    State Postal History volumes in most cases fall into one of four basic categories. A true Philatelic Postal History will cover the collecting aspects such as known covers, markings, usages and the like. The Postmarked type usually don't go much beyond listings of the markings. The Post Office volumes usually only list the offices, establishment and discontinuance dates along with the first postmaster. It has long been a mystery to us why all postmasters through say the 1870's aren't listed as their signatures often appear on free franked covers and are of much interest to collectors. Dave Baker's Indiana book was the first state volume to list all postmasters, now there is one for Kentucky and Tennessee. The fourth classification, Place Names, is new to many philatelists. These volumes are normally of non-philatelic origin and usually give the post office name along with a brief history, location and often establishment and discontinuance dates. These volumes are proving to be of great value. Most Place Name volumes are published by State Universities and Historical Societies and are often difficult for us to locate, if you know of one that we don't list please drop us a line.     The purpose of this paper is to summarize the historical and theoretical backgrounds to curriculum development in general, and in Alaska in particular, and to present the Galena City School District's response to state and federal requirements. The Galena City School District's regular, charter and cyber-school programs are already outstanding and deserve recognition for the breakthrough education they are providing children. Ideally, the completion of a curriculum document and assessment system for each of these three programs will articulate and legitimize these innovative programs in the eyes of the Alaskan educational community.     What is Curriculum?
    Curriculum has two generally accepted meanings. The first meaning is very general and encompasses everything the school has to offer children educationally, teachers, textbooks, instructional plansthe whole program. The second definition is more narrow and technical and that is the sense which we will use today: a written document which outlines the instructional objectives and the sequence or order of those objectives which will be taught to children. The curriculum outlines and defines what is taught to children in school, the content of instruction. The curriculum of school is usually divided into subject areas: standard areas for curriculum include Language Arts and Reading, Mathematics, Social Studies, and Science. Additional areas often developed include Fine Arts, Foreign Languages, Career or Vocational Education, Physical Education, Health, and Technology.

    The Alaska State Flag
    More than 30 years before Alaska was to become a state, the Alaska Department of the American Legion sponsored a territorial contest for Alaska children in grades seven through twelve. A flag was needed to represent the future state of Alaska and somebody thought it would be a good idea to tap into the creativity of these kids. Contest rules were circulated throughout the Alaska Territory in January, 1927. The rules stipulated that the first stage of the competition would take place at a local level. Each town would set up a panel of judges that would determine the ten best local designs and forward these to Juneau where the final competition would take place. A total of 142 designs were forwarded to Juneau. Several interesting concepts were represented, and eventually rejected, in the submissions reviewed by the Juneau Flag Committee. All of these concepts were rejected as too specific to one or another certain aspect of the vast Alaska Territory. A couple of designs centered around Polar Bears. One design displayed a Polar Bear on an iceberg. Another had a Polar Bear balancing at the top of the globe. Others depicted imagery representing the fishing and mining industries of Alaska. About 1/3 of the entries centered around the territorial seal.

    Executive Summary BBI International very much enjoyed the opportunity to organize and conduct the 2001 EWS. As in 2000 and 1999, it was strikingly clear how each state has its own niche opportunities, needs and aspirations. It was a dynamic process in which we had the opportunity to take part.     Significantly Increases Risk of Heart Disease

    A landmark study just published in The British Medical Journal The new study, conducted over 20 years by researchers at St. George's Hospital Medical School in London, is particularly important because it measured exposure to secondhand smoke from all sources - including in bars, restaurants, and other workplaces, as well as in the home - based on blood levels of a nicotine byproduct called cotinine. They found that high blood cotinine levels were associated with a 50 to 60 percent higher risk of coronary heart disease. Previous studies had estimated increased risk at 25 to 30 percent. The new study is one of the few that has sought to account for all sources of exposure to secondhand smoke, not just home exposure. There is an overwhelming scientific consensus that exposure to secondhand smoke causes disease, disability and death. Secondhand smoke contains over 4,000 chemicals and 69 known carcinogens, including formaldehyde, cyanide, arsenic, carbon monoxide, methane, benzene, and radioactive polonium 210. In addition to heart disease, secondhand smoke is proven to cause lung cancer and serious respiratory illnesses. A 2002 study by the International Agency for Research on Cancer of the World Health Organization concluded, "Nonsmokers are exposed to the same carcinogens as active smokers. The study found that even the typical levels of passive exposure have been shown to cause lung cancer" among people who have never smoked. Study's show that kids are especially vulnerable to other people's smoke, suffering more asthma, bronchitis, ear infections and other ailments.

    The University of Alaska Fairbanks Experience
    In 1917, just 15 years after Felix Pedro found gold in the heart of the Alaska wilderness, the University of Alaska Fairbanks was born. It wasn't called UAF back then; it was the Alaska Agricultural College and School of Mines, created by a special act of the Alaska Territorial Legislature. The college opened in 1922 with six faculty members and six students. A year later, commencement was held in honor of the school's first graduate. As Alaska grew, so did the institution. In 1931, the Agricultural Experiment Station (established in 1906 by the U.S. Department of Agriculture on a site that was later to become part of the campus) was transferred from federal ownership to the college. This action established the Agricultural and Forestry Experiment Station and its experiment farm as a unit of the college, in line with agricultural experiment stations in other land-grant universities. In 1935, the Territorial Congress decided the school had graduated from a college to something more, and the "University of Alaska" was born. World War II brought many changes to Alaska. Battles were fought on Alaska soil, the Alaska Highway was built, and the activity spawned the first major migration of people into the state since the gold rush. As people moved to Alaska, so did money, ideas and energy.

    First owned by Russia, Alaska was purchased by the United States of America in 1867 for $7.2 million. This equates to, roughly, two cents an acre, where an acre is about half the size of a football field. Originally, many considered the purchase to be a "folly" (a reckless act), but it has proved to be a wise investment because of the state's rich resources. Alaska became the 49th state in 1959, and it adopted the nickname "The Last Frontier" for its rugged environment and its isolation from the "Lower 48" states.
