Alaska Boating Regulations and Laws
The Alaska Boater Education Card (also referred to as the Alaska boating license) is proof that a boater has taken and passed an approved boater education course. The Alaska Department of Natural Resources, Division of Parks and Outdoor Rec., Office of Boating Safety currently offers a Boater Education Card to prove that you are a safe boater. This can have benefits such as savings on marine insurance. Many boating fatalities occur because boaters aren't educated about boating safety. The Alaska Department of Natural Resources, Division of Parks and Outdoor Rec., Office of Boating Safety believes that an educated boater is a safer boater.

You can take your safe boating exam directly on the internet at BoaterExam.com . Once you pass the exam your boater education card is mailed to your home. Adoption of emergency regulations for ASL consolidation loan program
NOTICE OF ADOPTION OF EMERGENCY REGULATIONS OF THE ALASKA COMMISSION ON POSTSECONDARY EDUCATION On March 14, 2003, the Alaska Commission on Postsecondary Education adopted, as emergency regulations, changes in Title 20 of the Alaska Administrative Code dealing with the consolidation of loans, including the following: 1. 20 AAC 15.910 was changed to provide that 20 AAC 15.915 – 20 AAC 15.975 apply to the consolidated loan program.
2. 20 AAC 15.171 – 20 AAC 15.199, which establish the AlaskAdvantage consolidated loan program, were added. The emergency regulations took effect March 19, 2003, and will expire July 16, 2003. The Alaska Commission on Postsecondary Education intends to make the emergency regulations permanent. You may comment on the regulation changes, including the potential costs to private persons of complying with the changes, by submitting written comments to the Alaska Commission on Postsecondary Education at 3030 Vintage Blvd., Juneau, Alaska 99801 by mail, or fax to 907-465-3293. The comments must be received no later than 4:30 p.m. on May 30, 2003. If you are a person with a disability who needs a special accommodation in order to participate in this process, please contact Donna Mayfield at 907-465-6740 no later than the close of business on May 2, 2003, to ensure that any necessary accommodations can be provided.

    Federal Laws And Marine Mammal Viewing
    The Marine Mammal Protection Act prohibits the TAKE of all marine mammal species in U.S. waters. Take means "to harass, hunt, capture, or kill, or attempt to harass, hunt, capture, or kill," and harassment means "any act of pursuit, torment, or annoyance which has the potential to injure a marine mammal or marine mammal stock in the wild; or has the potential to disturb a marine mammal or marine mammal stock in the wild by causing disruption of behavioral patterns, including, but not limited to migration, breathing, nursing, breeding, feeding, sheltering." TAKE includes feeding or attempting to feed a marine mammal in the wild. Some exceptions are made for authorized scientific research and subsistence hunting by Alaska Natives.

    CRITICAL PATH contains topics of information that are important to know if one is to have a safe and enjoyable hiking trip in Alaska. Be aware that this page is only a jumping off point. Do not assume that this list is inclusive or that the information contained within it is all that you need to know (please read the below) . If you do not have confidence in any of the below topics, it is up to you to increase your knowledge. I have tried to help in this endeavor by giving you some websites to start you off. Most of the Alaska hike guides cover many of these topics as well. Some skills require as little as an awareness of the fact, others some reading, while others may require a class or teacher.
    Someone in your group should be able to calmly administer first aid if the situation warrants it. I have not included it below, as the topic is too vast and beyond what a web page can provide. You may want to purchase any of the fine books out there on wilderness first aid to test your skill level and determine which areas you or your party are weak in.
    If you have never had a real wilderness experience before, Alaska is not the place to get your feet wet. Restrict your hikes to those near help and require less wilderness skills than what the remote backcountry would entail. Most people who hike and backpack regularly should do fine on most of the trails described in this site. Your knowledge of the topics below should help you decide what level is best for you. For the real remote areas of the backcountry, you may want to consider a guide if you do not have confidence in your skill. For the remote areas at least, I would not advise going alone.
