I. Introduction This plan was prepared in accordance with Public Law 104-208, the Library Services and Technology Act of 1996. Its purpose is to comply with Section 224 (b), and to show how funds under the Act will contribute to meeting library needs in the state. The plan has been written and reviewed by the Alaska State Library with the advice of the Governors Advisory Council on Libraries. It includes goals and priorities aimed at enhancing electronic access to information, sharing resources among libraries, and improving the delivery of library services to underserved populations. Also detailed are the activities and programs the State Library will implement to accomplish these goals and the policies and procedures for evaluation of these programs. The overall goal of the State Library program is to assure access for all Alaskans to the library resources necessary to meet informational, educational, cultural and recreational needs. II. ALASKA READS visiting author, Tony Johnston, will be visiting 8 ASD elementary schools as part of the ALASKA READS statewide program. She will also be visiting Hoonah, Fairbanks, and Wasilla. The schedule in the Anchorage School District is really a mini-marathon. Ruth Jean Shaw will be leaving each site with the author 30 minutes before the next episode is scheduled.

ANCHORAGE SCHOOL DISTRICT LIBRARY PROGRAM AND LIBRARY TECHNOLOGY
A strong belief that school libraries are essential for student achievement was the impetus for placing school libraries and school librarians in the educational program. Along with the goal of placing school librarians in each school, a centralized library-processing center called Library Resources was established. Information retrieval capability is provided to each school library for the contents of the entire library collection in the district as well as individual library centers.
To provide access to the resources that are needed in the educational program, each school has a school librarian to administer the library program. The school library center must have the support of the community, the district administration and the teachers in order to provide all students with the capability to be well-educated participants in the future.
A school librarian manages each school library. The school librarian is responsible for the collection development plan and expanded use of all materials available. Instructional strategies in the library are developed in collaboration with teachers in each school building. Content housed in the library comes in many formats: books, serials, multimedia, computer software as well as access to what is not in the library. Electronic access is available with the network infrastructure currently in place.
By 1983 secondary schools were able to obtain computer equipment and the library index known as LaserCAT was distributed in compact disc. Soon building level software (Follett Catalog Plus and Circulation Plus) was obtained for an automated circulation system using a local area network concept. Most secondary schools and only a few elementary schools had this capability.

During the late spring months, several more Alaskan librarians announced retirements. Nancy Lesh, Tohsook Chang, Alden Rollins and Dennis Walle from the University of Alaska, Anchorage, Consortium Library, recently retired. All have plans to work part-time for the library. Jan Fortune, Pearl Creek Elementary School Librarian in Fairbanks, and Sandy Farrell, University Park Elementary School Librarian in Fairbanks, retired in June. Della Mathis, School Librarian Coordinator for the Alaska State Library, will retire at the end of July. Jack Rasmussen, Fairbanks North Star Borough Public Library's Public Services Manager, has retired. He will be working as a half-time Reference Librarian in the same system. Susan Metzker, director at the Nome Public Library, is leaving Alaska to return to Ohio. Mary Ellen Baker, Wasilla Public Library Director, has announced her resignation effective August 31. Rita Dursi Johnson will be leaving the Egan Library at the University of Alaska, Southeast early in July. She has accepted a new position as Director of the St. Andrews Presbyterian College Library in Laurinburg, North Carolina.

Emily DeForest is retiring as Library Director at the Kenai Community Library, a position she has held since 1970. She officially retires at the beginning of March. The University of Alaska-Anchorage selected Stephen Rollins to be the new Dean of the Consortium Library. Mr. Rollins comes to Anchorage from the University of New Mexico where he was Associate Dean of Library Services and Director of the Zimmerman Library. Cheryl Pearson, Seward Public Library Director, has announced her resignation. Cheryl will be filling in for four months at the Kegoayah Kozga Public Library in Nome for Director Susan Metsker. Susan is taking a four-month leave of absence to work on her MLS at Kent State University. Patricia Linville has been hired as the new Director at the Seward Public Library. Patricia worked previously at the Seward Middle School. Kelly Skogseth has resigned from the University of Alaska-Southeast, Ketchikan campus library, to take a position for CIS. John Kawula, formerly of Pacific Lutheran University, is the new Government Documents and Maps Librarian at the University of Alaska-Fairbanks, Rasmuson Library.

    • ALA suggests that service to all of the citizens of the state of Alaska be based on those offered to the highest income residential area in Anchorage.
    Support for Rural, Insular and High-Cost Areas: What Services to Support
    • ALA suggests that if the majority of U.S. subscribers have services available which are not offered in Anchorage, Alaska then those services be included in state's benchmark. In Alaska, it is quite probable that telecommunications services deemed essential by a majority of schools and libraries for educational purposes may not be "subscribed to by a substantial majority of residential customer." The following basic services should be included among those core services that are included in the definition of universal services for educational purposes with the "point of presence" being every school office, classroom and publicly funded library in America: voice grade access to the public switched network, with the ability to place and receive calls; touch-tone; single party service; access to emergency services; and access to operator services.
    How to Implement
