The overall objective of KELT's supports under this measure is to improve the potential for income generation in the alternative agriculture, horticulture and local produce sectors. To fulfil this objective, KELT will support innovation and work in collaboration with alternative agriculture promoters, horticulture sector projects, local food producers and other relevant agencies to deliver integrated supports in response to the needs of these promoters. Examples of the actions that are likely to be supported under this measure include:
  • Support for eligible alternative agricultural enterprises in response to sustainable market demand.

Agricultural Programs One of the largest link-deposit loan programs in the nation, the Agriculture and Alternative Agriculture Loan Program is available to farmers statewide through over 1000 financial institutions. Agriculture is a major component of Illinois' economy and lending operational and long term money at a rate that is attractive to both agriculture lenders and farmers assists in keeping the agriculture backbone of Illinois strong. A borrower may receive these loans by completing a simple application form with his/her financial institution and certify that he/she will be using the funds for goods and services related to the production of agriculture products and alternative agriculture products. Alternative agriculture products may include items such as grapes, strawberries, hydroponically grown food, Christmas trees and/or activities such as fish farming and winemaking. Program loans are made for one to five years for the operating and long term loans and for one to seven years for grape and vineyard production.

In urban counties and counties adjacent to urban areas, the farm population is an even smaller proportion of the rural population due to the increased movement of non-farm residents from the city into the countryside. As a result, there is growing concern about the future of farming at the rural-urban interface. Some of the problems at the rural-urban interface may be associated with a general disconnect among consumers, food production, and farmers. Many non-farmers moving to the rural-urban interface do not understand contemporary agricultural practices, and, for a variety of reasons, these non-farm consumers are increasingly sensitive to issues related to agricultural industrialization, environmental quality, and food safety and quality (Welsh, 1996). Concerns about agricultural odors, dust, and chemicals at the interface may, in part, be exacerbated by both limited knowledge and heightened safety and quality concerns. As a result, consumer confidence in local farmers as well as the food system in general may contribute to conflict at the rural-urban interface.

Taxation - Alternative Minimum Tax
Introduction
Implemented in 1986, Alternative Minimum Tax (AMT) was introduced to address concerns that some individuals and trusts with high gross incomes paid little or no income tax. It usually arises in agriculture tax situations when farm property such as land is sold and the combination of regular taxable income and 60% of the non-taxable capital gains exceeds $40,000. This amount is subject to a flat tax currently set at 16%. Retiring farmers selling farm property and incurring significant capital gains are most likely to be affected. Tax legislation continues to change and the information contained in this Information Update is based on the prevailing tax legislation information at the date of publication. If you have a tax situation that might trigger the Alternative Minimum Tax, it is strongly recommended that professional taxation and legal advice be obtained to manage the potential taxation liability. This Information Update will illustrate how AMT can affect the estate plans of farmers.

STATE UNDERSECRETARY OF AGRICULTURE, FORESTRY, AND FOOD, REPUBLIC OF SLOVENIA Slovenia might seem like the merest thorn in the side of agribusiness. It is a small, mountainous country on the western edge of the Balkans, half-covered in forest and without much arable land. Only 6 percent of the population of 2 million is involved in agriculture. The average farm is only 5.5 hectares, a far cry from the U.S. average of approximately 176 hectares or even the European Union (EU) average of 18 hectares. But Slovenia, which became a member of the EU in May 2004, may have an outsized impact on European agriculture. Last year, Slovenian organic farmers and their counterparts in four neighboring provinces of Austria (Carinthia, Styria) and Italy (FriuliVenezia-Giulia, Veneto) declared what they hope will become a showcase for organic farming: the world's first organic bioregion.Government ministers from the areas involved have endorsed the plan. The members of this new "Alpe-Adria" bioregion have declared themselves free from all genetically modified organisms (GMOs), and the initiative's planners are pushing organic farming as the future of agriculture. Coordinating marketing programs and attracting more eco-tourists to organic farms are also part of the vision.

Sustainable Agriculture, Volume 3, Issue 10, October 1995 MISA has Grants to Build Teams, Create Educational Materials The Minnesota Institute for Sustainable Agriculture (MISA) is pleased to announce two calls for proposals. "Team Building Planning" grants are available to support development of interdisciplinary teams to integrate the economic, social, and ecological concerns associated with the long-term viability of agriculture. Four-page pre-proposals are due Dec. 8, 1995. Pre-proposals accepted for funding will receive up to $10,000 from MISA to develop a full proposal by October 1996. Priority topics for this call for preproposals include integrated cropping systems, alternative livestock systems, marketing, business planning for sustainable agriculture, agricultural systems that support water quality, whole farm planning, agroforestry, conversion of conventional agriculture systems to organic systems, and other emerging topics related to sustainable agriculture. Funding for this call for pre-proposals is provided by MISA.
