Web posted at: 11:39 p.m. EDT (0339 GMT) TIRANA, Albania (CNN) Albania's internal strife intensified Thursday as the government moved closer to arresting former President Sali Berisha on charges of fomenting anti-government riots that have killed seven people and injured more than 70. A parliamentary commission recommended that Berisha, a member of Parliament, be stripped of his immunity against arrest. The full Parliament is expected to take up the matter Friday. A defiant Berisha said he welcomed the recommendation. "Twice I have felt proud of myself in 1991 when I saw with my eyes how my people stood up (to communism) and now," said the former president, who called on his supporters to turn out in force Friday for a protest rally that some observers fear could trigger more violence. Earlier Thursday, Berisha led 3,000 supporters of his Democratic Party through the streets of Tirana in a peaceful march. He and his party have denounced the government of Socialist Prime Minister

Geography
Area: 28,748 sq. km. (slightly larger than Maryland).
Major cities: Capital Tirana (700,000). Others Durres (400,000), Shkoder (81,000), Vlore (72,000).
Terrain: Situated in the southwestern region of the Balkan Peninsula, Albania is predominantly mountainous but flat along its coastline with the Adriatic Sea.
Climate: Mild temperatecool, wet winters; dry, hot summers. People
Population (June 2002 Institute of Statistics est.): 3,129, 000. Growth rate (2001 est.): -0.88%. Ethnic groups (2004 Foreign Ministry and Institute of Statistics est.): Albanian 98.6%, Greeks 1.17% (Note: The 1989 census, the last official census to record ethnic data, listed the ethnic Greek population at 2%; estimates by the Greek community itself place the number as high as 10%.), others 0.23% (Vlachs, Roma, Serbs, Montenegrins, Macedonians, Egyptians, and Bulgarians). UNDER SECRETARY GROSSMAN: Thank you very much. Let me first of all thank all of you for taking time to visit with us this evening, and may I thank the Minister and all of those we have seenthe President, the Prime Ministerhere in Tirana today. We are grateful for your hospitality. May I also take the opportunity, here in public, to pay tribute to Ambassador Jeffrey and the outstanding team of Americans that we have representing us in Albania. We admire what they do; we support them. Mr. Minister, I have had the chance with both the President and Prime Minister to thank Albania for its efforts in the global war on terrorism, for your deployments in Iraq, to the ISAF to Afghanistan, and to Bosnia. Mr. Minister, you know that on Tuesday in Brussels I had a chance to consult the North Atlantic Council on a plan to accelerate the process of Euro-Atlantic integration for the Balkans and to remind people that the vision we have is for a Europe whole, free, and at peace. As I reported to the President and the Prime Minister, I think that after ten years of military, economic, and political commitment, we have established a foundation for self-sustaining progress in the Balkans. And Albania is a very important model in this regard. When you consider that we stopped a war in Bosnia, we prevented a humanitarian catastrophe in Kosovo, and we defused the conflict in Macedonia. Our goal is to bring the Balkans into Europe and to hasten the day when we will have stable, peaceful, and multiethnic democracies.

Italy will partner with the United Nations to help the Albanian Government develop a number of projects in the e-accounting and e-customs areas. The initiative, taken in the framework of the " E-Government for Development " initiative, was announced on 20/09/2004 by the Italian Department for Innovation and Technologies. Based on an agreement reached during a recent visit of Italian experts and officials to Tirana, this initiative aims at assisting the Albanian authorities with the modernisation of their customs and public accounting processes A team of experts from the Technical Unit “e-government for development” of the Department for Innovation and Technologies will thus help the Albanian government develop e-customs and e-accounting applications and services, which will be made available over a planned government network called GovNet. CEEBIC Investment Climate Statement Albania presents a challenging investment climate, despite government encouragement of foreign direct investment. Albania's developing market economy, however, offers opportunities for investors willing to face significant difficulties and risks. Albania was among the last states to overcome communism; decades of Stalinism, central planning, and isolationism ruined the economy. The country experienced violent unrest and destruction of property both with the fall of communism in 1991 and after the collapse of pyramid investment schemes in 1997. Albania remains among the poorest countries in Europe. Both physical and financial infrastructure remain under-developed. Corruption remains widespread and crime, while still problematic, has fallen significantly due to stepped up government efforts to improve public order. Albania offers considerable natural resources, including oil, gas, and coal, iron, copper and chrome ores, and water and hydroelectric potential. The International Development Association (the World Bank) has approved a credit of US $ 10 million to the Albanian Government under its Private Sector Recovery Project to support a Political Risks Guarantee Facility, to be administrated by the Albanian Guarantee Agency. What is the Political Risks Guarantee Facility ?
It is a program to give guarantees to private sector entities that have financial exposure in Albania for a productive purpose. The guarantee covers a range of political risks, including the risk of civil disturbance of the kind experienced in March of 1997. The guarantee program is designed to provide security and protection against loss arising from political risks, thereby providing confidence to potential exporters and investors in Albania who are not making purely equity investments. These risks may be summarised as follows:
  • war and civil disturbance;
  • civil commotion ( including the kind of civil commotion experienced in March 1997;
  • acts of the Albanian Government which prevent an Albanian entity or a guarantee holder from transferring or obtaining foreign currency to pay a guaranteed credit, or acts which impose unfair or discriminatory exchange rates;
