SUPPLEMENTAL NOTICE OF PROPOSED CHANGES IN THE REGULATIONS OF THE ALASKA COMMISSION ON POSTSECONDARY EDUCATION The Alaska Commission on Postsecondary Education proposes to adopt regulation changes in Title 20 of the Alaska Administrative Code, dealing with regulation of Alaska education loan programs and postsecondary education institutions to revise eligibility criteria; revise limitations on loan amounts; establish a refundable fee for file duplication; revise institutional eligibility for loan programs; revise refund criteria; update certain reference materials; and make general housekeeping revisions. You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to the Executive Director of the Alaska Commission on Postsecondary Education, 3030 Vintage Blvd., Juneau, Alaska 99801-7100. The comments must be received no later than 4:30 p.m. on Monday, August 26, 2002. This is a SUPPLEMENTAL NOTICE to revise the NOTICE OF PROPOSED CHANGES that was issued July 5, 2002, concerning these proposed regulation revisions. This SUPPLEMENTAL NOTICE is being issued because the Alaska Commission on Postsecondary Education has changed the location of its fall quarterly meeting to the Hawthorn Suites Hotel, 1110 W. 8th, Anchorage, Alaska. Oral or written comments may be submitted at a hearing to be held at this meeting. You may participate telephonically, and may obtain the bridge number by contacting ACPE 465-6740 prior to the meeting.

Several public informational workshops, listed below, are scheduled in addition to public hearings so that affected persons may ask questions and receive more information regarding the proposed changes. Recognized as the most comprehensive youth hunting program anywhere in North America, the youth Hunter Education Challenge (YHEC) is NRA's "graduate studies" program in outdoor skills and safety training for young hunters. Open only to those who have completed hunter-safety training at the state-or provincial-level, the program is conducted under simulated hunting conditions to provide the best practical environment for reinforcing and testing a young hunter's skills. From rifle, bow and muzzleloader shooting at life-sized targets, to wildlife identification, to map-and-compass orienteering and more, YHEC participants get hands-on training in eight skills areas, giving them expertise in all methods of take and all types of game. State- and provincial-level YHEC programs, hosted by volunteer instructors, draw an estimated 50,000 youths each year. Top ranked individuals advance to the annual NRA International Youth Hunter Education Challenge, the pinnacle of the program. Since its inception in 1985, YHEC has reached more than a million young sportsmen and women.

Sec. 08.68.010. Creation and membership of Board of Nursing. There is created a Board of Nursing, consisting of seven members appointed by the governor. One member shall be a licensed practical nurse currently involved in institutional nursing service, one member shall be a registered nurse engaged in baccalaureate nursing education, three members shall be registered nurses at large, and two members shall be persons who have no direct financial interest in the health care industry. Sec. 08.68.060. Qualifications of registered nurse and licensed practical nurse board members. The five members of the board who are nurses shall be licensed in the state, and shall have been actively engaged in nursing for not less than four years before appointment, three years of which were within the five years immediately preceding appointment. The provisions of 18 AAC 30.800 - 18 AAC 30.890 apply to day care centers, pre-elementary schools, residential child care facilities, and adult residential care facilities. (eff./4/18/82, Register 82)
18 AAC 30.805. BUILDINGS.
A facility operator shall ensure that (1) floors, walls, and ceiling have smooth, easily cleanable surfaces, except that rough-textured and acoustical tile ceilings are permitted in bedrooms and living rooms; (2) no paint containing lead is used; (3) during insect season, openings to the outside of the building have screens, unless other means are provided to prevent the entry of flying insects; however, screens on windows may not permanently obstruct egress from the building; (4) stairways and steps have handrails and nonslip treads or covering; (5) if infants or toddlers are present, safety gates are used to prevent access to stairs; (6) residual insecticides are not used; (7) hamsters, guinea pigs, gerbils, white mice, domestic rabbits, non-psittacine birds such canaries, and harmless fish are kept in cages or aquariums, and heavy-duty plastic or other water-impervious material is placed under and around animal cages to confine food, droppings, and urine; (8) monkeys, bats, squirrels, skunks, poisonous snakes, water turtles, parakeets, parrots, pigeons, and predatory animals or birds are not kept in facilities; and

When open water was calling in early May, Southcentral anglers were uncertain which fishing regulations were in effect: this year's, last year's, both or neither? Fishermen, fisheries managers and enforcement officers alike were scratching their heads. A Department of Fish and Game news release issued May 15 only added to the confusion. Headlined, "When regulations are not really real," the news release stated that the problem arose because some fisheries opened before regulations adopted by the Board of Fisheries in February had gone through the necessary legal-review process. As a result, some new regulations were neither "in effect" nor enforceable. To make matters worse, the new rules had been outlined in earlier news releases. And worse yet, they had been included in the rulebook for anglers, the "2002 Sport Fishing Regulations Summary for Southcentral Alaska."
