Spring 2000 Credits Help Meet Alternative Fuel Vehicle Requirements by Mitch Bryman USAEC Northern Regional Environmental Office A cleaner diesel fuel made from renewable oils can now help Department of Defense (DoD) fleet managers who must buy alternative fuel vehicles to comply with federal energy regulations. A recent change to the Energy Policy Act of 1992 (EPACT) lets federal agencies use biodiesel fuel credits to meet up to 50 percent of their alternative fuel vehicle purchase requirements. These credits are available to those federal fleets required by EPACT to include a certain percent of alternative fuel vehicles when buying new vehicles. These requirements are set forth in Executive Order 13031 - Federal Alternative Fueled Vehicle Leadership - and apply to many nontactical vehicle fleets in urban areas. Affected DoD fleet managers can take advantage of biodiesel fuel credits rather than purchasing alternative fuel vehicles. What Is Biodiesel Fuel? Rudolf Diesel stunned scientists at the 1900 World's Fair when he used peanut oil to fuel his newly disclosed engine. After Diesel's death in 1913, the idea of using vegetable oil to fuel engines became obsolete. It wasn't until the oil crisis of the 1970s that vegetable oil engine fuel was again given serious attention.

WASHINGTON - The number of vehicles in the United States that run on alternative fuels is expected to increase 7.3 percent this year from 2003, the government said last week.
A total of 547,904 vehicles that run on natural gas, corn-based ethanol, electricity or liquefied petroleum gases will be on the road this year, up from 510,805 last year, the U.S. Energy Information Administration said. That's slower growth than the 8.4 increase from the 471,098 alternative-fueled vehicles in use from 2002 to 2003, said the Energy Department's analytical arm.

Ultra Low Sulfur Diesel (ULSD)
ULSD is a cleaner fuel that enables the performance of after treatment technologies such as the diesel particulate filter. The levels of emissions by ULSD alone will vary depending upon the individual vehicle. ULSD will be available nationwide and is already available in many states across the country. At this point there is an incremental cost of 5 to 30 cents per gallon depending on volume. This cost is decreased when ULSD is required to be used by mid-2006. Pollutant ULSD

Below is a list of some of the common terms used in the alternative fuels arena. Please let us know if there are other terms you think should be included. Alternative Fuel - As defined according to EPACT , methanol, denatured ethanol and other alcohols, separately or in mixtures of 85% by volume or more with gasoline or other fuels, CNG LNG LPG , hydrogen, fuels (other than alcohols) derived from 'biological materials', electricity, neat biodiesel , or any other fuel determined to be 'substantially not petroleum' and yielding 'substantial energy security benefits and substantial environemntal benefits'. Alternative Fuel Vehicle (AFV) - As defined by the Energy Policy Act , any dedicated flexible-fueled , or dual-fueled vehicle designed to operate on at least one alternative fuel Aromatics - Hydrocarbons based on the ringed six-carbon benzene series of related organic groups. Benzene, toluene and xylene are the principal aromatics, commonly referred to as the BTX group. They represent one of the heaviest fractions of gasoline. Benzene - A six-carbon aromatic; common gasoline component identified as being toxic. Benzene is a known carcinogen.

What is the difference between alternative fuel / wheelchair-accessible medallions and corporate/individual medallions?
Alternative fuel / accessible medallions are required to have a certain type of vehicle. Both current individual medallion owners/partners and mini-fleet medallion owners/partners can bid on single or multiple alternative fuel/accessible medallions. Such specialized medallions purchased singly at his auction would have all the same requirements and restrictions as other individual medallions (including the "owner must drive"). Such specialized medallions purchased in lots of more than 1 would have all the requirements and restrictions of min-fleet medallions. This does not apply to medallions that are not alternative fuel or wheelchair-accessible.
