Back to Top "City incorporation" means the creation of a second class, first class, or home rule city government to provide services and facilities at the community level. Distinctions among the three types of cities are addressed in Local Government in Alaska Incorporation requires a big commitment of time and other resources. Before any decision is made to begin work on incorporation, a lot of thought should be given to the need for a city government and the process involved, particularly if the community is within an organized borough. This chapter provides an overview of basic information about city incorporation. Incorporation is a complex matter that cannot be covered completely in this brief overview. This overview does, however, provide information and links to applicable law, additional publications, and staff available to provide assistance on incorporation.

What are Alaska State Publications?
A state publication is almost any document produced by or for a state agency. A publication could be an annual report, a transportation plan, a research report on salmon or other fish, hunting regulations, minutes of meetings, directories, a book, a magazine, or even an electronic database like the Alaska Community Database. Although an increasing number of agency publications are Internet based, much remains in paper. Increasingly budget conscious agencies are printing small quantities of their publications, so you might not be able to get your own copy.
Why should I care about Alaska State Publications?
For two reasons. First, chances are, some state publication will deal with something you care about like transportation options in your area, wildlife studies, health and social programs statewide, or city annexation plans, just to name a few government related topics. Second, it's your way to keep tabs on your state government. The publications an agency produces are a public record of its activities. State publications can be a tool for accountability only if people read them.

Alaska Geography
Alaska is by far the largest state in land area. If you placed it on top of the “lower 48,” the Aleutian Islands would touch California’s coast, the southeastern coast near Juneau would rest atop Georgia, and the North Slope would cover Minnesota. The population density of Alaska is only one person per 1.1 square miles.
Alaska borders Canada’s Yukon and British Columbia to the east, the Arctic Ocean to the north, the Bering Sea to the west, and the Gulf of Alaska to the southwest. The coastline is the longest in the U.S., winding jaggedly over 33,000 miles if you include the islands. If you measure the coastline as a simple, straight line, it is still over 6600 miles long.

Legislation giving permanent fund cash to municipalities passes out of committee Web Posted: Friday, February 27, 2004 By TIMOTHY INKLEBARGER JUNEAU EMPIRE A portion of the Alaska Permanent Fund would be used to help cities hit hard by state budget cuts under a proposal approved by a House committee on Thursday. Rep. Carl Moses, D-Unalaska, author of the bill, told members of the House Community and Regional Affairs committee the proposal would provide $157 million annually to communities across the state, without affecting dividend checks. "Numerous communities are on the verge of bankruptcy without having assistance like this," Moses said.
Rep. Carl Moses, D-Unalaska The plan would use excess earnings from the investments of the permanent fund after dividend checks are paid and the fund is protected against inflation. In recent years, permanent fund earnings exceeding the amount paid in dividends have been added back to the $28 billion principle of the fund. The so-called "Municipal Dividend" would provide $250 pereligible dividend recipient in each community. A minimum of $40,000 would be paid to a community under the program.

The highest Court in the State of Alaska is the Supreme Court. It is composed of the Chief Justice and four Associate Justices. The Court has appellate jurisdiction in all matters. Appeal to the Supreme Court is a matter of right in all civil actions and at the discretion of the Justices in all criminal actions. The Court may issue injunctions and other writs. Any Justice may issue a writ of habeas corpus. The Chief Justice is the administrative head of all lower State courts. The Supreme Court promulgates all rules and procedures for all State courts.

ALASKA’S UNIQUE DROPOUT PROBLEMS Ann Ousterhout Mrs. Ann Ousterhout received her B.A. in psychology at the Willamette University in Salem, Oregon. She holds two master’s degrees from the University of Hawaii, in education administration and in general education. She has been a teacher and counselor in Alaskan schools since 1959, and currently is teaching English at the University of Alaska in Juneau The history of education among Alaskan Indians has involved some unique features, when compared to that of American Indians in other sections of the United States. For one thing, Alaska’s Indians, Eskimos and Aleuts have never been relocated to reservations, nor removed from lands they once occupied. Nevertheless, they have been included in such services as the federal government has provided to other American aborigines, and these have been largely in the form of health and educational services. By mandate of the First Organic Act of 1884, the Secretary of the Interior was to provide education for the children of Alaska "without reference to race" (see Note 1). Locally controlled schools date from the early 1900s, particularly from the Nelson Act of 1905, which allowed the establishment of schools

