    As long ago as the 16th Century, the reformist Jesuit missionary Francis Xavier criticised his predecessors in Goa for attempting to win the province by involving its political leaders in elaborate rituals in the European style Gothic cathedrals they were building. He saw these leaders, steeped as they were in pagan and occult practices, as infertile soil for the Gospel and advocated the building of schools where children could be taught Christianity, thereby winning the province in one generation. "Don't build churches, build schools!" he said. Danish pietist Bartholomew Ziegenbalg established five principles, broadly followed by pioneers like William Carey, on which most modern missions would base their strategy (see Stephen Neill's book on the History of Christian Missions, published by Penguin).

    Albanian Encouragement Project by Art Moore
    As a cooperative mission effort in Europe, the Albanian Encouragement Project (AEP) may be unique. The 30 evangelical missions in this coalition, while maintaining their autonomy, do work together on common objectives. AEP's primary aim is to see indigenous churches planted in all of Albania. As inter-mission relationships develop, information-sharing and cooperative efforts happen more through natural ties than through formal structures. Missionaries from two different missions, for example, have joined forces to develop a training program for church-planters. In addition to church-planting, AEP has developed common objectives in theological education, literature work, and relief and development. AEP intends to gradually turn over the above functions to an indigenous alliance of evangelical churches known as the Evangelical Brotherhood. The use of that name links the present evangelical movement to one that existed in Albania before World War II. While serving member missions, AEP desires to provide others ministering, or considering ministry, in Albania with helpful information. Churches and mission organizations caught up in the excitement of the new openness in Albania must know that the essential need now is for church-planters who are willing to take at least a year or two to learn the language and begin to understand a very complex culture. Foreigners who come offering a fast fix will be welcomed by Albanians, but will do little of lasting value.

    Although the exact origin of Albania is not entirely known, records exist that trace their evolution from the ancient Illyrians. The Illyrians, who are believed to have evolved directly from the Stone Age, occupied the western area of the Balkans, from modern Slovenia to approximately half of the way through modern Greece. Shkodra, now the most important city of northern Albania, was the capital. The Illyrians were sociable and hospitable people, much like Albanians today. They were also daring fighters and known for their bravery in war. Around eight to six century B.C., the neighboring Greeks began to create a string of colonies along the Albanian borders. Closer now to the more advanced Greeks, the Illyrians were greatly influenced and began to evolve politically and economically. Unfortunately, the evolution was hampered by what would become a continuous string of foreign attacks. Seeing Albania as a valuable entrance to the Adriatic Sea, Rome attacked and defeated the Illyrians in 229 B.C. The Romans ruled for six centuries, a time in which art and culture flourished. The Illyrians, however, resisted assimilation and allowed their language and traditions to survive. Eventually, the Roman Empire did fall, dividing Albania into halves, and allowing the Byzantine Empire to assume control. Under the rule of the Byzantines, the Illyrians suffered constant devastation by raids from the Visigoths, Huns and Ostrogoths. Once again, however, the Illyrians allowed their language to survive by resisting all attempts by their attackers at assimilation.

    The presence of the Albanians in southeastern Europe has been documented for about a thousand years now, but their roots go back much further into the mists of antiquity. Originally a small herding community in the most inaccessible reaches of the Balkans, the Albanians grew and spread their settlements throughout the southwest of the peninsula. With time, as well as with innate vigour, unconscious persistence and much luck, they came to take their place among the nation states of Europe.
    Even today, however, as the twenty-first century dawns, the term 'nation state of Europe' is perhaps inappropriate for the Albanians. Their life and their culture are those of a developing country, of a Third World nation struggling for survival in every sense of the word. In material terms, they have been deprived of all but the bare essentials needed to stay alive. Indeed, the historical, political, economic and cultural development of the Albanians has been so arduous that those who know them well, can do little but marvel at how they have managed to survive as a people at all.
    Only in one sense have the Albanians been rich. Their traditional folk culture, which evolved over the centuries in relative isolation, offers a surprising wealth of elements. Yet this culture, without a knowledge of which the Balkans cannot be fathomed at all, remains little known in the Western world, even among ethnographers and anthropologists specialising in the Balkans. The present work endeavours to fill this gap, however modestly.

    178 pp. PREFACE SHKODRA AND THE CULTURE OF THE NORTH Although creative writing in Albania goes back to the 1600s, it was only in the early decades of the twentieth century, after the declaration of Albanian independence, that a certain tradition was established in literary prose. The focus of this writing, and the centre of Albanian literature and culture at the time, was the town of Shkodra, the capital of northern Albania.
    Set on the banks of a sparkling lake at the foot of the wild and rugged mountains of High Albania, Shkodra, formerly Scutari, was once the largest and most flourishing town in the country. Even today, though it has suffered much destruction and decay from years of neglect and isolation, including half a century of Stalinist dictatorship and a severe earthquake in April 1979, it remains the cradle of northern Albanian culture. Its mighty fortress, Rozafa, still rises proudly over the Drin and Buna Rivers as a symbol of Shkodra's will to survive.
    Shkodra itself was a hybrid town. The half-Catholic, half-Muslim population was western-oriented and had close ties with Italy. In the nineteenth century, the Catholic Church had opened the first schools here in which the Albanian language was used as a medium of instruction, and cultural associations were founded under the aegis of the Austro-Hungarian
