Highlights Demographics Health Data and Organizations Library and Information Resources Attached to the northwest corner of North America, Alaska is the largest state in the United States, encompassing 656,425 square miles. It is one fifth the size of the entire lower 48 states, and larger than the next three largest states combined. Despite its grand geographical presence, Alaska ranks 48th in population with approximately 627,000 people. Alaska holds the record for the coldest temperature in the US: -80F on January 23, 1971 in Prospect Creek, and for the highest point, Mt McKinley, at 20,300 feet above sea level. Alaska is organized into 149 incorporated cities and 16 boroughs (as opposed to counties). Remote areas not included in the boroughs are divided into census areas. The capital of Alaska is Juneau , with 31,000 inhabitants. While over 40% of the residents live in the largest city of Anchorage , most of the rest of the state is sparsely populated or uninhabited, and the communities are separated by vast distances. In fact, 52.3% of the states' population live in

CHAPTER 16
THE NORTHLANDS
T he United States is in many ways a creation of a frontier experience. The push westward remains part of recent American history, and many still live who remember the days of early settlement, of the often heroic struggle with the land. The American frontier is largely gone today. Although humans presumably have the technology to live anywhere on the earth's surface, those areas of the United States that can be occupied with moderate physical and economic effort are already staked out. Extending as far south as the northern Great Lakes states and including the interior to the Canadian border, as well as parts of Alaska, the Northlands ( Map 15 : 19K) remains sparsely settled. The inhospitable nature of the physical environment plus the consequent thinness of settlement give the Northlands its special character. A HARSH ENVIRONMENT Not only are winter temperatures low across most of the region, but winters are long. The average time between the last frost in the spring and the first in the fall is roughly 135 days at the southern margins of the area but little more than 14 days along parts of the Arctic Ocean. Because virtually all major food crops need a growing season of longer than 90 days, they can be grown in only a few small areas along the southern margins. Summers, generally short and cool, can have surprisingly warm days. Maritime moderation is significant only along the peripheries, mainly in the east and west.

T he last American frontier, Alaska is the largest of the states in size and the second smallest in population. Nearly everything about this 49th state is big. Its Mount McKinley is higher than any other peak in North America. Its Yukon River is one of the longest navigable waterways in the world. Huge animals still thrive in its open spaces Kodiak, grizzly, black, and polar bears; moose, caribou, musk-oxen, wolves; otter, walrus, seals, humpback and killer whales. A laska is a land of spectacular contrasts smoking volcanoes and frozen tundra, hot springs and ice floes, creeping glaciers and virgin forests. This vast, raw, and rugged land thrusts a chain of volcanic islands more than a thousand miles southwest into the Bering Sea. Reaching beyond the international date line, the land area originally spanned four time zones. It juts northward far into the Arctic Circle, and to the south its Panhandle extends for miles between the Pacific Ocean and the Canadian Rockies. T he Stars and Stripes have flown over Alaska since March 30, 1867, when the vast land was purchased from Russia for 7.2 million dollars. In 1959 Alaska became the first new state since New Mexico and Arizona had achieved statehood in 1912, which was also the year Alaska was incorporated as a territory the first step toward statehood.

With an intensely rich past and an exceptionally bright future, the State of Virginia has residents and communities that are as diverse as its geography. It is the proud home to the most historic sites in the entire country. Jamestown was the site of the first permanent English settlement in what is known as the “New World.” At Yorktown on Oct. 19, 1781, British forces under General Charles Cornwallis surrendered to the combined French and American forces serving under the command of General George Washington (our first President). The first battle of the Civil War was fought at Manassas, the site where Stonewall Jackson earned his nickname.
State Information

Having beautiful Virginia houses as residential real estate and located midway between the states of New York and Florida, the state is often considered the gateway to the South. It is also sometimes classified in the Mid-Atlantic region as well. The Commonwealth is bordered by Washington, D.C., the nation's capital, and Maryland to the north; the Atlantic Ocean to the east; North Carolina and Tennessee to the south The central piedmont region, with its beautiful rolling hills, flattens out into the sandy coastal plain toward the brisk Atlantic Ocean.

Town of Richmond
The Town of Richmond, originally a part of Charlestown, was incorporated August 18, 1747. It was probably named in honor of Edward Richmond, the Attorney General of the colony from 1671 to 1680, who took an active part in the original settlement of the area. A large portion of the town was included in the Shannock Purchase, a tract of vacant land sold by the Commissioners of the General Assembly to a company of purchasers in 1709.

Enterprise GIS
Enterprise GIS involves transforming and integrating the business practices of many departments around a common integrated vision and associated data model. This takes a lot of communication and work to come to agreement on how to integrate and maintain data transactions and requires a unique combination of leadership and bottom-up development effort by dedicated GIS people in various departments of an organization. Enterprise GIS is beginning to be recognized by upper management as a critical component to improving efficiency and making better decisions. Furthermore, IT organizations are recognizing the power of GIS and promoting its implementation as yet another enterprise technology that requires standards and coordinated management. The emergence of GIS technology built using standards-based IT tools has also helped enormously.

The purpose of Bilingual/Bicultural programs is stated in the Alaska Education Regulations, Chapter 34, 4AC34.101: "The department believes that providing equal educational opportunity to these children through the establishment of Bilingual/Bicultural programs of education will provide more effective use of both English and the student's language, foster more successful secondary and higher education careers, facilitate the obtaining of employment, tend to bring about an end to the depreciation of local culture elements and values by the schools in solving educational problems, effect a positive student self-image, allow genuine options for all students in choosing a way of life, and facilitate more harmonious relationships between the student's culture and the mainstream of society." It is important to remember that successful Bilingual/Bicultural Programs are supported by the people of the village, teachers, administration, and the School Board.

Montgomery County, Ohio, the home of the Wright Brothers, is called the "Birthplace of Aviation." Last week jurisdictional leaders maintained their historic entrepreneurial and innovative spirit as they joined to kickoff the development of a 10-Year Plan to End Chronic Homelessness and name a Leadership Team to spearhead the regional initiative. Intergovernmental and regional partnership were on display, as Dayton Mayor Rhine McLin and Montgomery County Commission President Vicki Pegg were joined by United States Interagency Council on Homelessness Executive Director Philip Mangano, who was invited to keynote the event.

THE NEW GEOGRAPHY: How the Digital Revolution is Reshaping the American Landscape IN 1956, ECONOMIST CHARLES Tiebout published a short article introducing the notion of "the consumer-voter," a person who chooses where to live based on local government services and the taxes levied to pay for them. His idea was powerful and, as the suburban era continued its crescendo, it applied to more and more Americans. People were shopping for entirely new communities, not just nicer apartments.
