes reform, innovation, and continuous improvement in alternative education to ensure that students acquire the skills and knowledge they need to meet challenging State academic standards and to prepare for a successful future. LEAs are required to offer Alternative Schools/Programs under R.S. 17:7.5.
EVALUATION RESULTS/DATA
Alternative School/Programs are being monitored for the first time this year as a component of the consolidated monitoring efforts. Monitoring reports are on file and are available upon request. New policy guidelines will require an evaluation at the end of this school year.

'Expelled' No Longer An Empty Punishment
Alternative Schools Will Not Be Available
By Daniel de Vise Washington Post Staff Writer Thursday, July 28, 2005; Page AA03 "Expelled" has been an empty word in public education. Students who were expelled typically returned to school right away, often to a special campus for students with disciplinary problems. In Anne Arundel this fall, the term will take on a more literal meaning. Two changes in the school system's disciplinary code will leave hundreds of expelled students with no school to attend. Those under age 16, for whom school is compulsory, will be taught at home under a program designed for the sick or disabled. Those 16 and over will be on their own. Expelled students under 16 in Anne Arundel historically have attended one of two special campuses: J. Albert Adams Academy for middle-school students or Mary E. Moss Academy for high schoolers. Older students went to evening high schools.

Chris Dunbar Paints Painful Portrait of Students in Alternative Schools In his new book, Chris Dunbar, Jr. describes a desolate and almost surreal corner of the educational system, a place strewn with damaged young lives where on any given morning a police officer shows up at school intent on arresting a student. If not an arrest, then a fight or some heated confrontation erupts and profanity is so prevalent as to seem normal. All this takes place before 8 a.m. In class, Dunbar writes, the students “sit in front of you with a disgruntled look on their faces that says, ‘I’d rather be somewhere else, or ‘What does this fool want?’ The ‘fool’ they are referring to is, of course, you—the teacher, principal, or any adult that appears to have already passed judgment on who they think you are and what they think you are about.” The scenario Dunbar describes is not some Dickensian poorhouse or orphanage, but the contemporary American alternative school. “The alternative school has been sold as a bill of goods,” says Dunbar, an assistant professor in the Department of Educational Administration. “We’re told that because of its smaller size, the school is going to provide more attention and that students’ individual needs are going to be better met.

The Alternative Schools Department provides educational programs for students who are under court supervision, or who are not attending regular school for a variety of reasons. School sites include Juvenile Hall, three ranch programs, and the Santa Clara County Children's Shelter, as well as independent study and numerous community schools throughout the county. Children's Shelter
A K-12 educational program is provided for children who have been removed from their home, often due to abuse or neglect, and been placed under court supervi-sion. Approximately 550 youth are served by the Children's Shelter and Juvenile Institutions programs at any given time. Community Schools
Educational programs (grades 7-12) for youth who are status-offenders, truant, or beyond parent control are available. The programs also are offered to youth who may have committed serious crimes, but have not been fully adjudicated and have been placed under probation jurisdiction. These programs serve as a transition from institutions to district schools for students who have been expelled or referred from the district's Student Attendance Review Board or other student study teams. Approximately 750 students are enrolled in Community School programs at any given time.
