Ms. Garcia is also a scholar at the University of California at Berkeley for the Foundation for Teaching Economics.
Ms. Morgan is also an Ashbrook scholar at Ashland University. Introduction Schools around the United States are now faced with education a growing number of children who lack basic English skills. According to the National Clearinghouse for Bilingual Education , there are 2,437,723 Limited English Proficiency students in the U.S.1 Only a few years ago, many schools had never dealt with a language minority child. Today, an increasing number do. The challenge of providing a quality education to all students is doubled when schools must also teach a child an entire new language as well as academic courses. Over the last 30 years, elected officials, education agencies, and the courts have established guidelines for the education of these students. Federal requirements allow states a wide deal of latitude in selecting the most effective programs for their limited-English-proficient (LEP) students. Many states have enacted their own laws governing the management and style of programs for LEPs. These laws have been developed in cooperation with, or under coercion from, federal agencies and/or activist organizations. The result has been a patchwork of laws and regulations that can vary greatly from state to state.

EC PHARMACY UPDATE
In April 2001, the Alaska State Board of Pharmacy adopted general regulations permitting pharmacists to establish collaborative practice agreements with prescribers. In Alaska, both physicians and advance practice nurses have prescriptive authority and can sign protocols with pharmacists. The new regulations allowed pharmacists to initiate, modify and discontinue drug therapy under protocol with a prescriber. In the same year, to help promote awareness of EC in the pharmacy community, AKECP arranged for Don Downing, a pharmacist trainer from Washington State, to provide EC training. In April 25, 2002, the Board of Pharmacy approved the first collaborative protocols enabling pharmacists to dispense EC in collaboration with a licensed prescriber. Collaboration Between the Governor's Council on Disabilities and Special Education and the Alaska Mental Health Board
The Governor's Council on Disabilities and Special Education and the Alaska Mental Health Board (AMHB) share planning responsibility for services to children with serious emotional disturbances. The focus for the Governor's Council is school based. In the past, the AMHB's focus has been more on services outside school settings. To treat the child as a whole, we acknowledged the need to combine these approaches and to look at services in all environments used by children and their families. In Fiscal Years `97-`98, for the first time, the AMHB and the Governor's Council jointly agreed to plan for areas of overlapping responsibility. Members of the AMHB served on the Governor's Council's team to develop a Plan for Improving Services for Students with Severe Emotional Disturbances (February, 1997). The Children's Action Team for A Shared Vision II reviewed and recommended adoption of the goals contained in the Governor's Council plan. Re-formatted, these appear below. Fuller discussion of each of the goals appears in the Governor's Council document. Additional proposed actions are found in other places in the Children's Services section. Goal 1: Eliminate inappropriate assessment and diagnosis bound services.

The Association of Alaska School Boards encourages each school board to incorporate the Pledge of Allegiance to our nation's flag in a manner that it sees fit as a regular part of each district's daily activities. AASB further urges that every effort be made to inform students of the true meaning of this pledge to deepen their interest and understanding of citizenship and civic responsibility in a democratic society.
Rationale . Public education is the cornerstone of our democracy. School board service, at its core, is one of the most purely democratic institutions in America today. The Pledge of Allegiance is an important civics lesson, recited every day across the nation by school children. (Adopted 2002, Sunset: Nov. 2007) 1.2 Opposing Mandated School Consolidation AASB is opposed to mandated school consolidation because it will greatly reduce local control for a significant number of school districts in Alaska.