everal studies exist for the purpose of comparing the cost of living between cities in Alaska and around the country. Because of differences in methodology used to determine cost of living statistics, each survey shows a different result when comparing costs between locations. I n the American Chamber of Commerce Researchers Association (ACCRA) cost of living study, a standardized list of 59 items is priced during a fixed period of time. The average price data for these cities are then converted into an index number which is used for comparative purposes. O T he following chart shows the most recent indexs, which are basically the cost of living of each town listed as a percentage of the national average (national average = 100). So, for the 2nd qtr of 2004 Kodiak is shown as having a COL 30.4% above the national average.

Ten years ago, in the Fall of 1993, the Association for the Study of American Literatures published a 30-page guide to Native American Studies programs in the U.S., compiled and edited by former ASAIL President Franchot Ballinger. This new Guide to Native American Studies Programs in the United States and Canada represents an attempt to update and expand upon Professor Ballinger's pioneering work. In accordance with a 1995 ASAIL resolution, it is being published both in hardcopy form and in electronic form, so as to be available not only to ASAIL members but also to non-members, compliments of the Association. I wish to take this opportunity to acknowledge the invaluable assistance of two SAIL Editorial Assistants, Amy Davidson (1995-96) and Corrie Anderson (1996-97), who in addition to their other duties put in many hours of overtime gathering and regathering, collating and recollating information from a variety of sources including questionnaires, follow-up letters and phone calls, and worldwide websites. Thanks also to Karen Strom at University of Massachusetts, who read the final draft of this guide and provided or corrected many of the URL addresses for program websites. Our dream was to provide a comprehensive survey of U.S. and Canadian Native American Studies programs being offered as majors, minors, and certifications at the baccalaureate level or above, using (with some slight modifications and additions) Professor Ballinger's earlier categories of information on each program. The Washington State Department of Transportation (WSDOT) solicits interest from consulting firms who wish to be evaluated for completing a scoping study. Description of Work:
The proposed project is the Alaskan Way Viaduct on SR 99, in King County, from MP 29.70 to MP 32.00. The purpose of this project is to determine the feasibility of options that address the seismic vulnerability of the Viaduct. Options include at-grade, above grade and below grade solutions. The project will evaluate the feasibility, merits, trade-offs, and develop order of magnitude costs of conceptual options to address the seismic vulnerability of the AWV. The role and function of the Viaduct will be identified and considered within the context of the overall transportation regional system/network. In addition, issues, interests, and trade-offs of each option will be identified and documented. The outcome will be a recommendation to retrofit the Viaduct or pursue another alternative. (The specific alternative to retrofitting the Viaduct would be identified in a subsequent environmental review and decision-making process.)

ALASKA – A Mini Unit Study This mini unit on ALASKA uses the cross curricular approach to education. There are several activities from different academics subjects for you to choose from. One of the most important things is to have fun! Lying to the northwest of Canada, Alaska, the 49th state, ranks first in size. Juneau, its capital, is the nation’s 2nd largest city in area – over 3,000 square miles – but only has about 30,000 people. Alaska touches no other state. Instead, it is bordered on the north by the Arctic Ocean, on the south by the Pacific Ocean, on the easy by Canada, and on the west by the Bering Sea. At one point it is only 51 miles across the Bering Straight to Russia. When its lands were first bough from Russia by U.S. Secretary of State William Seward, for about two cents per acre, the purchase was known as "Seward's Folly." Alaska's State Flag Create a State “Infodesk”: Before you begin this unit you may want to set up a research area. Place a desk or table in front of a bulletin board area. This will be where you can place relevant books, magazines, photographs, posters, newspaper articles, maps, scrapbooks, games, puzzles, computer software, task cards, travel brochures, etc. that you collect.
