Controlled Choice: An Alternative School Choice Plan. ERIC Digest, Number 70.
School choice is one of the hottest topics in education. Not only does it have the attention of educators, it has the endorsement of President Bush and a large following of parents. Books are being written, arguments waged, and bills drafted. There is a growing feeling that if parents can choose which schools their children attend, education will improve. However, there are groups urging caution. Some are concerned that issues of equity will be passed over in the push for school choice, causing at-risk students to fall further behind. Because of these concerns, choice plans that focus on equity have begun to receive national attention. Foremost among these is controlled choice, which attempts to create equitable education in a district by providing choice while simultaneously preserving racial and ethnic balance.

A wide range of philosophies and teaching methods are offered by alternative schools; some have strong political, scholarly, or philosophical orientations, while others are more ad-hoc assemblies of teachers and students dissatisfied with some aspect of mainstream education. In the United States, most alternative schools are private or independent schools rather than public schools funded by the state; however, some public charter schools and magnet schools offer benefits similar to those of alternative schools and are inspired by similar ideas.

We know that this is not possible without safe and orderly classrooms where students can concentrate on learning without constant disruptions or incidents of violence. Polls also confirm that establishing a safe and orderly learning environment is at the top of the public's list of educational priorities. Each year, about 450,000 American teenagers become mothers. Teen moms don't have it easy. They have to raise children while they are still kids themselves. As they try to balance diapers and homework, it's not surprising that fewer than half of teen parents graduate from high school with their peers. But there are special programs designed to help teen moms beat those odds… in schools that accommodate their needs as students, and as mothers, such as The Maine Children's Home For Little Wanderers, in Waterville, Maine. The 2 story building on the town's main street looks more like a house than a school. Downstairs, the building houses an alternative school for students with behavioral problems. Upstairs is the teen parent school program. The dozen or so girls who take classes here each year are mothers, or about to be mothers.

If you fail to name your catchment area school as one of your preferences, then a place may not be available there if your other requests cannot be agreed. Information about admissions policies for Aided and Foundation Schools is available direct from the school and is also contained later in this booklet. You must return the Leicestershire application form to Allocations Section by the closing date of 24th February 2006 for admission to primary schools in September 2006 Please check either with the school or with the Allocations Section to ensure you have the correct closing date.
