About NETC
The Northwest Educational Technology Consortium (NETC) has been providing services and products in the Northwest since 1995. The consortium is made up of the state education agencies from Alaska, Idaho, Montana, Oregon, and Washington, and the Northwest Regional Educational Laboratory in Portland, Oregon. NETC is one of the network of 10 Regional Technology in Education Consortia in the U.S. and receives funding from the U.S. Department of Education.
Mission
The mission of the Northwest Educational Technology Consortium is to provide professional development opportunities, access to technical assistance, and support for collegial interaction that allow and encourage educators throughout our region, and especially in K-12 schools, to become informed and fearless users of technology.

Our vision is for:

Professional Development Systems:
A Simplified Framework with State Examples
Comprehensive professional development systems for early care and education personnel are accessible and based on a clearly articulated framework; include a continuum of training and ongoing supports; define pathways that are tied to licensure, leading to qualifications and credentials; and address the needs of individual, adult learners. Enhancing a spirit of life-long learning is one goal of any professional development system; similar to this goal, a professional development system itself is never a finished product and should continually evolve and be refined to best meet the needs of the population it serves. Within professional development systems are several interconnected components. These components fall under five broad elements: 1) Funding; 2) Core Knowledge; 3) Qualifications and Credentials; 4) Quality Assurances; and 5) Access and Outreach. TIME LINE for PLANNING for SCHOOLS and LIBRARIES
A tech plan covering the year for which you are applying must be written at least in draft by the time you file a Form 470. It must be finished and approved before services start. EVERY PLAN must include a budget covering the year in question. One efficient way to handle this update is to use the Budget/Inventory Analysis sheets [see next section] to do a yearly review of your plan and finances. Draft plan written before filing Form 470 in fall or early winter

What: A regional conference to assist leadership teams in developing plans for professional development to advance improvement initiatives in science and mathematics education. Organized by the Science and Mathematics Consortium for Northwest Schools , in cooperation with the National Staff Development Council and leading educational agencies in Alaska, Idaho, Montana, Oregon, Washington and British Columbia. Why: Expand local, state, and regional capacities for designing and implementing quality staff development. Provide "How To" technical assistance relating professional growth endeavors to National standards for staff development framed by NSDC, NCTM, and the National Research Council. Develop leaders who facilitate the staff development planning process. Disseminate strategies for strengthening existing professional development programs, including the alignment of staff development goals with research-based instruction and assessment procedures. Create networks and extend linkages and collaboration among those involved in professional development.

There are still jobs available - inlcuding many openings posted in the last two weeks - as we approach the beginning of the new school year. Quality candidates can expect a great deal of personal attention from districts.
Whether you are just starting your job search for an Alaska teaching or administration position, or have been at a while this coming weekend is a great opportunity for candidates to virutally meet districts at Alaska Teacher Placement.
ATP's 2005 Virtual Job Fair is scheduled for Saturday, August 13th from 9:00 a.m. to 11:30 a.m. Alaska Time . This is 4 hours behind Eastern Time, and one hour behind Pacific Time.
Since district hiring time lines are very tight for August openings, only certified educators will be eligible to participate.

Director of Information Support Services Frank Love Human Resources Administrative Officer Diane Barrans Executive Director As the chief executive staff of the Alaska Commission on Postsecondary Education and the Alaska Student Loan Corporation, Diane Barrans leads an agency dedicated to reaching every Alaska resident to provide access to higher education through quality financial aid products supported by quality service.  Barrans’ management team is focused on maintaining the Corporation's financial health to enable the Commission to offer competitive financial aid products and expanded public services. Barrans assumed Executive Director duties in July of 1995. She previously served for twelve years in a variety of Commission operations and management positions, most recently as program coordinator from 1989 to 1993 and director of student financial aid programs in 1994/1995.  Her depth of experience in agency operations provides a unique foundation for the dynamic, team leadership strategy that has achieved consecutive years of positive financial and operational successes. Currently in her third term, Ms. Barrans is one of three Alaska members of the Western Interstate Commission on Higher Education (WICHE).  She was reappointed by Governor Murkowski in August 2003.  In November 2004 Ms. Barrans assumed the position of Chair of the WICHE Commission.  Alaska has participated in the 15-state regional education compact since 1955, providing residents with reduced-cost access to higher education programs throughout the west, many of which are not available in the state.

Dr. Kruger, Evaluation Program Unit Manager, is responsible for providing overall management and direction to the unit. His primary duties are designing and implementing evaluation projects, identifying and promoting resource development, supervising program staff, monitoring project activities and budgets, and developing new products and services. Dr. Kruger’s particular areas of expertise are program evaluation, program improvement, data analysis, outcome assessment, evaluation technical assistance, and research methodology.

Dr. Deussen provides leadership for the Reading First Project. She has extensive research experience that includes work with refugees, drug and alcohol prevention and treatment, and education. Dr. Deussen coordinates training for evaluation on-site visit teams and mentors new evaluators. She has a focused interest in the evaluation of reading initiatives and her experience includes the Reading Excellence Act grants for Oregon, Washington, Alaska, and Montana. She is currently directing work on the evaluations of Reading First Grants in Washington, Arizona, Alaska, while advising and providing technical assistance in Montana.
Phyllis Campbell Ault
: Senior Evaluation Advisor
Ms. Ault has experience as a researcher, curriculum and program developer, and teacher. Ms. Ault has been the principal evaluator for numerous grant projects concerned with program and curriculum materials and staff development. Ms. Ault also evaluated technology grants, a statewide school-to-work initiative, and museum learning. She has expertise in conducting site visits, contextual observations, student work reviews, rubric development, data analysis, and evaluation of quantitative and qualitative data. Ms. Ault is currently evaluating two programs to improve the teaching of history and a university-based technology project.
