General Information Wolf Song of Alaska is no longer accepting intern applications for the remainder of 2005 Intern programs at Wolf Song of Alaska are designed to be a mutually beneficial experience for both the intern participant and Wolf Song of Alaska.
Applications to participate in our intern programs are accepted from around the world. We do not have a limit on the number of internships that are granted on an annual basis.
The number of intern participants varies each year. There are usually 4-6 successful intern applicants per year, mostly in the summer months.
Applicants are encouraged to apply for year-round opportunities.

Fast Response Team Forms for Emergency Management Imagery. The Rodeo-Chedeski fires that burned the White Mountain Apache lands and parts of Arizona, and the St. Francis Fire on the Rosebud Reservation and parts of South Dakota led USGS to begin to identify and assemble a response team that will be able to produce imagery for fire emergency responses. The fires, in 2002, prompted the initiation of this informal USGS group in 2003. Portable image acquisition, processing, and analysis equipment will make this team ready to respond to the needs of Tribes, BIA, State, and Federal agencies no matter where the fire emergency. The 2003 International Geoscience Education conference, in Calgary, Alberta, Canada, featured a forum on indigenous geoscience education. Presenters included educators from all continents except Antarctica speaking about communicating earth science concepts. The USGS presented a paper titled, “Working with Native Americans: Examples from the U.S. Geological Survey,” that related collaborations with Tribal colleges and universities, and USGS experiences in encouraging Native students to pursue careers in science. Other papers on diverse educational topics also revealed similarities among Native peoples throughout the world, including cultural and family strengths, remote locations, and economic issues affecting these students. The Russian Church and Native Alaskan Cultures
Native Education
Second in importance to the conversion of Native Alaskans was their education. On the founding of the first Russian colony on Kodiak Island in 1784, a school as well as a church was immediately established. Significantly, the school, supported by the Russian American Company, was bilingual, with studies in Russian and Kodiak (Eskimo). Bilingualism and the close connection between commerce and education were to be hallmarks of the educational system throughout the Russian American era and well into the American period. Undoubtedly the greatest educator in Russian America was Father Ioann Veniaminov, later Bishop Innokentii, who devised an alphabet for the Aleut language, expanded the educational system, and insisted that priests learn Native languages and customs. In 1841, he established the ecclesiastical seminary at Novoarkhangelsk (Sitka), which included coursework in Latin, trigonometry, navigation, medicine, and six years of Native languages. Local parish schools offered reading, writing, and arithmetic, Biblical history, penmanship, music, and, at times, as many as four languages simultaneously: Russian, Old Church Slavonic, English, and a Native language. Indeed, the stories of the many remarkable graduates of the Church system, mostly Creoles like the priest Iakov Netsvetov and the explorer-soldier Alexander Kashevarov, are among the most moving in the history of Russian America. The Russian American tradition of bilingualism is often contrasted with the American system, dominated by the Presbyterian minister Sheldon Jackson. Appointed the first Federal superintendent for public instruction in 1885, Jackson decreed that only English could be taught at schools. His antagonism toward the "Greek" church prevented his recognizing the unusual success of the bilingual Russian program, whose effects are still evident today.

For the reasons stated infra, Alaska did not submit its notice of intention by the date prescribed by 20 U.S.C. 240(d)(2)(C)(i). Accordingly, it is not necessary to address the merits of the remaining issues; the determination by ED is reversed; and the certification of Alaska's program for the 1989 Federal fiscal year is denied.
I. OPINION
In 1974, Congress reversed its approach regarding whether a state may consider Federal impact aid payments received by its local educational agencies in determining the amount of state aid received by these agencies. While it retained the general prohibition denying Federal impact aid payments to local educational agencies, it enacted an exception in the form of 20 U.S.C. § 240(d)(2)(A). Under this exception, a state could take Federal impact aid payments to local educational agencies into consideration in determining the amount of state aid to such agencies "if a State has in effect a program of State aid for free public education . . . which is designed to equalize expenditures for free public education among the local educational agencies of that State."
