PROVINCE OF ALBERTA CONTRIBUTE
$63 MILLION TO TWIN PART OF HIGHWAY 43
EDMONTON - David Kilgour, Secretary of State (Asia-Pacific) and MP (Edmonton Southeast), on behalf of Transport Minister David Collenette, together with George VanderBurg, MLA for Whitecourt-Ste. Anne, on behalf of Alberta Transportation Minister Ed Stelmach, today announced that the Government of Canada and the Province of Alberta will contribute joint funding of $63 million for improvements to Highway 43 northwest of Edmonton. The funding falls under the Canada/Alberta Strategic Highway Infrastructure Program (SHIP) Highway 43 is part of the CANAMEX trade corridor running through Alberta to the United States and Mexico and is a gateway to the Alaska and MacKenzie highways. The funding announced today will be used to twin approximately 50 kilometres of the highway from Greencourt to Glenevis, close a number of at-grade intersections, improve other intersections, and build new bridges to carry the two new lanes. Under the SHIP agreement, the Government of Canada and the Province of Alberta are providing joint funding of $92.4 million until March 2006 for highway improvement projects in the province. The Canada/Alberta SHIP agreement, signed August 23, 2001, is part of the national $600 million SHIP program announced by Mr. Collenette in April 2001.

Background See also
July 18, 2001 Conservation groups across Alberta are challenging the provincial government to stop private negotiations with two corporations intended to permanently commit to logging over 14,000 square kilometres of forests under long-term contracts of 20 to 25 years.
In southern Alberta, Spray Lakes Sawmills (SLS) is in closed-door negotiations with government to obtain over 4000 square kilometres under a Forest Management Agreement (FMA) including 2300 square kilometres of Kananaskis Country. The company and the provincial government recently boycotted locally organized meetings about the logging contracts. Even local community leaders of Turner Valley have called for public review before any FMA agreements are signed. Public opinion polls have consistently reported Albertans want Kananaskis protected from more development. The groups point to a commitment that the Premier made in May of 1999 to complete a Regional Sustainable Development Strategy (RSDS) for Kananaskis Country. Despite this promise, the Government of Alberta is pushing ahead with plans to turn control of the forests in Kananaskis Country over to Spray Lake Sawmills through an FMA. Further protection measures would require the public to pay SLS compensation.

Canada and Alberta Sign Affordable Housing Agreement
Calgary, June 24, 2002 — Working together to address the affordable housing problem, the Governments of Canada and Alberta today announced the signing of an Affordable Housing Program Agreement which will provide funding over the next five years to help increase the supply of affordable housing in the province. Federal funding of $67.12 million will be matched by an equal contribution from the province and other partners to facilitate the development of affordable housing in high need areas of the province. The announcement was made jointly by the Honourable John Manley, Deputy Prime Minister, Minister of Finance and Minister of Infrastructure and Crown Corporations and the Honourable Stan Woloshyn, Minister of Seniors.

Nearly 60 percent of Albertans, almost 2 million people, live in either Calgary or Alberta Edmonton, and the area around Calgary is the fastest growing region in the Prairies. Climate change is expected to affect life in the city in several different ways. Warmer summers are expected to increase the number of very hot days, decrease air quality, and increase energy demands, due to greater air conditioner usage. On the other hand, warmer, shorter winters mean that heating demands would decline and the need for snow removal would be reduced. In the summer, campers and hikers could enjoy a longer season. However, water-based activities, such as boating and fishing, could be negatively affected. People who enjoy winter activities would find their season shortened. Forests and grasslands
In a warmer climate, the boreal forest, aspen parkland and open grassland, may shift northward. Some scientists predict that much of the boreal forest in the province will be replaced by aspen parkland. Similarly, large regions of aspen parkland are expected to become grasslands. In the northern regions, forest growth may benefit from warmer temperatures and longer growing seasons. However, forest fires and insect outbreaks are expected to increase throughout the province.

News Releases New Global Tobacco Treaty Requires Second Hand Smoke Protection (Edmonton) Starting this Sunday, the Alberta government has an increased obligation to protect the public from second hand smoke, says a national group of Canadian physicians. “On February 27, 2005, the Framework Convention on Tobacco Control comes into force,” said Dr. Charl Els, an Edmonton psychiatrist and the Alberta spokesperson for Physicians for a Smoke-Free Canada. “All countries which are party to this global tobacco treaty – including Canada – have undertaken to protect the public and workers from second hand smoke.” The treaty requires the federal government to remove second hand smoke from workplaces and indoor public places under its jurisdiction, and to actively promote other levels of government (like the Alberta provincial government) to take similar measures.
“The federal government was very careful to obtain the consent of all the provinces before ratifying the treaty,” explained Dr. Els. “They did not impose this on Alberta, the government of Alberta was consulted about and, as far as we know, agreeable to the treaty coming into force in Canada.”

EDMONTON A new Alberta government "most-wanted" Web site has helped locate seven deadbeat dads since its launch a month ago, but is coming under heavy fire from an organization that argues it violates privacy laws.
The site posts pictures and vital statistics of fathers and mothers who haven't paid child support for at least a year and whose whereabouts are unknown.
The initiative, which was formally announced Nov. 20, netted tips that allowed investigators to locate seven men, most of whom were in Alberta, and arrange payment schedules. Officials found an eighth father between the time of the Web site's creation in the summer and its public launch, and are currently tracking down two others.
The Equitable Child Maintenance and Access Society, which advocates for the rights of non-custodial parents and grandparents, wants the Web site shut down. The organization's Calgary chapter is examining its options, which include discussions with the government, a challenge of Alberta's privacy laws or a court case on constitutional grounds.
