Introduction [Top of Page] Background: After a century of rule by France, Algeria became independent in 1962. The surprising first round success of the fundamentalist FIS (Islamic Salvation Front) party in December 1991 balloting caused the army to intervene, crack down on the FIS, and postpone the subsequent elections. The FIS response has resulted in a continuous low-grade civil conflict with the secular state apparatus, which nonetheless has allowed elections featuring pro-government and moderate religious-based parties. FIS's armed wing, the Islamic Salvation Army, dissolved itself in January 2000 and many armed insurgents surrendered under an amnesty program designed to promote national reconciliation. Nevertheless, some residual fighting continues. Other concerns include large-scale unemployment and the need to diversify the petroleum-based economy. Overview It is commonly held that democracy is unquestionably a worthwhile goal, warranting extensive study. Social scientists find much common ground with respect to the basic concepts surrounding democratic consolidation and easily recognize that many transitioning countries lack the characteristics to effectively consolidate democracy. However, beyond these shared assumptions, imprecision and confusion are the rules rather than the exception when it comes to serious discussion of democratic consolidation. This overview highlights some of the major obstacles to democratic consolidation in three developing countries: Guatemala, Colombia, and Algeria. These case studies demonstrate significant theoretical and empirical problems that challenge a successful transition to a consolidated democracy, providing an overview of the complex problems faced by democratizing countries worldwide. Defining Democratic Consolidation O'Donnell 1996 ). These prerequisites should ensure that democracy functions at a minimal level: that is, competition occurs for public office, political participation is useful and inclusive, and civil rights and liberties are protected. Economy The economy is based on the oil and hydrocarbon industry. Algeria ranks fifth in natural gas and fourteenth in oil reserves in the world. It is also the second largest gas exporter. Algeria’s industrial sector is dominated by state-owned heavy industries that produce steel, fertilisers, petrochemicals and cement. The other natural resources are iron ore, phosphates, uranium, gold, mercury, lead and zinc. Due to desertification the percentage of arable land in Algeria is very low. The main agricultural products are wheat, barley, oats, grapes, oranges, olives, dates, tobacco, sugar beets and tomatoes.
