PURPOSE OF THE REPORT In accordance with Title 24 of the Alaska Statutes and a special request by the Legislative Budget and Audit Committee, we performed a special review of the Housing Assistance Loan Fund (HALF) and its use by the Alaska Housing Finance Corporation (AHFC) to fund rural housing programs. The objectives of this audit were to determine: (1) whether the barriers to home ownership financing in rural Alaska at the inception of the State’s rural housing programs still exist, and (2) whether the Housing Assistance Loan Fund is necessary to provide home ownership financing in rural Alaska.
