Cooperation not isolation Strengthening Alberta's role in Canada The following is a summary of the Canada West Foundation’s submission to the Alberta MLA Committee on Strengthening Alberta’s Role in Confederation. Canada West Foundation made a presentation to the committee when it stopped in Calgary on March 4, 2004. On behalf of the Canada West Foundation, we would like to congratulate the Alberta government on its efforts to ensure that Alberta ’s role in Canada is strengthened and improved. The Canada West Foundation agrees that it is critical to the future of Alberta and Canada alike that Alberta viewpoints, interests and voices have their appropriate level of influence in federal decision-making. We feel the committee should focus its attention on strengthening Alberta’s influence in Canada, strengthening the West as a region, and ensuring public policies benefit Albertans.

Making Alberta's 2004 Senate Elections Relevant The Alberta Government’s just-announced decision to hold Senate elections in conjunction with the upcoming Alberta general election is both an opportunity and a potential disaster. On the one hand, reinforcing the need for Senators to be elected is essential to strengthening Canada’s claim to be a democratic country governed by representatives chosen by its citizens. On the other hand, to simply elect another three people to sit around and wait for democracy to triumph over patronage is naïve and a sure way to increase political cynicism and alienation. In 1998 Albertans elected two Senators in waiting with the expectation that democracy was a more powerful force in Canadian politics than patronage. They were wrong – patronage remains the dominant force in Ottawa.

What is the opinion of federal, provincial and municipal governments as to the effect of current or proposed trade and investment agreements such as NAFTA, FTAA and the MAI on their ability to fulfill obligations under the Covenant and what processes have been put in place to review this question? Alberta believes the Canada - U.S. Free-Trade Agreement and the NAFTA have not had any detrimental effect on the ability of the province to pursue and implement economic, social, or cultural policies it considers appropriate and necessary for the well-being of all Albertans. To the contrary, the Canada - U.S. FTA and NAFTA have provided substantial economic benefits to the provincial economy, resulting in better circumstances than would otherwise have been the case to pursue broader economic, social and cultural objectives. With respect to the Free-Trade Agreement of the Americas and the Multilateral Agreement on Investment, as there are no agreements in place (they are currently being negotiated), there are no actual circumstances to evaluate as to their effect on the province. As is the case in the negotiation of all of Canada's international trade and investment agreements, the province participates fully to ensure that its interests and concerns are addressed

Government Willing to Debate Possibility of Province-Wide Smoking Ban
HRinfodesk-Canadian Payroll and Employment Law , January 2005 On January 21, 2005, the Alberta Premier Ralph Klein backed off his declaration that there won't be a province-wide smoking ban while he's in charge, saying he's now open to having a debate on the issue. The Alberta government believes that municipalities should handle smoking by-laws including necessary bans, but has decided to let the people decide. It goes without saying that provisions banning smoking in all public places across Alberta would minimize and help prevent the harm caused by second hand smoke to individuals including employees. Health Minister Iris Evans stated that she hopes to have a draft of the legislation ready by the end of February for review by the Standing Policy Committee before it is submitted to public hearings.

Having already established a strong base in microsystems technologies, including micro electromechanical systems (MEMS), the Edmonton region is now in the midst of nurturing Canada's foremost cluster in nanotechnology. Nanotechnology, the science of manipulating individual atoms and molecules, is at an early stage of development. Nonetheless, nanoscience has already produced a wide range of consumer products from wrinkle-free pants and self-cleaning windows, to better tennis racquets and lighter, stronger auto parts. According to the U.S. based National Science Foundation, the world-wide market for nanotechnology-derived goods and services could reach US$1.5 trillion by 2015. Edmonton's "small" tech community currently comprises at least 19 commercial organizations with world-renowned expertise in such areas as microfluidics, optical MEMS devices and 3D convergence. The community is now united under a new cluster champion, NanoMEMS Edmonton, formed in 2003.

the Inherent Right and the Negotiation of Aboriginal Self-Government
Message from the Ministers On behalf of the Government of Canada, it is an honour for us to present an historic new partnership with Aboriginal peoples designed to implement the Inherent Right of Self-Government. The recognition of the Inherent Right of Self-Government under section 35 of the Canadian Constitution has been the cornerstone of our government's Aboriginal policy since our election in 1993. Creating Opportunity: The Liberal Plan for Canada (The Liberal Red Book) clearly outlined our commitment to act on the implementation of this fundamental right for Aboriginal peoples. The development of this policy has included a broad-based consultation process which involved representations from Aboriginal leadership at local, regional and national levels. Also included in these important discussions on this policy development were all provincial and territorial governments as well as other groups across the country. The objective of the federal government is clear. Significant change must be made to ensure Aboriginal peoples have greater control over their lives. The most just, reasonable and practical mechanism to achieve this is through negotiated agreements.

INTELLECTUAL PROPERTY AND GOVERNMENT PROCUREMENT Background Forward-thinking governments let contractors keep intellectual property they develop in the course of government procurement contracts. They know that doing so stimulates the growth of high tech industries, encourages economic development and ultimately leads to higher tax revenues. This is the policy of the United States and the Government of Canada. The Government of Ontario is in the process of shifting its IP policy from taking IP from contractors to letting contractors keep it. We urge the Government of Alberta to assume a leadership role in this important area of public policy and ensure that ownership of the underlying intellectual property that has been used to create the materials contracted for by the Government remain with its creator. Benefits of Private Ownership The benefits of private ownership of IP are well established, and recognised by many governments. Private ownership of IP created under government procurement contracts stimulates the growth of the contractors, and of the economy as a whole.
