Governor of Alaska Dr. Clifford Hartman Commissioner, Department of Education Dr. Walter Soboleff Chairman, Alaska Board of Education Honorable Members of the State legislature Ladies and Gentlemen: In October 1969, Mr. James Harper, Director of Regional Schools for the State of Alaska, requested the State Commission for Human Rights to do a study of the William E. Beltz School in Nome. The request arose out of the concern which Mr. Harper and the Commission shared over the suspension of a number of students for drinking offenses. However, both the Commission and Mr. Harper felt that a comprehensive survey of the operation of the school should be made, since the successful education of our Native youngsters is of vital importance to the State, and since a knowledge of the successes and failures of Beltz could be applied to other regional schools as they open throughout the State.

Alaska's Bering Strait School District - GCI SchoolAccess Distance Learning Service

Largest School : 200 students The Bering Strait School District (BSSD) extends along the coast of the Bering Sea, encompassing a series of small villages in an area larger than the state of Minnesota. Many of the district's fifteen schools are only accessible by helicopter for nine months of the year. The schools' remote locations present unique challenges for teachers and students to access quality curriculum materials and instruction. With the introduction of GCI's SchoolAccess Distance Learning Service (DLS), students and teachers in rural schools are now presented with new educational opportunities, within the school district and around the world. SchoolAccess DLS is an extension of GCI's K-12, education-focused SchoolAccess program. It includes videoconferencing technology that enables live, interactive delivery of audio and video distance learning courses. The technology has resulted in remarkable educational improvements and new experiences for BSSD students. GCI is now in its eighth year of providing SchoolAccess services to BSSD, with SchoolAccess DLS in its second year of service. Each year, more than half of the 1,753 students in the district engage in distance learning. This technology provides students with access to courses otherwise unavailable in their small, geographically isolated schools, bringing the same choices in education to all students. Every student in BSSD has access to broadband, and subsequently, access to a world of opportunities.

ALASKA’S UNIQUE DROPOUT PROBLEMS Ann Ousterhout Mrs. Ann Ousterhout received her B.A. in psychology at the Willamette University in Salem, Oregon. She holds two master’s degrees from the University of Hawaii, in education administration and in general education. She has been a teacher and counselor in Alaskan schools since 1959, and currently is teaching English at the University of Alaska in Juneau The history of education among Alaskan Indians has involved some unique features, when compared to that of American Indians in other sections of the United States. For one thing, Alaska’s Indians, Eskimos and Aleuts have never been relocated to reservations, nor removed from lands they once occupied. Nevertheless, they have been included in such services as the federal government has provided to other American aborigines, and these have been largely in the form of health and educational services. By mandate of the First Organic Act of 1884, the Secretary of the Interior was to provide education for the children of Alaska "without reference to race" (see Note 1). Locally controlled schools date from the early 1900s, particularly from the Nelson Act of 1905, which allowed the establishment of schools

Funds Released for Alaska Native Education Programs The Department of Education has informed Senator Ted Stevens that several Alaskan groups and schools will benefit from funds he secured to implement the Alaska Native Education Equity Act. The funding was part of the Fiscal Year 2002 Labor and Health and Human Services Appropriations bill, which also funds the Department of Education. "I'm pleased to see these funds being awarded to Alaskan organizations and schools. Funds authorized through the Alaska Native Education Equity Act expand the educational opportunities for all Natives in our State and provide needed training for parents and teachers," said Stevens. The Alaska Native Education Equity Act, authored by Stevens, was included as an amendment in the No Child Left Behind Act, passed in December of last year. The amendment increased authorized annual funding and expanded activities authorized under the Alaska Native Education Act. Those receiving grants are: • $307,173 for the Sealaska Heritage Institute to develop curricula, lesson plans and teaching materials for Tlingit language partial immersion classes tailored to kindergarten, first grade and second grade, and to train prospective and current educators to use the materials.

Among the vetoes were: $100,000 cut from the operations of the state libraries. $69,400 cut from the archives office.
