U.S. Education Spending: 1999-2000
Nearly $373 billion of revenues were raised to fund public education for grades prekindergarten through 12 in school year 1999–2000. Current expenditures (those excluding construction, equipment, and debt financing) came to almost $324 billion. Three out of every five current expenditure dollars were spent on teachers, textbooks, and other instructional services and supplies. An average of $6,911 was spent on each student—an increase of 6.2 percent from $6,508 in school year 1998–99 (in unadjusted dollars). Total expenditures for public education, including school construction, debt financing, community services, and adult education programs, came to nearly $382 billion. These and other financial data on public elementary and secondary education are collected and reported each year by the National Center for Education Statistics (NCES), U.S. Department of Education. The data are part of the "National Public Education Financial Survey" (NPEFS), one of the components of the Common Core of Data (CCD) collection of surveys.

What are the Regional Resource Centers?
The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.

Amid considerable publicity, in January 2002 President Bush signed a 670-page reauthorization of the Elementary and Secondary Education Act (ESEA) of 1965. Popularly known as The No Child Left Behind (NCLB) Act of 2001, NCLB strengthens the federal pressure on all states to pursue a standards-based reform agenda. This includes high academic standards for all students; extra support to help students and schools meet those standards; increased flexibility for local schools in order for them to do so; and greater accountability for the results, particularly as measured by student performance on standardized tests. A large portion of NCLB funding is under the Title I program area, which is aimed at schools serving students living in poverty. However, funding under other titles is not necessarily based on income criteria. NCLB funding The federal government estimates that for the 2003 (federal) fiscal year, California will receive more than $2.9 billion in NCLB program funding, with Title I grants to local education agencies representing about $1.65 billion of that amount. Job related education and training programs offer workers the opportunity to develop and improve the skills required to obtain and maintain employment. They also enable workers to acquire the skills needed to advance in a specific employment sector. Education and training programs range in scope from pre-employment job skills to specialized vocations and on-the job training. Opportunities for education and training are available to all workers, however federal policy over the last decade has encouraged the development of programs designed to help low-income workers increase their employment options. By working together, local human service agencies, education and training providers, welfare and workforce development agencies, employers, social service agencies and other community-based organizations, can reach more rural job seekers and workers with comprehensive and successful opportunities.

About NETC
The Northwest Educational Technology Consortium (NETC) has been providing services and products in the Northwest since 1995. The consortium is made up of the state education agencies from Alaska, Idaho, Montana, Oregon, and Washington, and the Northwest Regional Educational Laboratory in Portland, Oregon. NETC is one of the network of 10 Regional Technology in Education Consortia in the U.S. and receives funding from the U.S. Department of Education.
Mission
The mission of the Northwest Educational Technology Consortium is to provide professional development opportunities, access to technical assistance, and support for collegial interaction that allow and encourage educators throughout our region, and especially in K-12 schools, to become informed and fearless users of technology.

Alaska Division of Vocational Rehabilitation
Background
The Alaska Division of Vocational Rehabilitation (DVR) works with the Alaska Division of Public Assistance (DPA) and the Alaska Division of Employment Security (ESD) to provide employment and training services to state residents with disabilities. The Alaska DVR serves the entire state of Alaska, which is comprised of two Local Workforce Areas, the Anchorage/Mat-Su area, and the rest of the State. The Work Incentive (WIN) Grant will help One-Stop Center staff develop their capacity to reach citizens with disabilities throughout the state, particularly those in rural and remote areas. Customers with disabilities are those with physical, cognitive, psychiatric, and sensory impairments. The customer base may also include injured workers, and people with no prior work history. In addition to administering the Tribe’s two scholarship programs the Education Department offers assistance in identifying and submitting applications to other financial aid resources. Career guidance is provided to those unsure of their educational path, particularly those under or unemployed individuals who desire to enhance their employment opportunities through education and training. The Education department also provides educational advocacy for tribal citizens and often serves as a mediator between schools and families. The education program offers free HSGQE (high school exit exam) tutoring for tribal citizens in high school.
