Algerian authorities are fighting Islamist militants
By North Africa correspondent David Bamford Ben Bradshaw, a UK Foreign Office Minister, says Britain does not want to be regarded as a haven for terrorists, but that it cannot act against suspects living in the UK without having firm evidence. Mr Bradshaw was speaking in Morocco, a day after the Algerian Government repeated to him its call for the UK authorities to expel Algerian Islamist militants implicated in violence against civilians in Algeria and France. Mr Bradshaw said that even before the 11 September attacks on New York and Washington, the UK Government took firm measures against terrorism by proscribing a number of organisations, including two Islamist groups using violence against civilians in Algeria, the GIA and the GSPC. Mr Bradshaw said the authorities would take legal action based on the anti-terrorism law whenever there was evidence that would stand up in court.

The escalating episodes of violence against civilians in Algeria have prompted high-level expressions of concern and also revived calls for inquiries to ascertain responsibility for these crimes against humanity, to recommend steps to prevent such atrocities, and to afford the protection of international scrutiny to the country's traumatized civilian population. U.N. Human Rights High Commissioner Mary Robinson has urged Algeria to allow the U.N. Special Rapporteurs on torture and on summary, arbitrary and extrajudicial executions to conduct missions in the country. A U.S. government spokesperson encouraged the Algerian government to allow such inquiries, as well as visits by human rights organizations. The E.U. foreign ministers are proposing to send a high-level delegation to Algeria and material aid to the survivors of the violence, and a delegation from the foreign affairs committee of the European Parliament is tentatively scheduled to visit the country in February. The reason such a step is necessary is because the Algerian government has manifestly failed to meet its responsibilities in this area. The government has not initiated any form of credible, independent and transparent inquiry mechanism on its own. This pertains not only to the massive bloodletting of the last six months, in which hundreds of women, children and men have been slaughtered in single incidents, and where the security forces have failed to intervene despite their proximity. The authorities have been similarly negligent with regard to the high-profile assassinations of public figures, journalists

Algeria is important to world energy markets because it is a significant hydrocarbons producer and exporter. Algeria is a member of OPEC and an important, growing energy source for Europe. Note: Information contained in this report is the best available as of March 2005. BACKGROUND
Following years of civil war and continuing political unrest, Algeria now is experiencing a significant economic upturn, in large part aided by strong oil and natural gas export revenues. Real gross domestic product (GDP) growth is expected to reach 6.9% in 2005, following estimated growth of 6.1% in 2004. The sharp increase in oil export revenues that Algeria has enjoyed during the past few years has caused the country's foreign reserves to rebound sharply (to over $33 billion by late 2003, compared to $12 billion at the end of 2000), external debt to fall, and pressures on government finances to decrease. Regardless of fluctuating oil revenues, structural reforms and fiscal discipline appear to remain important parts of the government's economic program, as urged by the International Monetary Fund (IMF). In January 2005, the IMF issued its annual "Article IV" assessment of the Algerian economy. The assessment was mostly positive, praising the progress that the Algerian government has made on economic reforms. The IMF report urged the Algerian government to continue its reform path, pointing out that high oil prices provided Algeria with an immediate opportunity to make progress on implementing reforms and addressing the country's many problems.
