Kosovo Albanian rebels say they will sign peace deal

PRISTINA, Yugoslavia (CNN) Rebel Kosovo Liberation Army leaders have approved the terms of a proposed peace plan for Kosovo and are prepared to sign it, the U.S. State Department said Monday. State Department spokesman James Rubin said following several hours of talks with U.S. Kosovo envoy , KLA leaders "asked him to tell Secretary (of State Madeleine) Albright that they have approved the agreement as negotiated at Rambouillet and that they have authorized its signature." But Rubin was guarded in his reaction to the KLA announcement, saying it was important for the rebels to actually sign the document, not merely promise to do so.

    TIRANA, Albania (CNN) Yugoslav troops crossed the Albanian border and seized a village inside Albania after a gun battle with border guards Tuesday, Albanian officials and international monitors said. Yugoslav infantry occupied the village of Kemenica, about two kilometers (1.2 miles) inside the Albanian frontier, Foreign Ministry spokesman Sokol Gjoka said. Gjoka said the attack came after a two-hour artillery barrage by Yugoslav gunners. He said Albania would take steps to repel the attack "in close coordination with our allies and especially with NATO forces."

Meanwhile, opposition supporters are planning a peaceful protest at 5 a.m. EDT (0900 GMT) Wednesday in their bid to oust the government. Nano, addressing parliament late on Tuesday after Monday's unrest during which armed men looted his office and residence, said the government was determined to crush any attempt to destabilize the country. "We have told the Interior Ministry to invite everyone in possession of weapons at the Democratic Party head office to hand them over. A dangerous arsenal is still in their hands.

    Albanian rebels vow to disarm
    Ethnic Albanian rebels in the NATO buffer zone KONCULJ, Yugoslavia The commander of ethnic Albanian guerillas in southern Serbia says his group will demilitarise, demobilise and disband by the end of the month. Shefket Musliu, of the UCPMB, signed a commitment on Monday in front of a Nato official near the Kosovo border. But it is not clear if all insurgents will respect the agreement. This comes just a day after Serbian officials signed an agreement with NATO about a complete return of the Yugoslav army and Serbian police into the Kosovo buffer zone, scheduled to take place on Thursday. In recent weeks the Serbs have been gradually returning to the zone, which was created in 1999 when NATO moved into Kosovo. However, ethnic Albanians have used it to attack Serbian security forces outside the zone. Riza Halimi, mayor of the town of Presevo, said that rebel leaders and international official met on Monday morning in the village of Konculj in the Presavo valley to discuss details of the agreement.

    SKOPJE, Macedonia (CNN) Former U.S. Senator Bob Dole, who traveled to the Balkans as part of Washington's latest Kosovo peace initiative, said on Friday that ethnic Albanian leaders would soon sign a peace agreement. Dole, addressing a news conference after holding talks in Skopje, said ethnic Albanian leaders assured him they would finish consultations with their communities this weekend and were willing to sign a peace agreement immediately after that. The draft peace accord was presented at a first round of Kosovo peace talks in France last month. Those talks ended inconclusively but the ethnic Albanians said they would sign the document at the second round of talks, scheduled for March 15 in France. The proposed peace agreement would give ethnic Albanians wide-ranging autonomy but would leave Kosovo an integral part of Yugoslavia.

U.N. and NATO personnel are in Kosovo, following NATO's 11-week air war against Yugoslavia, which was aimed at stopping what NATO called the Serbs' brutal campaign to rid the province of its ethnic Albanian population.
