1. Introduction
In response to the oil embargoes of the 1970s, programs to develop alternative energy sources were begun in the U.S. Energy security still remains a concern, but other issues such as global climate change, air and water quality, and economic development have added new immediacy to the development of alternative energy systems. Among the alternatives is biomass energy. In addition to research on conversion technologies, the U.S. Department of Energy (DOE) established, in 1978, the Bioenergy Feedstock Development Program (BFDP) at Oak Ridge National Laboratory. The BFDP is developing new crops and cropping systems that can be used as dedicated bioenergy feedstocks. The program has screened numerous potential crop candidates to identify promising species and research frequently involves collaborative efforts with university and USDA researchers. Recent efforts are focusing on three cropsswitchgrass, hybrid poplar, and willow.

UC Davis Sustainable Agriculture Center, Russell Ranch On June 23, SAFS held its annual Field Day. The Field Day was a great success, attracting participants representing a broad range of agricultural interests. Reuse of Wastewater for Agriculture In rural and peri-urban areas of most developing countries, the use of sewage and wastewater for irrigation is a common practice. Wastewater is often the only source of water for irrigation in these areas. Even in areas where other water sources exist, small farmers often prefer wastewater because its high nutrient content reduces or even eliminates the need for expensive chemical fertilizers. Concern for human health and the environment are the most important constraints in the reuse of wastewater. While the risks do need to be carefully considered, the importance of this practice for the livelihoods of countless smallholders must also be taken into account. The aim of IWMI research on wastewater irrigation is to maximize the benefits to the poor who depend on the resource while minimizing the risks. Wastewater irrigation provides income for small farmers Many wastewater irrigators are not landowning farmers, but landless people that rent small plots to produce income-generating crops such as vegetables that thrive when watered with nutrient-rich sewage. Across Asia, Africa and Latin America these wastewater micro-economies support countless poor people.

The funding is for the first phase of a $25.5 million five-year multidonor programme developed by FAO to support alternative agricultural livelihoods, targeting more than 1.5 million people in poppy-producing provinces.
Needed: legal - and lucrative - options
"Opium is not a crop of choice for most Afghan farmers. There are just no attractive alternatives at present that can give them a return anywhere near the return opium gives," said John Dixon of FAO's Agricultural Management, Marketing and Finance Service.
The participation of local communities in assessing and developing alternative income opportunities will be crucial to ensure local ownership and to address constraints to implementation before adopting these activities and promoting them beyond the initial project areas.
"We are training people on the ground - from village level up to national political level," said Dixon. "By working to improve the technical and operational capacity of Afghan institutions at all levels, the project will help create an environment that enables organizations to learn what works and for successful pilot projects to be replicated on a larger scale."
Increased dependence on opium production
Afghanistan is the largest producer of opium worldwide, accounting for more than two-thirds of global opium production, according to the UN Office on Drugs and Crime. The 2003 harvest, at 3 600 tonnes, was the second highest recorded to date in the country.
