Alternative Schooling Is Needed

Alternative schooling does meet the variety of student and family needs and the social behaviors required for youth in today's world. Alternative schooling also offers school and community leaders the opportunity to fulfill their legal responsibility to provide equal access to education for all students. The most critical question that must then be answered is what kind of alternative schooling should be designed and offered in our public schools? What should the alternative programs look like and how should they be integrated with the regular school programs in each community?

Alternative Schools
There are currently 10 alternative schools in CESA 10. Each of these schools serves their home district and in many cases invites students from neighboring districts. These schools are for credit-deficient students who are in need of a different approach to the high school experience. The schools and the districts they serve are:
  • Augusta Alternative School
    Currently serving Augusta students, this school focuses on environmental projects conducted at the Beaver Creek Reserve. Chippewa County Alternative School
    The largest of the traditional day alternative schools, this program serves Chippewa Falls, Bloomer, and Cornell. Clark County Alternative School
    Located in Neillsville, this program is available to Neillsville and Granton students. Eau Claire County Off-Campus School
    Housed at Chippewa Valley Technical College, this is an after-school/evening program that includes students from Eau Claire, Altoona, Augusta, Osseo-Fairchild, and Mondovi. Approximately 150 students are enrolled at any time during the school year. Falcon Enterprises
    Located in the East Town Mall in Abbotsford, this program includes students from Abbotsford, Greenwood, Colby, Owen-Withee, and Thorp.

For us, the function of school in today's society is not to organize that children get abstract knowledge as much as possible. However we attach great importance to the fact that the children and young persons in our schools learn how to learn. By supply of team ability and initiative, our pupils independently acquire knowledge and abilities which are important for themselves. The Federation of free alternative schools (BFAS) was founded after a court case - presented to the German Federal Constitutional Court in 1988 - asking for recognition of one free alternative school. 4 years later a decision was made that was favourable for the school. Nevertheless the efforts of free alternative schools to establish a basically democratic and children oriented school are often rejected by state authorities. Therefore the BFAS is frequently dealing with court cases and procedures of recognition. During the last years, further decisions of the Federal Constitutional Court and the Federal Administrative Tribunal created a climat more favourable to free and alternative schools. So many new schools were founded - actually (september 2004) 71 schools and 11 initiatives are members of BFAS, with 3.800 pupils.

    Abstract
    A little known movement within public school systems, the creation of alternative schools for at-risk students has been in existence for several years. Alternative high schools have grown nationally in both quality and number. These schools for both existing and potential drop-outs rely heavily on forming learning communities where both teacher and learner are empowered. Innovation and flexibility are usual practice in alternative high schools. These schools and other options should be studied and their key elements identified. Today's problem-plagued standard high schools could use new models for their delivery of educational services to today's youth. They're found in crumbling inner city buildings, in strip malls, in old school buildings and within existing schools. They have optimistic sounding names like Capstone, Crossroads and Learning Enterprise. They have varied financial and educational arrangements. And they are popping up all over the landscape, mainly urban but also suburban and rural. What are they? They are small alternative high schools. The term alternative education was originally construed as an umbrella term covering a range of options in schooling. Presently its meaning has evolved into an understanding of programming for at-risk youth; those who are likely to not finish high school.

    Devoting a separate category to "alternative schools" is somewhat inexact, as every option discussed under School Choice represents an alternative to conventional or mainstream public education. Prospective founders of magnet and charter schools would surely profit by revisiting surviving alternative schools' early experiences (Dunn 2000), whether based on Waldorf, Montessori, Summerhill, or more pragmatic philosophies. To this list, Daniel Drake (2000) would add several "responsive" public-school varieties, such as Comer Process schools, full-service schools, immersion programs, schools-within-schools, and middle schools. Schooling alternatives have existed for centuries in many nations. By the end of the 1800s, public schools in the U.S. were flourishing.     SEATTLE POST-INTELLIGENCER REPORTER A coalition of parent activists touted the benefits of alternative schools and lobbied the Seattle School Board yesterday to make sure any future budget-balancing moves would not negatively affect those schools. The group presented a list of recommendations for Seattle Public Schools, including the proposal to let every alternative school remain an all-city draw. Doing so would allow for "equitable access for all children in the district," said Dan Landers, a parent from Summit K-12. Three Summit students echoed his request, and asked the board to continue to provide citywide bus service for alternative schools. Third-grader Marta Anex-Schnauss said she loved being able to attend, even though she doesn't live in the school's reference area. "Summit is a school that means enough to me and others that some of us are willing to take an hour-long ride on a school bus to get there," she said.

    Overview
    An alternative school is a school that, simply stated, provides an alternative to a traditional public education. It can take many forms. For many, when they think of alternative schools, they think of programs set up for youth who have had behavior problems or are at risk of dropping out. However, alternatives encompass much more than just those programs. Some alternative schools are for students with high aptitudes for specific disciplines such as the sciences, math or the arts. Others provide specific vocational education or simply a nontraditional approach to teaching, such as Montessori schools. Some alternative programs include:
    • Charter schools, Magnet schools, and Schools within a school, among others.
    Those alternatives that focus on vocational education, nontraditional teaching and specialized instruction such as the arts, sciences and math have been shown to engage students more actively in learning than traditional education, have fewer behavior problems and higher graduation rates. So, they can be a valuable part of a school district?s violence prevention strategy. Those alternatives designed specifically for disruptive or violent students also play an important role.
    Alternatives for violent students
    Students who have committed serious violent acts or carried weapons to school may pose a grave threat to other students. Separating these students from the general student body sends the message that officials have acted appropriately to preserve school safety and allows the special needs of violent or weapon-carrying students to be addressed more effectively.
