Last Modified: July 22, 2005 at 01:19 AM The Salvation Army wants to fight human trafficking, the modern-day term for slavery, and help its victims in Anchorage and three other cities. The U.S. Justice Department is providing the grant money, expected to be at least $1 million spread over more than three years. But are sex slavery and involuntary servitude really a big problem here? Officials cite just one case, in 2001, that involved Russian dancers brought to Anchorage and made to strip at a local nightclub. Still, with money available, the battle is on. The Alaska Coalition Against Trafficking has formed. About 100 people police, prosecutors, immigration lawyers, legislators or their aides, social service workers gathered at the Anchorage Hilton on Thursday to learn what they can do. In the Russian dancer case, seven women, including two juveniles, were brought to Anchorage under the pretext of being cultural performers and coerced into dancing at a nude club in town.

Last Modified: August 3, 2005 at 04:49 AM WASILLA With an inter-agency agreement in hand and $2 million on the table, state and local agencies are ready to move forward with a study that will result in a final transportation route for the road and rail around the city. Last week, officials from the Alaska Railroad Corporation, the Alaska Department of Transportation, the city of Wasilla and the Matanuska-Susitna Borough agreed to work as partners in a study of potential road and rail routes around Wasilla. Gov. Frank Murkowski recently authorized $2 million for an environmental impact statement that will identify a route for the proposed alignment. It could take two to four years to complete the impact statement, said Mat-Su area planner Brad Sworts of the Department of Transportation. Each alternative, including a no-build alternative, will be considered in the study. For every alternative, a list of impacts will be compiled, including impacts to businesses, he added.

The LBC is one of only five State boards with origins in the Constitution. It was created to ensure that arguments for and against proposals to create or alter municipal governments would be analyzed objectively, taking areawide and statewide needs into consideration. Procedures used by the LBC are designed to secure the reasonable, timely, and inexpensive determination of proposals that come before the Commission. These procedures include extensive public notice, considerable opportunity for public comment, thorough study, public informational meetings, public hearings, a decisional meeting, and opportunity for reconsideration. Local Boundary Commission Staff Support is Provided by the Department of Community and Economic Development In recent years, major changes in Alaska's economy and population have dramatically increased the number and complexity of matters brought before the LBC. Factors such as declining local and state revenues, growth in demand for public services, new resource development and the shifting of legislative and political power suggest that this trend will continue.
In the past decade, the Department has assisted the LBC by researching, analyzing and processing more than 150 petitions, including more than 15 petitions for borough incorporation or boundary changes to existing boroughs. During that time, municipal jurisdiction has been extended to more than 100,000 square miles of Alaska. The Department has also assisted the LBC in implementing comprehensive revisions to its regulations in order to fulfill its constitutional role of helping to shape local government in Alaska.

The law also requires children to attend school between the ages of 7 and 16, and may require attendance beginning at age 6 if a child has been enrolled in first grade at a public school for more than 60 days. Abstract: In early 1995 Justice Center researchers conducted on-site interviews with residents and officials of 28 Alaska villages to gather information about village public safety and policing needs. This, the first of several articles examining results of the study, describes characteristics, government, and social control in the predominately Alaska Native villages. Village Alaska: Community Characteristics
and Public Safety
The communities surveyed were selected after consideration of suggestions from Native leaders, participants in the Alaska Federation of Natives conference, the Alaska Native Justice Center and the Alaska State Troopers. Eleven of the Alaska Native regional corporations are represented. The Arctic Slope region was not included because its villages receive complete public safety services from their own borough public safety agency rather than from the Alaska State Troopers, Village Police Officers (VPOs) or Village Public Safety Officers (VPSOs). Community Characteristics The villages studied are in isolated locations 10 to 100 air miles from an urban center, with few road connections to other communities (Figure 1). They range in size from approximately 70 to over 700 residents (based on 1990 Census data). Residents are predominately Alaska Native, although the proportion of Native residents ranges from 98.3 per cent in Lower Kalskag to less than 7 per cent Native in Chickaloon (Table 1). The average (mean) Native population is approximately 82 per cent and the median proportion of Natives in the community population is 93.8 per cent. This means that in 14 of the 28 villages, 94 per cent or more of the residents are Native.

Beltz School in Nome. The request arose out of the concern which Mr. Harper and the Commission shared over the suspension of a number of students for drinking offenses. However, both the Commission and Mr. Harper felt that a comprehensive survey of the operation of the school should be made, since the successful education of our Native youngsters is of vital importance to the State, and since a knowledge of the successes and failures of Beltz could be applied to other regional schools as they open throughout the State.
