Kapsner's Alaska History Curriculum Bill Passes House Education Committee
Representative Mary Kapsner House Bill 84 , sponsored [ sponsor statement ] by Representative Mary Kapsner (D-Bethel), allows school boards to include in their regular classroom studies one semester of Alaska history. Teaching materials, once rare, are becoming more abundant and a new Alaska History and Cultural Studies curriculum will soon be available to any district at no cost, thanks to an initiative started by the Alaska Humanities Forum, funded by Senator Ted Stevens. An Alaska History course requirement dovetails nicely with the existing social studies graduation requirement and does not need to add to the credit load required for graduation. A 1/2 credit Alaska History and Cultural Studies course could be part of the three social studies credits currently required of high school students for graduation. HB 84 now moves to House Health, Education and Social Services Committee.
Ellis's Bill to Protect Public Health Passes Senate

Senator Johnny Ellis Senate Bill 27 , sponsored [ sponsor statement ] by Senator Johnny Ellis (D-Anchorage), will allow the Department of Environmental Conservation to study the suspected link of pesticides exposure to increasing cancer rates, immune system disorders, reproductive health problems, respiratory illnesses and allergies by creating a mechanism for tracking pesticide use in Alaska. SB 27 will allow DEC to charge pesticide manufacturers an $80 registration fee per label (Alaska is the only state that does not charge such a fee), establishes a $25 per annum registration fee for certified pesticide applicators, requires notice be given of commercial pesticide spraying, requires Certified Pesticide Applicators to report pesticide use to DEC, mandates DEC establish a pesticide tracking system that is readily available to the public, and establishes a seven-member Pesticide Advisory Board to assist the Department with development of the tracking system and outreach to the public regarding the safe use of pesticides.

    - The American Legion Auxiliary Alaska Girls State is a one week "hands on" experience in American government for girls who have completed their Junior year in High School. In Alaska the session is held at the University of Alaska Anchorage. Information and application forms will be available from your High School Counselor in the Spring. Interviews with the American Legion Auxiliary Units will be scheduled by the local Units. All girls (including home schooled girls) MUST by interviewed by an American Legion Auxiliary Unit. The Alaska Library Association executive board voted unanimously to adopt the continuing education committee proposal, directing the committee to present the plan to the State Library and work jointly for implementation.
AkLA Statement on Continuing Education: A Statewide Plan
Library Service for All Alaskans has been a stated goal for library development in Alaska since 1969. In order to ensure delivery of library service to all Alaskans, it is essential that all individuals sharing a role in the delivery of library service attain and maintain competency in their areas of responsibility. A Continuing Education Plan is the means to ensure availability of offerings for all library personnel regardless of skill, educational and functional levels.
One of the strengths of library service in Alaska is the participation of individuals with widely varying backgrounds. This, however, results in a great variety of training needs. For a Statewide Library Continuing Education Plan for Alaska to be truly meaningful, it must take into account this wide range of needs: a) individuals who may have no formal education beyond high school yet who may be the sole library worker in an isolated community; b) those who already have post MIS training and function in large library organizations; c) school librarians who have training requirements necessary to maintain certification j d) library board and trustee members who desire training for fulfilling their responsibilities; and many others.

Rural Policy Matters RPM ) has been investigating leading rural states to find out what happened to rural education in state legislatures this year. Here's what we rounded up. Reports are by RPM personnel, but many are based on reports from sources in the state. Where sources are listed, it is for the use of our readers. The sources are not responsible for any errors in these reports. Some states we are following have long legislative sessions or special sessions pending and will be corralled in the coming months.

Kansas
Kansas school districts were held harmless from budget cuts during this legislative session. All districts will receive their general and supplemental state aid payments in July, a month late. The governor was given authority to accelerate collection of 2004 property taxes (May 10 instead of June 20) and to issue tax refunds late. Local school boards were given expanded authority to transact business and operate public schools independently, unless specifically contrary to existing state law. Small schools are playing strong defense on consolidation, keeping five consolidation bills stalled in the House Education Committee. However, the State Board of Education, a Governor's Task Force on Education, and a Legislative Interim Committee are all studying consolidation this summer and fall. Governor Kathleen Sebelius has also proposed a task force on the school funding formula. Source: Jacque Oakes, Schools for Quality Education.

"The coming year, Neil Rudenstine’s last as President of Harvard, will be an exceptional one for the Board of Overseers," said Gagnon. "As President Rudenstine completes his tenure, we will celebrate with him the many projects he has successfully completed, and we will endeavor to assure the success of the work he has under way. We will also be part of the events that surround his departure as President and the selection of his successor. I feel privileged to be President of the Board of Overseers at what is sure to be an historic moment for Harvard." Active in a wide range of educational and civic affairs in Alaska, Gagnon served as a regent of the University of Alaska from 1991 to 1999, and as president of its Board of Regents from 1993 to 1996. She chairs the Rhodes Scholarship selection committee for Alaska, and was a member of the Alaska Commission on Postsecondary Education in the early 1990s. She served on the Board of Trustees of the Northern International University in Magadan, Russia, from 1994 to 1999. Her community service endeavors include membership on the community advisory boards for Alaska Airlines, Providence Health Care System Alaska, and Williams Alaska Petroleum, as well as the president's advisory panel for the Alyeska Pipeline Service Company. She sits on the boards of the National Bank of Alaska, the Rasmuson Foundation, the CIRI Foundation, and the University of Alaska Foundation.
