Create another path for students to receive a diploma, i.e. solve the current situation where the state is facing the probability that a large number of high school students will fail the High School Graduation Qualifying Exam (HSGQE) and not receive a diploma. Creating such a path will fortify the legal defensibility of the exam. Also, a goal is to provide an improved long-term system for testing students and the quality of their education, while also providing an incentive to do well on the exams and in school. Marginalised Voters and Groups with Special Needs
In every election, and indeed in every possible voter education programme, there are special groups who require particular attention. There are certain groups that have emerged with some frequency. These groups include:
  • election staff voters abroad absentee voters refugees and internally displaced persons nomads and migrants voters in remote areas minorities disabled people home and hospital bound voters traditional prisoners political prisoners security forces women young and first time voters
Their listing here should not blind educators to the possibility that there might be other groups that require special attention. These groups will vary from country to country. As societies become more atomised by progress, and more conscious of the special needs and human rights of groups as opposed to individuals, it is likely that more groups will be identified. In transitional circumstances, the interests of certain groups will be identified more closely, and these groups will merit special attention during elections. The rule of the Khmer Rouge in Cambodia, for example, resulted in large numbers of "emigre" Cambodians who had to be accommodated in elections supervised by the United Nations. In the case of Bosnia, the Dayton Accords required that refugees and internally displace persons by accomodated in elections organized by the Organization for Security and Cooperation in Europe. The founding democratic elections in South Africa were deemed to be fully inclusive, and arrangements had to be made for a

In 1999, in the wake of the Columbine school massacre, and
under the direction of Mrs. Johnson, the Board passed the
precedent setting Resolution that called for academic rather than drug
solutions for behavioral and learning problems in the classroom.
When Congress originally passed IDEA, covering Special Education, its primary purpose was to provide a Free and Appropriate Education for children with hearing, sight, speech and other physical handicaps. Over the ensuing 27 years, the funding has been largely funneled, instead, to children with "learning disorders," a term so subjective that children who fidget, butt into line or interrupt their teachers are so labeled. In most cases they are subsequently prescribed cocaine-like, mind-altering drugs. Many of these children simply have never been taught to read. Clearly, there is a critical need to provide an objective, scientifically based definition of "learning disability," and this must be the central point of reforming IDEA.

For the past 24 years, Richard Wark has spent several months each year travelling to more than 100 colleges, universities, and job fairs around the country, recruiting teachers for schools in Georgia's DeKalb County. This year he's especially interested in finding math, science, special education (learning disabled/behaviorally disabled), and speech therapy majors. And even though DeKalb, a suburb of Atlanta, is offering beginner teachers $4,000 more than the national average of $23,000, he still finds many positions in critical areas hard to fill. "It's war out there. Everyone's competing for the same individuals," Wark says.

Although it was hard to communicate with the other delegations because of the language barrier, that didn’t stop us from communicating. Neta Levi and Gail Goren of Team Israel. All the way from Israel came Michal Ben Hamo, 31. She lives in Hadera, a very beautiful area that lies on the Mediterranean Sea. She lives with her family, which consists of two sisters and her parents. Her hobbies are reading, traveling and massage. Since 2001, Michal has volunteered through teaching reading and writing in the Democratic School. She plans to promote integration of people with and without intellectual disabilities in her area as much as she can. “It is very important to open more schools that integrate athletes with [people without intellectual disabilities], not only in Israel but also in the whole world,” she said. “The integration must be natural; students must meet face to face with the disabled so they can communicate and help each other.” Michal and her colleagues in their school are a great help in changing a lot of the athletes’ attitudes. “I remember once an aggressive athlete came to our school; however, after months of persistence he became friendlier,” said Michal.

Qualifying for Special Education Programs
Children experiencing disabilities are guaranteed a free appropriate public education. Alaska Regulations also provide a definition for gifted students and mandates the North Slope Borough School District to develop an Individual Education Plan for each gifted student as appropriate.
The North Slope Borough School District provides comprehensive, free educational services to all children ages 3 through 21 who qualify in the following areas:
Hearing Impaired - A hearing impairment that adversely affects a child's educational performance may require a student to have special education, hearing aids, or other assistance or may be so severe as to result in total deafness so that the child cannot understand, what is being said with or without a hearing aid.
Visually Impaired - A visual impairment, which, even with correction, adversely affects a child's educational performance. The term includes both partially seeing and blind children.
